RECOMMENDATION TO COUNCIL Downtown Austin Community Court Advisory Board Recommendation Number: 20251114-001: Fiscal Year 2025-26 Budget Recommendation Date of Approval: November 14, 2025 Recommendation: 1. Retain the $650,000 included in the approved Fiscal Year 2025-26 Budget, and in the Fiscal Year 2025-26 Amended Budget Recommendations, for the six grant- funded clinical case managers who comprise the Rapid Rehousing Program and are vital to sustaining the overall Homeless Services capacity for Austin Community Court. 2. Maintain Austin Community Court’s social service funding at current levels or at least limit reductions to 4% consistent with those recommended for Austin Homeless Strategies and Operations (HSO). Description of Recommendation to Council: The DACC Advisory Board passed Recommendation 20250328-004A, available as an attachment to this recommendation, which justifies the critical nature of this investment. We’re grateful to the City Council for including these staff in the budget passed in August 2025, which remains our top priority, and we write to support their inclusion in the City Manager’s amended budget recommendations. All of the rationale in our original recommendation still rings true, with additional urgency around the needs for these staff and social service resources as follows: • Social Services Contracts are an Integral Part of Community Court’s Service Model - Case management at Austin Community Court includes a portfolio of contracted social service supports to ensure clients receive the wraparound services they need. These services include an array of long- and short-term housing solutions; substance use treatment; mental health services; peer support; and SSI/ SSDI Outreach, Access, and Recovery (SOAR) application assistance and representative payee services. Given that these social service resources are dedicated to individuals served directly by Community Court case managers, significant reductions will risk dilution of the quality and intensity of services needed by the individuals Austin Community Court serves. o The Fiscal Year 2025-26 Amended Budget Recommendations suggest a 10% cut to contracts managed by Austin Public Health, Austin Municipal Court (including Community Court), and Economic Development while recommending only a 4% reduction for contracts managed by HSO. Many of us moved to this area of Austin decades ago because of the green spaces, trails and quiet; wanting to escape the fast-paced lifestyle, noise and traffic of the inner-city but also have quick access to downtown where we work and enjoy what the city has to offer. While we are not ignorant to development and rapid population growth in Austin, nor the sprawl to our area of the City, the request to rezone this plot of land from an office building to instead allow for the development of a hotel has been very surprising and jarring. First, I want to reiterate that those of us within the 500 ft impacted area have also been dealing with the USPS prohibiting use of our mailboxes due to vandalism weeks ago - they have indicated restoration could take up to six months. This has required affected residents to visit the local post office to pick up our mail and many of us had not yet done so when the signs were erected overnight on Saturday of Labor Day weekend. The OHNPCT and OHAN oppose the changes due to compounded negative impacts added onto the Re-development Exception in the Barton Creek Zone. Traffic and roadway access, the compromise of water quality at Gaines Creek, as well as electrical and water hardship in meeting existing and especially planned growth are escalating concerns. Most importantly, current land use and zoning already will bring substantial commercial as well as possible residential development up to 60 ft. from the existing 1 story development. It allows for coverage of essentially the entire 7 acres without additional height allowances despite being in the Drinking Water Protection Zone. Utilizing current allowances is more than adequate for this site, which already includes an automatic provision of SB840 that allows 378 units under current land use/zoning. This commercial lot remains auto centric without any realistic remedy due to corner traffic congestion at the intersection, inadequate and unpopular transit options, and the boxed in location. Overall, these commercial businesses are key assets to the surrounding community. There is an overabundance of MF & SF housing already built & in the pipeline. For the purpose of minimizing existing roadway congestion & pollution by maintaining nearby access to commercial, retail and restaurant space at this location, upzoning of South Towne is undesirable and opposed by the community at this time. Landing weights decreased 2% in FY2025 compared to FY2024. Cargo volume totaled 12,274 tons in September 2025, an increase of 3% compared to September 2024. FY2025 cargo volume decreased 7% compared to FY2024. Operating revenue totaled $29.8M, a decrease of 1% or $0.3M compared to September 2024. The decrease in operating revenue is due to additional revenues recognized in September 2024 from annual reconciliation of airline rates and charges. Operating revenue in September 2025 is composed of 48% airline revenue, 50% non- airline revenue, and 2% interest income. Airport operating expenses totaled $23.8M for the month, an increase of 13% or $2.7M compared to September 2024. The elevated operating expenses in the month of September compared to earlier months in the fiscal year is the result of year end expenses charged in the final month of the fiscal year, remaining encumbrance balances not yet posted charging in full in the month, and health insurance sweep. The increase in operating expenses compared to September 2024 is primarily driven by growth in airport staffing and increased contractual costs for information systems, building maintenance, and public safety (APD and ARFF).
