FINAL – Water Forward 2024 Appendix D APPENDIX D: CLIMATE AND HYDROLOGY ANALYSIS The Water Forward 2024 (WF24) Climate and Hydrology Analysis is a set of collaborative tasks between Austin Water, researchers at the University of Texas at Austin (UT Austin), and consultant Richard Hoffpauir, Phd, PE (Hoffpauir Consulting). The tasks within the Climate and Hydrology Analysis were developed with input from the Water Forward Climate Technical Advisory Group (CTAG). The goal of the Climate and Hydrology Analysis was to provide Austin Water with projections of temperature, precipitation, and streamflow based on various future warming pathways from General Circulation Models (GCMs), also known as global climate models. The projection data was used to develop hydrologic scenarios for modeling future water supply needs and water management strategy portfolio performance across a range of possible future conditions. The Climate and Hydrology Analysis tasks and results are documented in a series of technical memoranda which are included in this Appendix. The tasks numbers and titles are as follows: • Task 2: GCM Selection • Task 3: Downscaling • Task 4: Hydrologic Modeling • Task 5: Climate Scenario Inputs for WAM • Task 6: Stochastic Drought Sequences Note that Task 1 of the Climate and Hydrology Analysis addressed project management and did not produce a technical memorandum. D - 1 FINAL – Water Forward 2024 Appendix D Task 2: Selection of General Circulation Models April 2022 Prepared by: The University of Texas at Austin Summary This report summarizes the efforts as part of the UT-CoA project for evaluation of 35 General Circulations Models (GCMs) from the Coupled Model Intercomparison Project Phase 6 (CMIP6) in the Colorado River Basin. The goal is to find the most appropriate models by comparing the model results with observational datasets. Statistical analysis of three variables, including precipitation, temperature, and the number of dry days, provides quantitative assessment against the observational datasets. A methodology for scoring model performance is presented. Taylor diagrams are also used for visual comparison across multiple models. Finally, best- performing GCMs are suggested for use in the future tasks. Municipal Civil Service Direct Hiring Pilot October 28, 2024 1 Purpose  The Human Resources Department is seeking a 12-month pilot to waive the posting requirement for specific positions for Citywide hiring.  Focuses on those position that require no experience or where substitution for minimum experience is allowed  Look at positions that can be hard-to-fill and have a higher turnover  The City seeks to be competitive in the job market  Support new talent with the City 2 Article IX – City Charter  At a minimum, the civil service rules must contain provisions governing:  (1) initial appointments, promotions, and lateral transfers, all of which shall be based on merit and fitness;  (2) disciplinary probation or suspension, involuntary demotion, denial of promotion, and discharge, all of which, in the case of non-probationary employees, must be for cause;  (3) the establishment of probationary periods not to exceed six months for all initial appointments, during which time the appointee may be removed from the position without cause;  (4) the establishment of probationary periods not to exceed three months for all promotional appointments, during which time the appointee may be removed from the position promoted to, and returned to his/her prior position, without cause;  (5) procedures for reductions in force that give consideration to the affected employees' length of service and past work performance; and  (6) other provisions, not inconsistent with this subsection, that may be required by the city council. 3 Municipal Civil Service Rules Hiring Process  4.03.A - No competitive position in the Classified Municipal Civil Service may be filled except after posting in a manner and format approved by the Human Resources Department, and an evaluation of candidates through a competitive process is conducted.  4.03.C - No individual shall be selected to a competitive position unless the individual has submitted an application  4.02.A - All positions must be selected or directly appointed on the basis of Merit and Fitness, which includes demonstrated education, training, experience, performance, knowledge, skills, ability, licenses, certification, and fitness to perform the essential functions and meet the qualifications of a position  4.02.B - All candidates are evaluated on Merit and Fitness, and all positions are considered competitive unless designated otherwise by the Municipal Civil Service Commission or as specified in the Municipal Civil Service Rules 4 Pilot  The City seeks to allow …

Hannah brings 20 years of library experience, both in school and public libraries, and has been with Austin Public Library for the last three years. Hannah will serve in an interim capacity while the City of Austin hosts a search for the next Director of Libraries. Banned Books Week In 1982, the rise in book challenges led to the creation of Banned Books Week, an annual celebration of the freedom to read. This year, The Library Foundation, in partnership with PEN America Austin and Austin Public Library, supported events and Banned Book Club Kits. These kits, available in all APL libraries, contain books frequently targeted for censorship and are designed for ongoing discussions about banned books all year long. Most kits have 8 copies of the same book. Banned Books Week ran from September 22-28, 2024 APL Vinyl Brunch Carver branch had its first Sunday Vinyl Brunch series on September 8. The event had a total of 53 in attendances and showcased DJ Boozwa. APL’s Carver Branch location houses a vinyl record collection of a few hundred records, spanning from a pressing of the first album from The Jackson 5 to jazz collections from the 60s and 70s. The Carver Branch is the only one of Austin Public Library’s system of 20 locations that has vinyl records available for checkout. Recycle Reads Guitar Meetups Recycled Reads will start a monthly meet up of guitar students to practice and learn from each other. The first meet up took place at the end of September, where participants met to choose a song or songs to practice with a group. In October, they will host Voces y Guitarras, a monthly meeting where participants can perform and play their chosen songs. Menchaca Turns 50 Menchaca Branch Library celebrated 50 years on September 28! This branch has a rich history that dates back to the 1940s. The establishment of this branch was initiated as a component of a comprehensive effort aimed at extending library services and materials to underprivileged communities in …

Library Commission Meeting Minutes October 28, 2024 THE LIBRARY COMMISSION SPECIAL CALLED MEETING MINUTES 28 OCTOBER 2024 The Library Commission convened in a regular meeting on Monday, October 28, 2024, at the John Gillum Branch Library, in Austin, Texas. CALL TO ORDER Chair Infante Huerta called the Library Commission meeting to order at 6:01 p.m. Commission Members in Attendance: Lynda Infante Huerta, Chair, Sheila Mehta, Vice- Chair, Melissah Hasdorff, Andrea Herrera Moreno Commission Members in Attendance Remotely: Magen Davis, Mark Smith Commission Members Absent: Steve DeRosa, Kezia Frayjo, Christina Masters PUBLIC COMMUNICATION: GENERAL Carlos León spoke to the Commission regarding various concerns. APPROVAL OF MINUTES 1. Approval of minutes from the September 23, 2024, special called meeting. The minutes from the special called meeting of September 23, 2024, were approved with amendments on a motion by Commissioner Davis, seconded by Vice Chair Mehta, on a 6-0 vote. Commissioners DeRosa, Frayjo, and Masters absent. The amendments were as follows: 1. Corrections to the spelling of “African” in the first sentence of the minutes.
