MACC Staff Report – July 7, 2021 Website - Facebook - Digital Programs REINTEGRATION: MACC office hours are currently: Mon-Fri 10:00am-6:00pm & Saturday 12:00pm-4:00pm June 21-Aug 13 Cosecha Summer in-person Camp begins. (runs every week for 10 weeks) Aug 16- 20 Deep clean of the MACC building after Summer Camp ends August 23- MACC opens fully to the public, public programming can initiate EXHIBITS Amado Castillo, local Austin artist and owner of AC3 Signs, Colores de Mi Alma is the MACC’s first physical exhibit of 2021. Exhibit dates: July 2- Sept 4, 2021. Guests must reserve a time slot for their gallery visit on Eventbrite: https://www.eventbrite.com/e/visit-the-macc-gallery-amado- castillo-painting-exhibit-tickets-160617674789 Upcoming: September: Luis Guerra painting exhibit in SZC Gallery INTERNSHIPS SIGNATURE EVENT: Awards of Excellence - Current participation in the Smithsonian Affiliate Digital Learning and Engagement Internship. - Jazmin Trenco, who has been working on a pro-immigrant advocacy campaign, known as the Floridians for Immigrant Justice campaign. -We welcomed Jazmin (virtually) on June 14, her internship will end August 6th. -Met with Awards of Excellence working group to start planning the event, possible to have it in September along with Viva Mexico. -Nomination Form was reopened, submissions received until June 20th. -Nomination guidelines & past winners: MACC AustinTexas.gov/MaccAwards -Watch the new Awards promo video featuring the Tiarra Girls and more! SIGNATURE EVENT: Viva Mexico For Viva, Univision wants to film the Grito again and will broadcast the evening of Sept 15th. -MACC’s Viva Mexico will be in-person between Sept 15-18. CAMINOS: Graduation ceremony on 6/11/21. Caminantes delivered heartwarming speeches and received their certificates of completion. Application for the 5th class of Caminos was open from April-June, Interviews with the applicants will start in July. The next class of Caminos will be hired in July, processed in August and likely start in September. EDUCATION & Summer Camps - 2 weeks of Cosecha Summer Camp have been completed, we are now in the third week. - Students ages 5-12 have been divided into 2 “pods” for social distancing. - 2021 Summer Camp: 3 teachers, 8 activity specialists are completing their orientation & training June 1-3. - 4 Caminos graduates have joined our Edu team for the Summer Camp! At the time of this report1, it does not seem likely that a connection is possible. However, the master plan maintains the existing parking layout that lends itself for a possible connection to Red River St. in the future.” 1Adopted May 24, 2018 5 2018 ESB-MACC MASTER PLAN • Site Circulation (pg. 67): • “While a connection to Red River Street would be a demonstrable improvement to site circulation, the portion of Red River Street immediately adjacent to the site has been vacated by the City of Austin and its privately-owned. Barrientos Mexican American Cultural Advisory Board convened via video conferencing. Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Gerardo Gandy, Member Wayne Lopes, Member Ricardo Maga Rojas, Member Claudia Massey, Member Tomas Salas, Member Endi Silva, Member Board Member Absent: Diana Gomez, Member Staff in Attendance: Lucas Massie, PARD Assistant Director Olivia Tamzarian, ESB MACCSupervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:05pm. CITIZEN COMMUNICATION Chair David Goujon mentioned possible issue with citizens being able to sign up to speak at the board meetings and specifically discussed the sign up deadline. Vice Chair Art Navarro discussed speaking with community member Larry Amaro. Navarro had shared the meeting agenda with Larry Amaro but it was not in time for him to sign up for citizen’s communication. Navarro shared that Amaro expressed that if the meeting was in-person, he would have been able to attend. Navarro expressed that the WebEx and boards and commissions requirements and not being on ATXN it was difficult for the community to participate in board meetings. Navarro shared his notes from his meeting with Larry Amaro. He first addressed the Red River extension issue, citing Amaro’s concern for a lack of parking and safety at the ESB MACC due to the proposed Red River extension. He shared Amaro’s concern that the Red River Extension would affect possible underground parking and a future new auditorium at the ESB MACC. Amaro attended a Phase 2 working group meeting and wondered why musicians were not invited to the meeting with Heidi Tse. He wondered why theater groups were invited to