Austin Financial Services and Austin Water have determined this contractor best meets the needs of Austin Water to provide these services required for the City. MBE/WBE: Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established. Additional Backup Information: This contract will provide essential support, maintenance, and licensing for the Infor Public Sector (IPS) software platform, which Austin Water uses to manage horizontal infrastructure assets across the water distribution system. IPS is the foundational system for creating, tracking, and coordinating service requests and work orders, as well as maintaining accurate records for meters, pipelines, valves, hydrants, and other linear assets in the distribution network. Austin Water depends upon IPS to support daily operational activities including field dispatching, asset data management, and responsive maintenance across the utility’s extensive horizontal network. Ensuring continued support for the IPS platform directly advances Austin Water’s proactive infrastructure management and operational reliability through maintaining a stable system that enables real-time coordination, accurate asset information, and data-driven decision-making for distribution system operations. This contract will partly replace a contract expiring November 3, 2026, which is being divided into two contracts, one for the Infor Public Sector software platform and one for Hexagon Enterprise Asset Management, because a single vendor cannot provide both services. The current estimates were determined based on current and future growth of the IPS software platform. The recommended contractor is not the current provider for these services. The Texas Department of Information Resources is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
