PARKS AND RECREATION BOARD DIRECTOR’S UPDATE DATE: January 2024 COMMUNITY ENGAGEMENT EVENTS: Onion Creek Metropolitan Park All Abilities Project: The first community meeting took place on January 18th at 6:30 p.m. This initial meeting introduced the project and sought ideas and inspiration from the community. In addition, community members interested in more in-depth conversations can participate in a small group decision during the week of January 29th. The different interests and topics include mobility, hearing, vision, autism spectrum disorder and other sensory needs, and intellectual or developmental disabilities. Space is limited for these meetings, and interested people are encouraged to register for the particular interest meeting. Project Webpage District 3 Bolm District Park 1 PLANNING UPDATES: All Abilities Playground at Onion Creek Metropolitan Park: The Parks and Recreation Department (Department) has teamed with Austin Parks Foundation and their consultant team, TBG Partners and Cultural Strategies, to design and develop an all abilities playground at Onion Creek Metropolitan Park in alignment with the 2015 Vision Plan. The purpose of the project is to create a destination playground to serve residents of all ages and abilities. Much work has already been done to identify important stakeholders, establish a technical advisory board, and draft a community engagement plan and schedule. The first round of community engagement kicked off with a virtual meeting on January 18th. This meeting will be followed by a survey, six small group discussions with those the playground intends to serve directly, and four in-person tabling events. Two additional rounds of similar community engagement efforts are expected to be completed by July 2024, when the schematic phase of the historic project will begin. PARB Working Group - Budget December 8, 2023, 12pm - 1pm Virtual Attendees: Lane Becker, Kathryn Flowers, Nicole Merritt, Shelby Orme Absent: Jennifer Franklin 1. Overview of General Timeline & Goals of Working Group Board Member Flowers gave an overview of the budget timeline at the City of Austin. The financial analysis period begins in January and the Chief Administrative Officer of PARD will begin internal processes at that time. It is recommended that the Board submit any recommendations to Council by March. Recommendations can be made after that time, but it is not ideal. Goal of the working group is to make substantive recommendations to Council, informed by PARD needs and board member preferences, with sufficient support for maximum success during the budget process. It was determined that for transparency, minutes would be taken at each meeting and posted as backup and the next PARB meeting on this update item. 2. Strategy for Types of Budget Requests (Basis v. Unmet Need) - Backup & Collaboration with Other Boards We reviewed the two types of budget requests that come from the department, those that have a basis (in Council resolution, audit finding, state law, etc.) or those that are unmet needs. We agreed that we preferred to support those that have a basis, when possible, and that if there were urgent needs we were aware of without a basis, we may need to advocate with our council members for a basis to be established. We also discussed a need for collaborating with other Boards to strengthen recommendations, where we might have shared goals. The following boards were mentioned as possible collaborations - Joint Inclusion Committee (all Quality of Life boards/commissions); Environmental Commission, Joint Sustainability, Urban Transportation Commission, Affordable Housing Commission. Board Member Orme volunteered to look through the whole list of boards/commissions and share a full set of recommendations with the group. Additionally, Board Member Merritt suggested we should make a spreadsheet to track possible recommendations and volunteered to start that. 3. Board Member Ideas/Concerns/Goals for Working Group Board Member Merritt suggested it would be helpful to provide a cheat sheet to the full Board on timeline and what they might consider as they bring forward items for budget consideration. Additionally, in July 2023, PARD staff requested that the Contracts and Concessions Committee and Parks and Recreation Board recommend City Council authorize a one-year contract extension with the Rowing Dock. The extension request was approved by PARB, and the City Council approved the extension on September 21. 