In the case of 705 West Lynn, preserving the façade and front rooms of the existing house and adding on to the structure would have a significant impact toward that goal. The applicant met with the OWANA zoning committee and we suggested these two options for maximizing the square footage for two living units: 1. Add a second floor to a garage structure. 2. Remove a portion or all of the heritage tree on the lot to allow for a second unit. This particular case is one that is to decide on keeping a heritage tree or a contributing structure. OWANA will support the position of keeping the contributing structure. We hope that HLC can also recommend keeping the structure. We are aware that the city tree ordinance regarding heritage trees is very strict, it seems to us in this case that if both OWANA and the HLC supports this position there is the possibility of the city arborist accepting this solution. The potential Owner in today’s meeting said that he could keep the first 15 ft of the house and make the project work if the heritage tree in the back of the lot could be removed. The tree is so close to the rear structure that it might be damaged during construction. It could be the case that some mitigation is require to offset this lost. The United States Department of the Interior National Park Service Report “NATIONAL REGISTER OF HISTORIC PLACES REGISTRATION FORM” lists 705 West Lynn as a representative property to illustrate “the broad patterns of development, diverse range of resources, and salient features of the dominant types and styles present in the district. They have been selected on the basis of their geographic distribution, relationship to similar properties, and degree of integrity.” Listed as a contributing structure, 705 West Lynn is a Center-passage, Side Gable Classical Revival style, and individually eligible for National Register listing. SUMMARY OF SCOPE As part of the 2022 Bond, Burnet Middle School will receive a full modernization of the existing campus at its current location. The modernization of Burnet Middle School will involve a full campus replacement on its current site at 8401 Hathaway Drive, Austin, TX 78757. The new campus will include a building that features flexible learning spaces to support a variety of learning styles, updated spaces for CTE, Fine Arts, and Athletics, spaces for mental health and wellness, and spaces to support the community. The design of the site will feature updated parking, site circulation, outdoor learning spaces, and outdoor athletics spaces. The design of Burnet Middle School will be created with the community it serves, via the Austin ISD Campus Architectural Team (CAT) process, wherein design decisions will be made collaboratively with educators, campus leaders, parents, and community members serving on the CAT. The future Burnet Middle School will be a medium-sized middle school, designed for an 1100-1300 student capacity at a programmed size of 248,000 GSF. DESIGN OVERVIEW The Burnet Middle School project is a transformational project that re-develops an existing 160,000 sf building with a state-of-the-art modern educational program of 248,000 sf. The new facility will be constructed on top of the existing playfields, allowing the existing building to remain operational while the new facility is being constructed. The project includes the complete redevelopment of the project site, including hardscape/landscape for students, outdoor learning environments, athletic facilities, and vehicular access for student drop-off, emergency vehicles, and service, as well as parking for visitors, staff, and operations team. The site preserves existing trees, re-imaging the area of the existing building into a student park for both informal and formal outdoor activities. The existing Burnet Middle School was designed and constructed in the late 1950’s, opening for the 1960- 61 school year. The building is a classic modern school design with expressed steel structure, daylit classrooms designed with natural ventilation, wide corridors and natural ceilings. The exposed roof deck is made with wood fiber, doubling with acoustical purposes to dampen sound in the building. Natural materials throughout have been a hard-working solution to serve the building for over 60 years, brick walls in public spaces and wood panels in classroom corridors bring durability and warmth, interior windows and clerestories provide daylight and views throughout the school. Educational Suitability Summary Report Burnet Middle School Date: 10/22/2020 Score 51% Average Burnet Middle School, serving a student enrollment of approximately 950 students in north central Austin, has a focus on dual language, STEAM, and agricultural studies. A large, covered walkway around four mature elm trees at the front of the building creates a welcoming and distinct entry. The building configuration with three parallel studio wings connected by a main hallway gives ample daylight in the learning spaces. In the learning spaces, the lighting and temperature controls do not meet modern standards. The original windows from 1961 are single pane and inefficient. Blinds to control daylight are generally in disrepair, and many of the mini blinds do not function. Acoustic separation between studios and the hallway is undermined by large return air grilles. Acoustics are also reported to be inadequate in the administration space. The campus amenities are numerous and in good condition. The spacious Learning Garden is well equipped and well maintained, providing an excellent space for environmental education. An Austin Energy pavilion provides space for an outdoor studio and is equipped with solar panels near the front of the school. However, many of the original features are not functional. In addition, three secure courtyards have the potential to be ideal spaces for outdoor learning. Sports fields and a full running track are in good condition and well secured by a perimeter fence. There are two tennis courts as well but are in poor condition. Interview Overview The interview took place virtually with Principal De la Rosa, Admin Secretary Izela Thomas, and District Project Managers Jorge Ledesma and James Belle. The interview highlighted many of the shortcomings with the current building. Burnet Middle School sits on a large site, and the school could have outdoor learning spaces, but upgrades are needed. They use the field for SEL classes for the 6th grade, but Wi-Fi coverage is spotty past a certain area outside the building. The Austin Energy pavilion is used as an outdoor studio, but additional outdoor learning spaces could be created with increased furniture and covered areas. The school has a few items that should never change. The campus has heritage trees, two stone memorials in the courtyard dedicated to students, an anchor at the front of the school, a plaque to commemorate the school’s history, and a teacher memorial. Narrative of Historical Components 1. Wood Gymnasium Floor The existing wood gymnasium floor has a sailor mascot graphic at center court. The intent is to transfer a portion of the wood floor and this graphic to the gymnasium in the new building. 2. Entry Pavilion There is an entry pavilion at the existing school. This pavilion will be preserved as a free-standing structure that will offer shade along the walking path of the new school. 3. Covered Walkways The existing building utilizes metal covered walkways to connect exterior portions of the building. The new building will use the same style of covered walkway as a reference to the historical design of the original building.

