Application for Tax Abatement for Rehabilitation of Property in a Local Historic District Adopted December 2012, Revised June 2026 Historic Preservation Office preservation@austintexas.gov | (512) 974-1446 austintexas.gov/department/historicpreservation Local Historic District Tax Abatement Overview City property tax abatements are available for eligible rehabilitation or restoration projects on contributing and potentially contributing properties in locally designated historic districts. The program abates 100% of the City property taxes assessed on the added value of a property that results from the rehabilitation or restoration project for a designated number of years. The minimum expenditure, abatement duration, and frequency of use depend on the property type, ownership, and where the property is located. At least 5% of expenditures must be spent on exterior improvements, which must comply with applicable historic design standards. Abatement Available by Property Type Property Type and Location** Ownership Residential Owner- occupied Residential located within Revitalization Area Owner- occupied Commercial Commercial located within Revitalization Area Income- producing property Income- producing property Required Minimum Expenditure * Equal to 25% of pre-rehabilitation value of structure Equal to 10% of pre-rehabilitation value of structure Equal to 40% of pre–rehabilitation value of structure Equal to 30% of pre-rehabilitation value of structure Duration of Abatement^ 7 years How Frequently Abatement May Be Granted Once every 10 years 10 years Once every 15 years 10 years Once every 15 years 10 years Once every 15 years *Pre-rehabilitation value means the most recent property appraisal by the Travis Central Appraisal District before the Part 1 abatement application is submitted. **The Revitalization Area is bounded by Interstate 35 on the west, Riverside Drive and Highway 71 on the south, Highway 183 on the east, and Manor Road on the north. ^ The tax abatement goes into effect the first day of the first tax year after verification is approved. 2 Application Process The program involves a two-step application process that requires approval by the Historic Landmark Commission and the Historic Preservation Office, as well as an annual application to the Travis Central Appraisal District for the duration of the abatement. Approval of Part 1 is required prior to starting any work. Part 1 – Application for Certification of Eligibility Upon submission of a complete application for Certificate of Eligibility (p. 8-13), the case will be placed on the next available Historic Landmark Commission agenda for review. The application must include a historic review application for a Certificate of Appropriateness. Incomplete applications will not be forwarded to the Commission for action. Part 2 – Verification of Completed Work and Review of Expenditures Upon completion of the work, issuance of a certificate of occupancy, and submission of the Application for Verification (p. 14-20), the Historic Preservation Officer will inspect the property to ensure the work complies with the approved Certificate of Eligibility and Certificate of Appropriateness. The Historic Preservation Officer will also review the record of expenditures and receipts to determine the eligibility of all expenditures. If the verification is approved by the Historic Preservation Officer, a Certificate of Verification will be issued to the property owner and forwarded to the Travis Central Appraisal District. A certificate of occupancy must be obtained within two (2) years after the date the Certificate of Eligibility is approved. Annual Application to Travis Central Appraisal District The tax abatement goes into effect the first day of the first tax year after verification is approved. Property owners must submit an annual request to the Travis Central Appraisal District (TCAD) for the entire duration of the abatement to receive the benefit. 3 Eligible Expenses Per 11-1-63 (6) of City Code, only work for which a Certificate of Appropriateness or City permit is required is included in determining whether the proposed work meets the required minimum expenditures. How do I know if my property is in a local historic district? Properties in local historic districts have an “HD” in their zoning classification (e.g., SF-3- HD-NP). You can find your property’s zoning classification by searching for the property address on the City of Austin Property Profile ( https://maps.austintexas.gov/PropertyProfile/), or visiting the Historic Preservation Office website ( https://www.austintexas.gov/planning/historic-preservation). 2. What is a contributing property? Historic districts are comprised of two types of properties, contributing and noncontributing. Broadly defined, a contributing property is a structure built during the district’s period of significance that adds to the historical integrity or architectural qualities that make the district significant. Properties are classified as contributing or noncontributing as part of the process of adopting the local historic district combining district. You can find out if your property is a contributing building by visiting the Historic Preservation Office website, emailing preservation@austintexas.gov, or calling 512-974- 3393. 3. If my property is not a contributing building, am I eligible to receive the tax abatement? Yes, if your property is at least 50 years old and would be contributing to the district if not for non-historic alterations. If the proposed project removes the non-historic architectural features or restores original features and brings your property to contributing status for the district, and the project meets other requirements of the program, you may be eligible to receive the tax abatement. If you are unsure if your property meets these criteria, please contact the Historic Preservation Office. 4. What guidelines are used to determine if the work I propose is appropriate? All work must comply with the applicable historic design standards and be approved by the Historic Landmark Commission. Historic design standards can be found on the Historic Preservation Office website. 5. Do I need to do anything further after the Certificate of Verification is approved and rehabilitation work is completed? Yes, you must submit an application to the Travis Central Appraisal District to receive the abatement every year for the duration of the abatement. 6. If I sell my property, can the new owner receive the abatement? Yes, the abatement may be received by new owners within its duration. 6 7. What if I have already started my rehabilitation work or completed work prior to submitting my application? Abatements cannot be applied to expenditures made prior to approval of the Certificate of Eligibility. 8. Can I appeal a denial of the Certification of Eligibility or Certificate of Verification? If the Historic Landmark Commission determines your project is not eligible for an abatement, you may appeal the decision to the Planning Commission. To appeal, you must file a written request with the Historic Preservation Office not later than the 31st day after the date written notice of the decision is provided to you.