2023. The current agreement is extended until October 31, 2024. The extension will assist the Department in providing quality recreation while giving the City time to resolicit a concessionaire for the Stratford Drive location. PARD utilized information gathered through an RFI process that was conducted in 2021 to develop a solicitation for recreational management software. Based on the information gathered, PARD worked with CTM to establish a scope of work (SOW) in preparation for a formal solicitation for a future Recreation Management Software System. As CTM is the principal information technology department that focuses on the delivery and operations of vital IT infrastructure network and telecommunications services for the City, they facilitated the competitive solicitation process. Through the joint efforts of both CTM and PARD staff, a scope of work was completed. The solicitation was published on June 5, 2023, and was extended and closed on July 20, 2023. Six proposals were received, and all proposals were deemed responsive. The evaluation process, led by Central Procurement, is complete but pending the posting of the successful proposer. The Department will continue to utilize RecTrac services throughout the solicitation process until a recommended vendor is established. This contract is for a qualified Contractor(s) to provide career training opportunities for Austin residents to develop the technical and job-readiness skills needed to perform environmentally sustainable land management services. EAST BRAKER LANE EXTENSION Austin Transportation Department - CIP ID # 7487.002 Presentation to Parks and Recreation Board Meeting, November 28, 2022 Introduction ■ The City is extending East Braker Ln from its current terminus at Dawes Place to Samsung Blvd as well as extending Taebaek Drive to connect with the Braker extension. This project is expected to reduce traffic on Parmer Ln and add significant connectivity from Pioneer Crossing East and West neighborhoods. The extension will connect to future Safe Routes to School improvements. ■ Austin Transportation Department (ATD) is requesting a permanent change of use of parkland for drainage purposes through the Chapter 26 process. Project Site Description and Proposed Improvements ■ Pioneer Crossing Neighborhood Park is currently undeveloped and drains towards the west and towards the new future Taebaek Dr. ■ The extension of Taebaek Dr. will include a culvert from the east side of the road to a stormwater facility constructed as part of the Braker Ln extension project. This culvert will be constructed within the Taebaek R.O.W, however, grading will be required along Taebaek in order to direct the water into a culvert traversing parkland. ■ Drainage grading along the Braker Ln. ROW will also be required to direct surface flows from the park. The taking of parkland is needed for drainage easements for the roadway extension being constructed in accordance with the Austin Strategic Mobility Plan. The four-lane divided roadway will include bicycle and pedestrian facilities and will allow for additional neighborhood connectivity and improved access to Pioneer Crossing Neighborhood Park. The parkland is to be used for Permanent Use. BE IT RESOLVED: The City Council directs the City Manager to work with parks nonprofit partners that have established relationships with PARD, including but not limited to The Trail Foundation and the Pease Park Conservancy, to create opportunities for partnership agreements that benefit the community, and to outline roles and responsibilities between those groups and PARD. 2 October 21, 2021|Council Action City Council authorized the negotiation and execution of a park operations and maintenance agreement with The Trail Conservancy for the operation, maintenance, and programming for certain portions of the Town Lake Metropolitan Park. With more than 4.9 million visits a year, the 10+ mile hike-and- bike trail is Austin’s most recognized and popular recreational area. But the Trail is more than a great pathway—it is where Austin thrives. For many citizens and visitors, it represents the best Austin offers outdoor recreation, a scenic, natural environment, and a diverse, vibrant mix of people. The Butler Trail was established in the 1970s. Since then, the City of Austin’s Parks and Recreation Department (CoA PARD) has exercised responsibility for operating and maintaining the Trail. In 2003, The Trail Conservancy (TTC) (formerly The Trail Foundation), a 501(c)(3), was formed to enhance the Trail. Since then, TTC has invested more than $19 million in various improvements, programs, and community engagement opportunities to this public asset, most notably the Boardwalk on the south side of the lake. 1.2 Strategic Plan Alignment TTC Strategic Plan In 2019, TTC entered discussions with the City’s PARD and Watershed Protection Department (WPD) regarding expanding its role beyond project development to encompass some maintenance, operations, and activation aspects. Toward that end, in 2018, TTC engaged the Urban Land Institute (ULI) and ETM Associates to consider its vast potential for the future. In early 2020, TTC committed to developing a multi-year Strategic Plan. The plan incorporates input from various consultants, TTC’s board and staff, and representatives of the City of Austin.