meet with Heidi Tse but not musicians. Regarding the music hub, Navarro shared that Amaro stated that the ESB MACC does not have adequate audiovisual recording equipment. He stated the hub can provide more advanced technology at the ESB MACC and possibly allow the Advisory Board meeting to be 1 broadcast on TV. Vice Chair Navarro clarified he was not speaking for Larry Amaro but just discussing the notes that he took. PUBLIC INPUT N/A 1. Barrientos Mexican American Cultural Center Recommendation Number: 20210513-03a: Support of Academia Cuahutli WHEREAS, Academia Cuauhtli demonstrably continues the deep, intense, and intergenerational support for the ESB-MACC as a partner in fulfilling its mission, and by protecting and supporting our beloved community with the same deep commitment that enabled the construction of the ESB-MACC in the first place, helping to make it a true incubator for future artisans, artists, writers, and community activists for culture and the arts; and WHEREAS, since its founding in 2013, Academia Cuauhtli (originated by Nuestro Grupo, community- based volunteers) was established at the ESB-MACC as a free Saturday culture and language revitalization academy for elementary school children and their parents, with curriculum focused on indigeneity, social justice, social history, traditional arts, and danza Mexica and since July 2014, Academia Cuauhtli has served as an official educational enterprise of the ESB-MACC; and WHEREAS, Academia Cuauhtli was instituted as an integral part of the ESB-MACC and promotes its mission further to instill in our children and their families a deep appreciation for the arts, social justice, and in action projects to preserve and develop our cultural resources, focusing on the ESB-MACC and other Latino cultural arts institutions; and WHEREAS, Academia Cuauhtli, administered through an Memorandum of Understanding with the City of Austin, Austin Independent School District (AISD), and Nuestro Grupo embraces and fulfills ESB- MACC’s mission of collaborative engagement by involving personnel and students from all participating entities into a holistic team which advances the mission of the ESB-MACC and all engaged parties; and WHEREAS, Academia Cuauhtli fulfills its mission by serving as a means for the comprehensive advancement of the students and their parents, by providing a learning and supportive environment for education, social, and economic needs through the expansion of the parental involvement enterprise, including the extensive COVID-related assistance extended to Latino families in Austin; and WHEREAS, Academia Cuauhtli fulfills its mission and collaborates with the ESB-MACC, including continuing its scheduled program on a remote basis during the COVID-19, including participating in ESB- MACC events; and WHEREAS, Academia Cuauhtli fulfills its mission by responding to the social and economic needs of parents and secured over $70,000 in direct financial support for them through the COVID-19 crisis when many parents suffered unemployment and illness; and WHEREAS, Academia Cuauhtli fulfills its mission by directly assisting students and parents with remote learning of regular AISD …

Barrientos Mexican American Cultural Advisory Board convened via video conferencing. CITIZEN COMMUNICATION PUBLIC INPUT N/A N/A 1. APPROVAL OF MINUTES (AGENDA ITEM 1) Chair David Goujon requested several edits for the April 7th meeting’s minutes. He clarified that in section 3a that the milk snake path reference was incorrect. He also mentioned item 6a that it should include the support of funding to put LAAP artists back to work. He also mentioned that a working group was created for Awards of Excellence. Manager Rojas stated she will listen to the meeting audio recording and make the necessary edits. Chair Goujon redacted his Awards of Excellence working group comment. Chair Goujon motioned to approve the minutes. Member Ricardo Maga Rojas seconded. Motion Passed (6.0) 2. CHAIR REPORT (AGENDA ITEM 2) 1 Chair Goujon presented the chair report and commended all who make the ESB-MACC possible and fulfill the ESB-MACC mission. Chair Goujon also stated he enjoys the ESB-MACC campus and encouraged the Board to visit the center. 