He clarified that in section 3a that the milk snake path reference was incorrect. He also mentioned item 6a that it should include the support of funding to put LAAP artists back to work. He also mentioned that a working group was created for Awards of Excellence. Manager Rojas stated she will listen to the meeting audio recording and make the necessary edits. CHAIR REPORT (AGENDA ITEM 2) 1 Chair Goujon presented the chair report and commended all who make the ESB-MACC possible and fulfill the ESB-MACC mission. PRESENTATIONS (AGENDA ITEM 3) A) PRESENTATION BY ANGELA VALENZUELA, EMILIO ZAMORA, MARTHA COTERA, AND MARIA UNDA FROM NUESTRO GRUPO Maria del Carmen Unda introduced herself as a graduate student and part-time program coordinator for Academia Cuauhtli. She provided a brief description of the group’s background. She stated that it is a language and culture revitalization program and part of the MACC since 2014. Unda stated that they are seeking funding for a full time person and is looking to expand the program. Dr. Angela Valenzuela stated they are growing and clarified that the ESB MACC will not fund but support. Valenzuela also stated the organization is part of a national community that speaks to retain and train bilingual teachers. Barrientos Mexican American Advisory Board (MACC) recommends the City Council direct the City Manager to take the following actions and to allocate additional funds for the following items for FY 2022. These recommendations include actions that can be taken immediately outside the budget process and recommendations for the FY 2022 budget: Description of Recommendation to Council 1. Hire all open positions at the ESB-MACC left vacant prior to and during the Covid-19 pandemic. Convert long-standing Part-Time Employees to Full-Time Employees. Allocate $9,000 to replace failing maintenance equipment - i.e. golf cart. Provide feasibility Assessment for a Music Residency Program at the ESB MACC 2. 3. 4. Rationale: ALIGNMENT & PURPOSE As the City of Austin continues to champion the integration of equity into the budget process - such as pursuing formal structural changes, being deliberate in finding opportunities to prioritize equity, and redefine collaborations - the ESB MACC Advisory Board recommends the creation of a Music Residency program at the ESB MACC. The 2019 novel coronavirus pandemic has created unique challenges for the local Latino music community leaving many without the means to adjust to digital platforms. Coupled with the total lack of local recording studios catering to Latino artists, many musicians have been forced to leave the profession or move from the city entirely. Together with our community, we want to shape a Music Residency program that can help put artists back to work by sharing their knowledge and experience with emerging local artists while providing much needed services and training on how to succeed in the music industry. The MACC is fortunate to have the support of our community through the 2018 voter-approved bond initiative that has allowed us to begin the work of expanding our center to better meet the needs of the community. And as we begin to collectively imagine a brighter future, music infrastructure has been identified as one of key areas of improvement. The request is for funding support for a full time position as Program Director for Academia Cuauhtli and funding for a graduate researcher at the MACC to prepare an oral history of the MACC that would include an acquisition of print and media archives that would be housed at the MACC and the Austin History Center. She then described the background of Academia Cuauhtli and requested that the resolutions be put on the agenda for the May 5th Advisory Board meeting. Maria Del Carmen Unda, UT Education Graduate, also represented Academia Cuauhtli and Nuestro Grupo and provided her testimonio. Unda described the program and expressed the need to expand their services. She mentioned the low numbers of teachers that are people of color and mentioned the importance of providing resources for parents. Chair Goujon approved Nuestro Grupo as an agenda item for the next Board Meeting agenda. CITIZEN COMMUNICATION Michael Abelson, previous President of the Town Lake and Rainy Neighborhood Associations spoke with regards to his concerns on the numerous Rainey Street developments and potential encroachment by the Transpiration department through the MACC and potentially create safety issues. He mention working with Councilmember Tovo and his wish to work with the MACC board on their common interest. Brian Furlong the president of the Rainy Neighborhood Association, spoke with regards to the many developments that are up for approval with the City. He mentioned that the City Council is considering an upgrade of the allowable density in the Rainey District to such a high level that it threatens to overwhelm the capacity of the neighborhood’s roads and infrastructure systems. This could over time lead to debilitating levels of local traffic that impedes easy access to the MACC. Chair Goujon stated the ESB MACC mission statement. APPROVAL OF MINUTES (AGENDA ITEM 1) 1 Member Campos-Benz motioned to approve the January 7 and February 3, 2021 Advisory Board Meeting minutes. Member Massey Seconded. Vote Passed.
