APPROVAL OF MINUTES 1. Approve the minutes of the Water and Wastewater Commission regular meeting held September 16, 2026. DISCUSSION AND ACTION ITEMS 2. Recommend approval to authorize a contract for Hexagon Enterprise Asset Management (EAM) Software Platform for Austin Water with Thundercat Technology, Llc, for an initial term of twelve months with up to two one-year extension options in an amount not to exceed $1,090,146. Funding: $266,102 is available in the Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. 3. 4. 5. 6. 7. 8. Recommend approval of a contract for Infor Public Sector software maintenance and support, used to manage water distribution system assets and work orders, for Austin Water with DLT Solutions LLC d/b/a DLT Solutions, for an initial term of one year in an estimated amount of $393,300 with up to two one-year extension options each in variable amounts for a total contract amount not to exceed $1,252,200. Funding: $393,300 is available in the Fiscal Year 2026-2027 Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Recommend approval of a contract for engineering services for the 2026 Reservoir Improvement Program with Freese and Nichols, Inc., in an amount not to exceed $10,000,000. Funding: $10,000,000 is available in the Capital Budget of Austin Water. Recommend approval of a contract for construction services for the Ullrich Water Treatment Plant Inherently Safer Disinfection Conversion with MGC Contractors in the amount of $81,555,085 plus a $8,155,509 contingency for a total contract amount not to exceed $89,710,594. Funding: $89,710,594 is available in the Capital Budget of Austin Water. Recommend approval of a contract for construction services for the West Congress (Radam/St. Elmo) Water and Wastewater Pipeline Renewal Project for Austin Water with Facilities Rehabilitation Inc., in the amount of $2,837,732 plus a $283,774 contingency for a total contract amount not to exceed $3,121,506. Funding: $3,121,506 is available in the Capital Budget of Austin Water. Recommend approval of a contract for biomass characterization testing, used to monitor the operational health of wastewater treatment plants, for Austin Water with Hydro Solutions, Inc. d/b/a Effluency, LLC, for a term of three years in an amount not to exceed $260,000. Funding: $79,445 is available in the Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Recommend approval to authorize two contracts for calcium hypochlorite tablets and granules, used for cleaning and disinfection in water treatment operations, for Austin Water with Leslie's Poolmart Inc. d/b/a Leslie's Swimming Pool Supplies and Joseph G Pollard Co. Inc. d/b/a Pollardwater, for an initial term of two years with up to three one- year extension options in an amount not to exceed $600,000 divided among the contractors. Funding: $110,000 is available in the Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Recommend approval of Service Extension Request No. 6451 for wastewater service to a 2.85-acre tract located at 1107 Castle Ridge Road within the City’s Drinking Water Protection Zone, the City’s two-mile Extra-Territorial Jurisdiction, and Austin Water’s wastewater service area. This action concerns land located within the Barton Springs Zone. Funding: This item has no fiscal impact. The property owner will pay the related infrastructure costs to connect to Austin Water’s wastewater system. Recommend approval to authorize negotiation and execution of the fourth amendment to the Agreement for Wholesale Wastewater Utility Service for the Comanche Canyon Ranch Extraterritorial Jurisdiction Planned Unit Development with Travis County Water Control and Improvement District No. 17 (WCID 17), allowing Austin Water to receive untreated wastewater for treatment, in place of treated wastewater currently provided under the existing agreement. This amendment supports WCID 17’s evaluation of decommissioning its treatment facility and reflects Austin Water’s ability to accommodate the operational change without additional efforts or cost. Funding: This item has no fiscal impact. WCID 17 will assume the costs for decommissioning its Comanche Canyon Ranch Wastewater Treatment Plant. Recommend approval of a resolution authorizing the issuance by Moore’s Crossing Municipal Utility District (“District”) of Unlimited Tax Refunding Bonds, Series 2026, in an amount not to exceed $7,600,000. Recommend approval of a resolution authorizing the issuance by Pilot Knob Municipal Utility District No. 2 of Unlimited Tax Bonds, Series 2026, in an amount not to exceed $2,300,000 to be used for water, wastewater and drainage improvements in the district and related engineering costs and costs of issuing the bonds. Funding: This item has no fiscal impact. Recommend approval of a resolution authorizing the issuance by Pilot Knob Municipal Utility District No. 2 of Unlimited Tax Road Bonds, Series 2026A, in an amount not to exceed $2,480,000 to be used for constructing road improvements in the District. Funding: This item has no fiscal impact. Recommend approval of a resolution authorizing the issuance by Pilot Knob Municipal Utility District No. 3 of Unlimited Tax Bonds, Series 2026, in an amount not to exceed $4,400,000 to be used for water, wastewater and drainage improvements in the district and related engineering costs and costs of issuing the bonds.
