RESOURCE MANAGEMENT COMMISSION MEETING MINUTES Monday September 14, 2020 The Resource Management Commission convened via videoconference on Monday September 14, 2020 in accordance with social distancing protocols necessitated by the COVID 19 pandemic. Commissioners in Attendance: Dana Harmon, Chair (District 9); Kaiba White, Vice Chair (District 2); Jonathan Blackburn (District 8); Leo Dielmann (District 7); Rebecca Brenneman (District 10); Lisa Chavarria (Mayor); Tom “Smitty” Smith (District 5) Nakyshia Fralin (District 1); and James Babyak (District 6). There is one vacancy (District 3). Commissioners Absent: Shane Johnson (District 4) CALL TO ORDER – Chair Harmon called the meeting to order at 1:03 p.m. Consent Items: APPROVAL OF MINUTES 1. Approve minutes of the August 17, 2020 meeting. The motion to approve minutes of the August 17, 2020 meeting was approved on Commissioner Blackburn motion, Commissioner Dielmann second. 7 ayes, 0 nays, 3 absent, (Commissioners Smith and Babyak away from the meeting) 1 vacancy. NEW BUSINESS 2. Authorize issuance of energy efficiency program rebates by Austin Energy during Fiscal Year 2020-21, in an amount not to exceed $2,700,000 for multifamily energy efficiency rebates and $3,350,000 for commercial and small business energy efficiency rebates, for a total combined amount not to exceed $6,050,000. The motion to approve the request for Council Action was approved on a commissioner Dielmann motion seconded by Commissioner Blackburn. 7 ayes, 0 nays, 3 absent, (Commissioners Smith and Babyak away from the meeting) 1 vacancy. STAFF REPORTS AND BRIEFINGS 3. Briefing regarding the Austin Climate Equity Plan by the Office of Sustainability. Zach Baumer, Climate Program Manager for the City of Austin Office of Sustainability, presented information on the Austin Climate Equity Plan. 4. Staff Presentation on the Austin Sustainable and Holistic Integration of Energy Storage and Solar Photovoltaics (SHINES) project. William Kelly, Manager of Distribution Processes for Austin Energy, presented information on the SHINES storage and solar project. 5. Update on Implementation of the Resource Management Commission Access to Solar Working Group Recommendations. Tim Harvey, Manager of Customer Energy Solutions for Austin Energy, provided an update on the upcoming community solicitation that was recommended by the Access to Solar Working Group. (1) Applicability. This subsection applies to a small or large development project for which a site plan application under Division 23 -6B-2 (Site Plan Review) is submitted on or after June 1, 2020. (2) Director’s Review and Approval. and water balance calculator. (a) A site plan application must include a completed water benchmarking application (b) Approval of the water benchmarking application and water balance calculator by the director is required as a condition of site plan approval. (B) Director Consultation Required. In addition to the requirements in Subsection (A), an applicant requesting approval of a large development project must meet with the director prior to site plan release to discuss water efficiency code requirements, water use benchmarking data, and incentives and rebates for alternative water use. 02 RECLAIMED WATER USE & DUAL PLUMBING 23-9D-1030 Reclaimed Water Connection Requirements WATER CONSERVATION ORDINA THE LAND DEVELOPMENT CO (A) A small development project located within 250 feet of a reclaimed water line shall connect to a reclaimed water line and use reclaimed water for irrigation, cooling, toilet flushing, and other significant non -potable water uses identified in the water balance calculator. (B) A large development project shall connect to a reclaimed water line and use reclaimed water for irrigation, cooling, toilet flushing and other significant non -potable water uses identified in the water balance calculator if the large development project is located within 500 feet of a reclaimed water line. (C) The director may grant a variance for the requirements of this section for: 1) Small development projects if site conditions are such that compliance would …

Commissioners Absent: Nakyshia Fralin (District 1); James Babyak (District 6) CALL TO ORDER – Chair Harmon called the meeting to order at 3:03 p.m. Consent Items: APPROVAL OF MINUTES 1. Approve minutes of the July 22nd, 2020 meeting. The motion to approve minutes of the July 22, 2020 meeting was approved on Commissioner Dielman motion, Chair Harmon second. 6 ayes, 0 nays, 4 absent, (Commissioners Smith and Johnson away from the meeting) 1 vacancy. Establish a working group of Resource Management Commissioners to coordinate with the Office of Sustainability regarding the Austin Community Emissions Dashboard as it relates to Commission goals. The commission established a working group to work on the Emissions Dashboard of the Office of Sustainability consisting of Commissioners Babyak, Fralin, Brenneman, White, and Blackburn. STAFF REPORTS AND BRIEFINGS: 3. Quarterly report and update on water conservation programs by Austin Water Utility. Mark Jordan of the Austin Water Utility provided an update on water conservation programs. Mr. Jordan also informed the Commission that he would return to seek input on upcoming program changes in October or November. 