Narrative of Additions and Modifications 1. The first wing of the building was damaged by vehicle impact in 2022. The property at 1707 Alameda Drive is listed in the National Register of Historic Places. While not locally designated within the Travis Heights neighborhood, we recognize its historical significance and have worked with our clients to ensure that the proposed renovations will respect and preserve the character of the existing home. Proposed Renovation and Addition: The historic home was previously added onto with a primary bedroom that was not quite compatible with the existing home. For this reason, we propose to demolish this previous addition and replace it with a new addition. The proposed new addition scope includes a new Primary Bedroom suite and mudroom at the ground floor, and a new office with two new bedrooms at the second floor. The Secretary of Interior Standards for Rehabilitation state: New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. At the new addition, we propose to use shingles at the roof to match the existing home, and vertical wood siding to complement the new horizontal siding on the existing home. We are proposing a bay window at the new addition that will allow it to be differentiated from the period of the existing home. We are working with the owners on mullion spacing, although this is not reflected in the submitted documents here. At the rear yard of the home to the East, the yard topography slopes dramatically upward. For this reason, we are keeping the addition close against the existing structure. For the existing home, we propose to renovate the interior spaces, but leave the exterior volume and character intact. We do propose to replace the existing asbestos siding with horizontal siding. HISTORIC LANDMARK COMMISSION PERMITS IN NATIONAL REGISTER HISTORIC DISTRICTS JANUARY 8, 2025 DA-2024-089522 WEST DOWNTOWN AUSTIN HISTORIC DISTRICT 810 WEST 11TH STREET 10.0 – 1 PROPOSAL Demolish a contributing property. ARCHITECTURE A wide, double-pitch side-gabled roof dominates the front façade of the house. A dormer vent is present at the center located above and behind a small gable overhang above the front door, which features a modest pair of brackets on either side of it. There are windows on either side of the brackets, and, while similar in size and material, do not match and provide a small amount of asymmetry to the elevation. The windows have been replaced with newer units and feature nonfunctional shutters. There is a concrete porch held two steps above ground in front of the door, with a simple metal handrail all around. The foundation is pier-on-beam, with a vented crawlspace underneath the floor. The house is almost entirely clad in buff brick in good condition, except for the side dormers, which are clad in wood lap siding with vents also present. RESEARCH The house at 810 West 11th Street was built in the early-to-mid 1930s, and the long-term owners for over 20 years were Joseph & Ida Kasper. The former was a furrier and owned a business at 109 East 9th Street in downtown Austin. While living at the address, they housed their children while they studied at the University of Texas. The son, Albert, was a dentistry student who left school to serve in World War II and finished his degree upon his return, graduating in 1945. Their daughter, Beatrice, graduated from university and became a teacher at Baker Junior High School in Hyde Park. She married Stewart Barnett in 1947 and they lived together in the house before moving out sometime after 1949. In 1987, the residence was converted to office use, and has continued in this function to present day. PROPERTY EVALUATION The property contributes to the West Downtown Austin National Register district. Designation Criteria—Historic Landmark 1) The building is more than 50 years old. 2) The building appears to retain high integrity. 3) Properties must meet two criteria for landmark designation (LDC §25-2-352). Preserve existing Daniel Johnston mural in place. PROJECT SPECIFICATIONS 1) Demolish existing building, except for the mural and brick wall at the north elevation. Stabilize and preserve existing mural and brick wall, using steel supports and a temporary slab to anchor it in place while the new building is constructed around it. 2) Reconstruct deteriorated west (front) elevation with in-kind materials and fenestration, including canopy. 