Please have legal respond. Staff Response: The applicant is not requesting an amendment to the public RC for this property. This is a rezoning application to change the conditions in the existing conditional overlay. The applicant has asked for a postponement to the June 15, 2021 meeting to provide results from an associated TIA. B2: Commissioner Denkler: How many healthy Heritage Trees are on site? Will any of them require Environmental Commission approval for removal? (30" or more in diameter.) Staff Response: There are three healthy Heritage trees onsite (an Elm, a Live Oak, and a Pecan). All Heritage trees will be preserved on the Property. B4: Commissioner King: 1. Will any single family homes be demolished for this development? 2. Will any families be displaced by this development? 3. Will compatibility standards apply to the existing single family home located at 3218 4. Have all families on Eva St. and Bessie Ave. been notified about this development? Have any of these families provided comments or concerns regarding this development? Bessie Ave. Applicant Response: No – the site is undeveloped. No – the site is undeveloped. Compatibility standards apply to the site. All owners have been notified by the City of Austin. To date, we have received no inquiries and to my knowledge neither has the City. I have also been working through Patricia King and she had some discussions with residents in the area as well. Ms. Washington spoke about her experience as a local Black-owned business working with the Black Leaders Collective and the Black Austin Coalition. Action Item: Committee Member Terry Mitchell requested that Ms. Washington provide proof of her grievances to the Committee. 1. APPROVAL OF MINUTES The minutes for the regular meeting of May 4, 2021 were considered for approval. The minutes were approved on a motion by Committee Member, Tina Cannon and seconded by Committee Member, Lena Banks. Minutes approved on an 7-0 vote. 2. NEW BUSINESS For discussion and possible action on recommendations to City Council (City Code § 2-1-163(B)) regarding the following: a. Director’s Updates and Announcements with discussion and possible action. • No updates b. Discussion and appropriate action regarding an update from AUS staff on their Capital Development Program Initiative for future capacity expansion of Austin-Bergstrom International Airport. • Tracy Thompson, Chief Officer of Aviation gave the presentation. The presentation will be posted on the Committee website. o Tracy gave an overview of the Airport Expansion and Development Program (AEDP). Discussed the existing Airport facilities, the AUS strategic aim, recovery profile, re- strategized AEDP, and the implementation of the program. o The AEDP consists of optimizing the Barbara Jordan terminal, enabling processing, airfield, and utilities infrastructure, and developing the New Midfield concourse. o Re-sequenced some of the projects and components identified in Aviation’s 2014 Master Plan. o For the AEDP, Aviation will be solicitating Principal Architect/Engineer to act as the lead planning, programming, and initial design team for major elements of the AEDP and various Page 1 of 3 airport initiatives. This solicitation will go out around the end of July/early August 2021. Aviation will also be seeking a Project Management/Consultant Support for project management, project controls, risk management, QA/QC & construction management. This solicitation will go out in January/February 2022. Commissioner Kazi was absent. a. Presentation on draft 2019 Imagine Austin Annual Report (Discussion and/or possible action). Matt Dugan and Derica Peters with the Planning and Zoning Department presented the draft 2019 Imagine Austin Annual Report including, the progress of the Priority Program teams, implementation highlights and the action matrix. The new format of the report is online and interactive. No action was taken. b. What members would like the committee to accomplish; this will inform drafting a one year work plan (Discussion and/or possible action). Members discussed working on improvements to metrics, incentive programs, Transit Oriented Development (TOD) incentives, and looking at creek headwaters. No action was taken. 3. NEW BUSINESS 4. Long-Range Capital Improvement Planning Housing and Planning Department www.austintexas.gov/department/ housing-planning INTRODUCTORY GUIDE PURPOSE OF THE LRCP Long-Range Capital Improvement Planning (LRCP) is the process that examines CIP needs looking 10 years or more into the future. It is a lens for viewing CIP projects, which are typically granular in nature, within the scale of high-level policies identified in the Imagine Austin Comprehensive Plan and Strategic Direction 2023. It is updated on a two-year cycle and contributes to the annual recommendations approved by Planning commission. COMPONENTS OF THE LRCP Planning for long-range CIP investments enjoins multiple sources of information. The major elements that inform the planning process are maintained by multiple city departments including Public Works and the Budget Office. The main components, and their oft-seen abbreviations, are summarized below. CIP - Capital Improvement Program The City of Austin regularly undertakes projects to improve public facilities and infrastructure assets for the benefit of its citizens. Projects include the construction of city facilities such as recreation centers and libraries as well as the reconstruction of streets, replacement of water/wastewater lines and provision of power for City of Austin residents. Collectively, these projects are referred to as the City of Austin CIP. CIA - Comprehensive Infrastructure Assessment The CIA identifies, inventories, and reports the conditions of the City’s infrastructure assets. The information is set up in a framework that enables departments to identify capital, maintenance, and operational needs to address infrastructure performance and maximize the lifespan of the City’s infrastructure assets. Lead Department: Public Works Department, Asset Management Office RNA - Rolling Needs Assessment Highlighted Projects The RNA is a collection of identified, highlighted capital projects of interest that demonstrates the breadth of City projects proposed within the next 10 years. The RNA includes a brief summary of departments’ CIP project identification, prioritization, and selection processes. Overall, the RNA includes 21 departments and over 200 highlighted capital projects. Lead Department: Financial Services, Budget Office SIA - Strategic Investment Analysis The SIA examines the highlighted projects identified in the RNA, their relationship to City policies, and how their geographic dispersion could have potentially differing impacts throughout Austin. The SIA is presented as a series of charts and interactive maps to provide a variety of frameworks that can be used to strategically inform project and policy recommendations.