3. PRESENTATIONS (AGENDA ITEM 3) A) PRESENTATION BY ANGELA VALENZUELA, EMILIO ZAMORA, MARTHA COTERA, AND MARIA UNDA FROM NUESTRO GRUPO Maria del Carmen Unda introduced herself as a graduate student and part-time program coordinator for Academia Cuauhtli. She provided a brief description of the group’s background. She stated that it is a language and culture revitalization program and part of the MACC since 2014. Unda stated that they are seeking funding for a full time person and is looking to expand the program. Dr. Angela Valenzuela stated they are growing and clarified that the ESB MACC will not fund but support. Valenzuela also stated the organization is part of a national community that speaks to retain and train bilingual teachers. Barrientos Mexican American Advisory Board (MACC) recommends the City Council direct the City Manager to take the following actions and to allocate additional funds for the following items for FY 2022. These recommendations include actions that can be taken immediately outside the budget process and recommendations for the FY 2022 budget: Description of Recommendation to Council 1. Hire all open positions at the ESB-MACC left vacant prior to and during the Covid-19 pandemic. Convert long-standing Part-Time Employees to Full-Time Employees. Allocate $9,000 to replace failing maintenance equipment - i.e. golf cart. Provide feasibility Assessment for a Music Residency Program at the ESB MACC 2. 3. 4. Rationale: ALIGNMENT & PURPOSE As the City of Austin continues to champion the integration of equity into the budget process - such as pursuing formal structural changes, being deliberate in finding opportunities to prioritize equity, and redefine collaborations - the ESB MACC Advisory Board recommends the creation of a Music Residency program at the ESB MACC. The 2019 novel coronavirus pandemic has created unique challenges for the local Latino music community leaving many without the means to adjust to digital platforms. Coupled with the total lack of local recording studios catering to Latino artists, many musicians have been forced to leave the profession or move from the city entirely. Together with our community, we want to shape a Music Residency program that can help put artists back to work by sharing their knowledge and experience with emerging local artists while providing much needed services and training on how to succeed in the music industry. The MACC is fortunate to have the support of our community through the 2018 voter-approved bond initiative that has allowed us to begin the work of expanding our center to better meet the needs of the community. And as we begin to collectively imagine a brighter future, music infrastructure has been identified as one of key areas of improvement. Our goal is to always stay on pace with the needs of our community, and a Music Residency program, in parallel with the creation of a music HUB at the ESB MACC, will provide our local Latino …

Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Olga Campos-Benz, Member Wayne Lopes, Member Ricardo Maga Rojas, Member Claudia Massey, Member Endi Silva, Member Board Member Absent: Tomas Salas, Member Gerardo Gandy, Member Diana Gomez, Member Staff in Attendance: Laura Esparza, PARD Division Manager Michelle Rojas, ESB-MACC Manager Olivia Tamzarian, ESB-MACC Supervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:05 pm. CITIZEN COMMUNICATION Dr. Angela Valenzuela, Professor of Education at UT Austin, spoke about Academia Cuauhtli and its affiliate organization, Nuestro Grupo. Valenzuela proposed the endorsement of two propositions to transmit to the Hispanic Quality of Life Commission and the Austin City Council. The request is for funding support for a full time position as Program Director for Academia Cuauhtli and funding for a graduate researcher at the MACC to prepare an oral history of the MACC that would include an acquisition of print and media archives that would be housed at the MACC and the Austin History Center. She then described the background of Academia Cuauhtli and requested that the resolutions be put on the agenda for the May 5th Advisory Board meeting. Maria Del Carmen Unda, UT Education Graduate, also represented Academia Cuauhtli and Nuestro Grupo and provided her testimonio. Unda described the program and expressed the need to expand their services. She mentioned the low numbers of teachers that are people of color and mentioned the importance of providing resources for parents. Chair Goujon approved Nuestro Grupo as an agenda item for the next Board Meeting agenda. He mentioned the possibility to connect with Cassie Smith who is also collecting and conducting research on the MACC. 1 Chair Goujon stated the ESB MACC mission statement. PUBLIC INPUT N/A 1. APPROVAL OF MINUTES (AGENDA ITEM 1) Member Ricardo Rojas motioned to approve the minutes. Member Endi Silva seconded. Vote Passed. 2.