3) Construct a new mixed-use building with commercial frontage on West Lynn Street and residential frontage on Eason Street. Retain existing historic-age signage. ARCHITECTURE The existing building includes a one-story, horizontally oriented two-unit store with plate-glass windows, masonry veneer, and a flat canopy with curved supports; and a two-story attached dry cleaner with painted stone cladding and no fenestration at the primary street frontage but a long horizontal bank of multilight steel casement windows at the secondary façade. RESEARCH The building at 1113-1115 West Lynn Street was constructed in 1950 by Anthony and Alice Colanetta, replacing an older store building that had housed a drugstore named Enfield Rite-Way. The Colanettas opened Anthony’s Laundry and Cleaners in one half of the building and leased the other half to Hilton and Eleanor Nau in 1951. There, the Naus opened Nau’s Enfield Drug and soda fountain, and the businesses operated side-by-side for the rest of the century. According to a 2021 history by former Historic Preservation Officer Elizabeth Brummett, the Nau family owned several drugstores in Austin: Historically, multiple drug stores bore the Nau name, most owned by Hilton’s older brother Ladner. Ladner Nau came to Austin in 1926 to go to pharmacy school at the University of Texas. After working at a drug store for a couple of years, he and the proprietor of that store …

HISTORIC LANDMARK COMMISSION PERMITS IN NATIONAL REGISTER HISTORIC DISTRICTS /DEMOLITION AND RELOCATION PERMITS JANUARY 8, 2025 PR-2024-159632; GF-2024-161879 WEST LINE NATIONAL REGISTER HISTORIC DISTRICT 705 WEST LYNN STREET 12.0 – 1 PROPOSAL Demolish a ca. 1895 house. ARCHITECTURE The house located at 705 West Lynn Street is a single-story, center passage house with a side gabled roof set at a moderate- to-high pitch. The single front door is centered on the house with one 2/2 window on either side. There is a front porch that extends across the entirety of the front façade, supported by four columns. Due to the elevation of the site, the porch sits nearly at grade towards the front of the lot, but at the rear of the property is a full height unconditioned crawlspace or basement. While the footprint of the building may read as a simple rectangular center hall design, the rear extends further back into the lot, including an enclosed porch. There is also a small frame shed on the site, which is also proposed to be demolished. The shed is not mentioned in the West Line National Register nomination. RESEARCH From its construction around 1895 until 1962, the property was owned by the Quick family. John Quick, a carpenter originally from Sweden, was the first listed owner, and later married a woman named Helen, who was also a first-generation Swedish immigrant. Newspaper records indicate that Helen’s sister immigrated to Texas around 1893, though it is unknown whether the sisters arrived together or separately. The Quicks were involved with the local Methodist Church, with the address on West Lynn hosting a circle of the Women’s Society of Christian Service. John Quick died of natural causes in 1945, and Helen occupied the house until her passing in 1962 at the age of 91. The house was left unoccupied for several years after, but by the 1970s, it was occupied by renters. HISTORIC LANDMARK COMMISSION PERMITS IN NATIONAL REGISTER HISTORIC DISTRICTS JANUARY 8, 2025 HR-2024-163092 OLD WEST AUSTIN NATIONAL REGISTER HISTORIC DISTRICT 2426 HARTFORD ROAD 13.0 – 1 PROPOSAL Construct a single-family house. PROJECT SPECIFICATIONS DESIGN STANDARDS Construct an approximately 3,400 square foot, 2-story single-family detached house on a non-contributing property in the Old West Austin Historic District. The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects in National Register districts. The following standards apply to the proposed project: Residential new construction 1. Location Proposed house is set back from the street an equal amount from its neighbors and other contributing properties in the district. 2. Orientation The front entry is facing the street, like other houses in the district. 3. Scale, massing, and height Numerous houses in the district, especially in this section of the neighborhood, are two-stories in height. Site elevation changes are also common. The two-story design of this project fits well along the street, which has seen several new construction projects as well. 4. Proportions The proportions of the new construction fit with surrounding contributing buildings. 5. Design and style As new construction, the proposed design does not contain elements reminiscent of a particular style, and generally fades into the surroundings amongst contributing buildings. 6. Roofs The roof design is complex and features numerous hips and gable ends. However, the dominant roof shape is a large, hipped form that is set at an appropriate pitch. 7. Exterior walls Stucco clads the entirety of the design, which is appropriate for the neighborhood. 8. Windows and doors Windows have been simplified from original designs in order to make the sizes and dimensions more uniform. There are a few cases of paired windows that create a complete appearance rather than windows of different sizes floating at different heights. 9. Porches A second-floor balcony has been added to the most recent designs, which visually breaks up the verticality of the main entry area. 11. Attached garages and carports Attached garage is accessed by a side dead-end street.