4. Quarterly report and update on natural gas conservation programs by Texas Gas Service. Jasmine King‐Bush of Texas Gas Service provided an update on Texas Gas Service’ conservation programs. 5. Update on Austin Community Climate Plan revisions. Commissioner White provided a brief update on the Austin Climate Equity Plan that will be presented to the Commission for discussion and possible action during the September meeting. NEW BUSINESS: FUTURE AGENDA ITEMS: Page 1 of 2 6. Discuss potential topics for future agendas. Commissioner White requested an update on a recent Texas Gas Service rate approval. She also requested an update on any changes forthcoming in Austin Energy’s rate structure. Energy Efficiency Services Residential Programs AE Weatherization (WAP) – Direct Install • Program to be relaunched in July. • Currently 159 homes are completed, with another 102 in pipeline or to be assigned. • Working with the North Lamar Mobile Home Park to potentially weatherize homes of residents. Appliance Efficiency Program (AEP) • The program was able to continue operating through the COVID-19 stay at home order. The program has observed a slight decrease in participation, but has remained relatively steady. • The program team is planning website updates for implementation in the fourth quarter of FY20. Home Performance w/Energy Star (HPwES) • Due to COVID-19 the program marketing and outreach was suspended with the exception of the program website. The program marketing budget was diverted to the broader Austin Energy messaging of the utility’s response to COVID-19. The program anticipates resuming limited program marketing in the fourth quarter of FY20. 1 • Due to COVID-19, the program’s new handbook and EECP configuration was not launched as planned in March of FY20. The program is monitoring the situation and will attempt to launch the new program at the start of FY21. • Despite COVID-19 the program was able to continue operating throughout the stay at home order. The program observed about a 30% drop in participation from the start of the stay at home order in March, but anticipates an increase in the fourth quarter of FY20. Demand Response Programs Power Partner Thermostat • 1,160 thermostats were enrolled in demand response this quarter. Load Coop/Automated Demand Response (ADR) • Trained AE staff on calling DR events with new DRAS. • Received approval on incentive structure updates. o Gives our customers more budget certainty when estimating expected incentive. o Gives AE greater flexibility on calling DR events. • Scheduled coaching sessions with existing and potential participants. • The program remains at 78% of the way to its MW goal due to COVID-19 and mandates to prevent its Water Heater Timers spread. Austin Energy Customer Energy Solutions Budget Overview FY21 Budget Overview Austin Energy has led the nation in customer distributed energy resource and renewable energy program offerings for over 35 years and will strive to continue to lead from the front. As defined herein, distributed energy resource refers to energy efficiency and demand response (demand side management) programs, distributed solar, electric vehicles, and storage. Austin Energy’s renewable energy offerings also include GreenChoice® and Community Solar programs. The purpose of these programs is to: 1. Save all customers energy and money while deferring the need to acquire and deliver more ‘supply side’ resources. 2. Enhance customer satisfaction and customer collaboration by reducing barriers to installing cost-saving measures (appliances, highly efficient lighting, solar, etc.). The programs reach all customer demographics and geographic areas. 3. Achieve Council-established goals: Efficiency i. Achieve energy efficiency savings equal to at least 1% per annum of retail sales. i. Achieve a 1200 MW demand reduction goal by 2030, with least 225 MW coming from demand response at programs, subject to affordability. ii. Target serving at least 25,000 residential and business customer participants per year for all CES programs with at least 25% of those customers being limited-income customers. Solar i. Achieve 375 MW of local solar by 2030 (200 MW customer-sited, including both in front of and behind the meter installations). ii. Continue a shared solar pilot program for multi-family housing and upon development of an automated electronic billing system, allow for expansion of this program. a. b. d. e. iii. Provide moderate-to-limited income customers preferential access to community solar. c. Carbon Free i.
