Fire Evacuation Route Plan for the City of West Lake Hills Prepared by: The West Lake Hills Police Department Updated August 2022 1 | P a g e 02 C14-2025-0089 - 1120 and 1122 S Capital of Texas Highway; District 81 of 39 This document is designed to provide guidance in the event an evacuation of some or all of the residents of or visitors to West Lake Hills becomes necessary. Evacuation plans are normally put in place to prepare for natural disasters – floods, hurricanes, earthquakes, mudslides, wildfires, etc. For purposes of this document, we will focus on evacuation procedures related to wildfire, since that is the most likely natural disaster we will encounter in the City of West Lake Hills. The City of West Lake Hills is a unique, heavily forested suburban community located just minutes from downtown Austin. With its unique terrain, it presents unique issues when formulating an evacuation plan. Many of the streets in the city are narrow and winding, which presents issues for emergency equipment. Many pieces of firefighting apparatus are large and the firefighters will need to have access to all sides of the apparatus, requiring it be parked in the middle of the street and reducing the likelihood of other vehicles being able to pass by on the same street. Several areas and neighborhoods inside the City of West Lake Hills are only accessible by one ingress/egress point, which also presents issues when trying to evacuate. As stated above, many pieces of firefighting apparatus are large enough to block ingress/egress on narrower city streets. There will almost always be a fire hose on at least a portion of the street. Since it is illegal and dangerous to run over a fire hose, that may mean that, depending on where the fire is located, the firefighting equipment may block the only ingress/egress route for many homeowners. Law Enforcement may also have to restrict access to certain streets to allow firefighters to do their jobs safely. The Westlake Fire Department discussed the West Lake Hills area in their Wildfire Action Plan, updated July 2022. In it, they say, “West Lake Hills is a perfect example of Wildland Urban Interface hazards. The community has not experienced, nor do they understand, the problems associated with a wildland / urban interface fire…Most residents think the possibility of a woodland /urban interface fire is a low probability. Capital of Texas Highway Request: LO/LR to LR‑V‑CO‑DB90 Dear Members of the Zoning and Platting Commission, On behalf of the Lost Creek Neighborhood Association and surrounding residents, we respectfully request that the Commission either deny the requested rezoning or substantially strengthen the proposed Conditional Overlay so that any redevelopment meaningfully advances the public purposes underlying the Density Bonus 90 (DB90) program and the Hill Country Roadway Corridor. Our neighborhood supports responsible growth and recognizes Austin's need for additional housing. The question before the Commission is not whether more housing should be built, but whether this proposal represents smart growth. Commissioner Lonny Stern appropriately framed the discussion as one of housing supply versus smart growth. Additional housing units alone do not necessarily produce successful affordable housing outcomes. This site lacks meaningful transit connectivity, is not walkable to grocery stores, schools, or daily services, and offers limited alternatives to automobile travel. Without transportation options and access to essential services, the project risks becoming an isolated residential enclave rather than a complete community. Affordable housing should expand access to opportunity, not simply increase the number of units. The public benefit exchanged for DB90 should therefore be more than the minimum affordability required to obtain substantially greater development rights. If the Commission recommends approval, we respectfully request a strengthened Conditional Overlay that preserves the intent of the Hill Country Roadway Corridor, limits visual massing adjacent to surrounding neighborhoods, requires meaningful affordability beyond minimum standards where feasible, improves pedestrian connectivity and transportation access, enhances landscaping and open space, and ensures that traffic and 02 C14-2025-0089 - 1120 and 1122 S Capital of Texas Highway; District 8 1 of 11 emergency access concerns are adequately addressed. Our residence is the first house in the neighborhood and sits at a particularly vulnerable location. We already experience frequent illegal U-turns at Lost Creek Blvd/Wilson Heights, vehicles pulling into our driveway to turn around, and unsafe traffic behavior. Alarmingly, we have already had one vehicle leave the roadway and crash into our fence. These are not hypothetical risks—they are existing, documented safety issues that will only be intensified by additional development of 475 Apartment units in our backyard. There is no public transportation available for the proposed population. There has been 1 recent fatality at Lost Creek Blvd/ 360. I am requesting that the February 17 hearing be postponed until May 19th to obtain accurate traffic information. The numbers in the application do not seem to be correct. This project would add 475 apartments to Lost Creek Boulevard, which already handles 8,000–10,000 car trips per day through a single left-turn lane at Loop 360. A fatality occurred at this intersection this past year. The application says no Traffic Impact Analysis is needed – for a project that would increase traffic by 30–40%. That is not acceptable. The application also ignores the Marshall development (48 homes), the Stratus development (600+ homes and apartments), and the TxDOT Loop 360 project – all happening in the same area. Our neighborhood has limited roads in and out, which is also a serious wildfire evacuation concern. Every Monday-Friday, 7:30am - 9:30am and 3:30pm - 6:30pm, the traffic light at Lost Creek Blvd. and 360 is already grossly over congested with day to day commuter traffic. Add in the current construction of the 48 new homes being built, or an event (lockdown, performances, football games) at Forest Trail Elementary School/Westlake High School and you can't get out of Lost Creek. The property is located east of State Highway 130, at the northeast corner of Ross Road and Sky Harbor Drive, approximately 700 feet south of the intersection of Pearce Lane and Ross Road. The site is currently undeveloped land that is zoned townhouse and condominium residence (SF-6) district zoning. Single family residences within the Los Cielos subdivision surround the property to the north, east, and south (SF-4A; I-SF-4A). Low-density residential and undeveloped land within Austin’s two-mile extraterritorial jurisdiction (ETJ) are located across Ross Road to the west (County). The City of Austin has initiated this rezoning in response to City Council direction provided in Resolution No. 20260423-038, approved on April 23, 2026. The resolution recognizes prior City investment and community engagement efforts that supported the establishment of the Del Valle Food Cooperative, a community-owned food retail initiative intended to provide equitable access to fresh, affordable, and nutritious foods in the Del Valle community. Land uses include single family and multifamily residences to the west and south (SF-2; SF-2-NP; SF-3-NP; MF-3); a soccer complex and a recreation center to the west and south (P; P-NP); and McKinney Falls State Park, including the Onion Creek trail system, is to the east (DR). The City of Austin has initiated this rezoning as a result of City Council direction provided in Resolution No. 20260312-027, approved on March 12, 2026. The Jimmy Clay Golf Course, which consisted of 206 acres, was opened by Austin Parks and Recreation (APR) in 1974. In 1994, APR expanded the municipal golf course complex by adding the adjacent 239-acre Roy Kizer Golf Course. The existing zoning designations do not reflect the property’s current park and recreation services use; therefore, rezoning has been initiated to align the zoning with the existing use of the City-owned golf course property. The proposed rezoning would establish a zoning district that better corresponds to the existing park and recreation services use and apply a base zoning district that would more accurately reflect the property’s long-standing use as a City-owned municipal golf course.
