RFP 4400 BYS3004 DESCRIPTION: QUALITY OF LIFE STUDY FOR AUSTINITES WITH DISABILITIES 1.0 Introduction Austin is a beacon of sustainability, social equity, and economic opportunity; where diversity and creativity are celebrated; where community needs and values are recognized; where leadership comes from its community members and where the necessities of life are affordable and accessible to all (Imagine Austin Vision). Because Austin’s greatest asset is its people: we are committed to improving the quality of life of Austin’s whole community. In keeping with the vision of Imagine Austin and the Strategic Outcomes of Austin Strategic Direction 2023, Austin is committed to a City that works for every Austinite, at every stage of life, regardless of their physical and/or intellectual ability. According to the 2017 US Census Bureau, Austin is home to more than 100,000 people with disabilities. Despite the significant size of this population, the City of Austin has not administered an official city-wide data collection nor survey effort to better understand the experiences of the Disabled community. These experiences include their ability to navigate and access healthcare, housing, employment, public services and transportation systems. To improve the experiences for people with disabilities, it is critical for Austin to conduct a data-driven study that evaluates the quality of life Austin’s disabled community. The results of this study will help identify challenges, determine gaps, align resources and guide policy decisions aimed toward inclusivity, equity, and innovative measures that build trust with Austin’s Disabled community. Purpose 2.1 The City of Austin (COA) seeks a qualified contractor and/or team of contractors to conduct a Quality of Life Study for Austinites with disabilities that supports the following goals: Quantifies the demographics of Austin’s disabled population with specific regard to complexity of physical and intellectual abilities and their intersection with age, race, gender, and socio-economic status. Discussion by Mayor’s Committee for People with Disabilities and Commission for Seniors of the common budget issues previously identified at Community Budget Outreach Forums, including but not limited to discussion of each committee’s respective budget recommendations for Fiscal Year 2021. B. Update and discussion of Quality of Life Study for People with Disabilities. IV. ADJOURNMENT The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Meeting locations are planned with wheelchair access. CALL TO ORDER: With quorum present, Chair Jonathan Franks called the February 8, 2019 meeting of the Mayor’s Committee for People with Disabilities and Commission on Seniors to order at 5:15 p.m. Board Members in Attendance: Chair Jonathan Franks and Commissioners: Taurean Burt, Diane Kearns-Osterweil, Jose Levy, Robin Orlowski and Danny Saenz, Emily Shryock, and Deborah Trejo, Mayor’s Committee for People with Disabilities members absent: Commissioner Joey Gidseg Staff present: Staff in Attendance: David Ondich, MCPD Staff Liaison and Halana Kaleel, COS Staff Liaison CITIZEN COMMUNICATION: There were two citizen communications during the February 14, 2020 MCPD Regular Meeting. • Christina Tangredi, Of the Office of Police Oversight spoke to the committees on the recent Racial Profiling Report and announced an upcoming Community Event. Discussion: There was a discussion by the Mayor’s Committee for People with Disabilities and the Commission for Seniors on the common 2021 budget issues and recommendations that had been identified at Community Budget Outreach Forums previously conducted by each committee.
