EMMA S. BARRIENTOS MEXICAN AMERICAN CULTURAL CENTER REGULAR MEETING Wednesday, February 2, 2022 ADVISORY BOARD MINUTES The Emma S. Barrientos Mexican American Cultural Advisory Board convened via in person and video conferencing. Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Gerardo Gandy, Member Ricardo Maga Rojas, Member Tomas Salas, Member Endi Silva, Member Wayne Lopes, Member Claudia Massey, Member Board Member Absent: Staff in Attendance: Laura Esparza, PARD Division Manager Olivia Tamzarian, ESB-MACC Supervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:06pm. CITIZEN COMMUNICATION Chair David Goujon stated the ESB-MACC mission statement. Larry Amado expressed concern regarding Phase 2 community engagement and outdoor expansion. He complimented the project for all of the indoor improvements but expressed concern with the cost of the excavation and removal of trees. Anna Maciel discussed concern regarding lack of communication to the community on the direction the ESB-MACC is going and lack of dialogue with architects. She expressed hope that the community is more informed about what is going on and made inquiries on the budget. Leonard Davila questioned why the design takes so long to get to the public and stated that the ESB-MACC staff and City should take the Board’s advice. He also mentioned that the 6 pm meeting time was difficult for people to make. Vice Chair Art Navarro asked if the community could speak on the agenda item. Chair David Goujon confirmed he will call on Davila to speak on the appropriate item. Chair Goujon indicated that changing the time of the regular meetings would be difficult because most members of the public including board members are not available during working hours. 1 1. APPROVAL OF MINUTES (AGENDA ITEM 1) A) AUGUST 4, 2021 B) AUGUST 17, 2021 C) NOVEMBER 3, 2021 Chair Goujon made a motion to approve the minutes. Member Endi Silva seconded the motion. Vote passed. 2. CHAIR REPORT (AGENDA ITEM 2) Chair Goujon acknowledges that the Board has not been able to meet regularly, due in part to the pandemic. Chair Goujon stated there are some openings in the ESB-MACC Advisory Board member positions and encouraged community members to fill the vacancies. 3. STAFF BRIEFINGS (AGENDA ITEM 3) A) STAFF REPORT ON ESB-MACC PROGRAM HIGHLIGHTS ESB-MACC Supervisor Olivia Tamzarian provided the staff report, which included a summary of the end of 2021 events, such as La Pastorela and the …

Barrientos Mexican American Cultural Advisory Board convened via in person and video conferencing. Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Gerardo Gandy, Member Ricardo Maga Rojas, Member Tomas Salas, Member Endi Silva, Member Wayne Lopes, Member Board Member Absent: Claudia Massey, Member Staff in Attendance: Olivia Tamzarian, ESB-MACC Supervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:10 pm. CITIZEN COMMUNICATION Leonard Davila expressed his concerns with the accommodations for large outdoor events. He mentioned his concerns for the size of the Zocalo being cut down. Larry Amado expressed concern that the schematic design had already been presented to the design commission and felt it should have been presented to the MACC board first. He also expressed his issues with the community engagement process and understood the constraints due to COVID but felt like more engagement needed to happen in the community. He expressed his concern for the size of the Zocalo. Mario Campos expressed his support for the schematic design. He also mentioned the need for more mentorship programs for youth. He would like to see more educational programs in technology and programs that will provide opportunities to create generational wealth. Chair Goujon encouraged all community members to participate in future meetings. Francisco Rosales presented his background as the chair for Latinos in Architecture wanted to commend the design team on the schematic design of Phase 2. He also expressed the importance of having community engagement at the forefront. He also extended possibility of collaborations with LIA as needed. 1 1. PRESENTATIONS (AGENDA ITEM 1a) A) Presentation by Heidi Tse, Project Manager and the joint venture of Miro Rivera Architects and Tatiana Bilbao Studios on the Schematic Design for Phase 2. Heidi Tse recounted the number of community engagement meetings and introduced the joint venture team. Miguel Rivera presented the schematic design drawings and expressed the work that had been done in the past year and three months. He discussed the extension of the north and south wings, the control access for the Zocalo, and new space proposed for the lake level. Juan Miro added that the original design of Teodoro Gonzalez de Leon had a strong form and this design showed that the idea continued. Rivera also responded to the …

ESB-MACC ADVISORY BOARD RECOMMENDATION Date: 17 August 2021 Subject: ESB-MACC Advisory Board Recommendation Opposing Red River Street Extension Motioned By: (name) Seconded By: (name) Recommendation Recommendation to stop any planning or consideration of an extension of Red River Street through the Mexican American Cultural Center which has received Dedicated Parkland status in perpetuity (Ordinance No. 20160128-086) as well as serving as the heart of the Rainey Street Historic District since 1985. Description of Recommendation to Council In 1956 when East Avenue was converted into I-35, the Rainey Street neighborhood began a transformation from a single-family, Mexican-American neighborhood to the most densely populated corner of Texas. Part of the symbolism that is ingrained in I-35’s legacy is the division of our community by way of a street. This legacy is at the heart of the current discussions and on-going community engagement sessions for the renovation of the I-35. An extension of Red River Street through the ESB-MACC campus would repeat the mistakes of 1956 by dividing the community once again with the construction of a street. Recently, a variety of mobility studies and pilot programs have been executed by the Austin Transportation Department to help understand the effectiveness of mobility concepts that are intended to help the area adapt to the rapid increase in density. The ESB-MACC Advisory Board and community have found the conclusions on these reports to grossly mischaracterize the true concerns from MACC staff and patrons. It is therefore imperative, that the ESB-MACC Advisory Board clearly state our opposition to any recommendation set forth by any city department or partner that may use as reference the Rainey Street Pilot Program, Rainey Mobility Study, or any other document that did not deliberately or consistently engage with the MACC staff and patrons through a meaningful community engagement process. Furthermore, the MACC community intends to ensure that the city honors the Designated Parkland protection which was granted in perpetuity. The community is concerned that a Red River Street extension could set the precedent for other Designated Parkland sites in culturally sensitive areas to be converted into roadways thereby cementing the city’s practice of cars over people and developers over community.. Lastly, the ESB-MACC community embraces the opportunity to expand our center through a Phase 2 expansion and we do not want to see the advocacy and hard work that went into the creation of the MACC once again become compromised by …
