Working Group/ Board members who are interested in being a part of the selection committee and event planning are encouraged to set up a meeting with Jesus Varela, Event Coordinator. BARRIENTOS MEXICAN AMERICAN CULTURAL CENTER ADVISORY BOARD RECOMMENDATION 20210407-6a Date: April 7, 2021 Subject: FY2022 Budget Recommendation and Related Recommendations on Feasibility Assessment for a Music Residency Program at the ESB MACC Seconded By: Navarro Motioned By: Goujon Recommendation The Emma S. Barrientos Mexican American Advisory Board (MACC) recommends the City Council direct the City Manager to take the following actions and to allocate additional funds for the following items for FY 2022. These recommendations include actions that can be taken immediately outside the budget process and recommendations for the FY 2022 budget: Description of Recommendation to Council 1. Hire all open positions at the ESB-MACC left vacant prior to and during the Covid-19 pandemic. Convert long-standing Part-Time Employees to Full-Time Employees. Allocate $9,000 to replace failing maintenance equipment - i.e. golf cart. Provide feasibility Assessment for a Music Residency Program at the ESB MACC 2. 3. 4. Rationale: ALIGNMENT & PURPOSE As the City of Austin continues to champion the integration of equity into the budget process - such as pursuing formal structural changes, being deliberate in finding opportunities to prioritize equity, and redefine collaborations - the ESB MACC Advisory Board recommends the creation of a Music Residency program at the ESB MACC. The 2019 novel coronavirus pandemic has created unique challenges for the local Latino music community leaving many without the means to adjust to digital platforms. Coupled with the total lack of local recording studios catering to Latino artists, many musicians have been forced to leave the profession or move from the city entirely. Together with our community, we want to shape a Music Residency program that can help put artists back to work by sharing their knowledge and experience with emerging local artists while providing much needed services and training on how to succeed in the music industry. The MACC is fortunate to have the support of our community through the 2018 voter-approved bond initiative that has allowed us to begin the work of expanding our center to better meet the needs of the community. And as we begin to collectively imagine a brighter future, music infrastructure has been identified as one of key areas of improvement. Barrientos Mexican American Cultural Advisory Board convened via video conferencing. Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Olga Campos-Benz, Member Wayne Lopes, Member Ricardo Maga Rojas, Member Claudia Massey, Member Endi Silva, Member Board Member Absent: Tomas Salas, Member Gerardo Gandy, Member Diana Gomez, Member Staff in Attendance: Laura Esparza, PARD Division Manager Michelle Rojas, ESB-MACC Manager Olivia Tamzarian, ESB-MACC Supervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:05 pm. CITIZEN COMMUNICATION Dr. Angela Valenzuela, Professor of Education at UT Austin, spoke about Academia Cuauhtli and its affiliate organization, Nuestro Grupo. Valenzuela proposed the endorsement of two propositions to transmit to the Hispanic Quality of Life Commission and the Austin City Council. The request is for funding support for a full time position as Program Director for Academia Cuauhtli and funding for a graduate researcher at the MACC to prepare an oral history of the MACC that would include an acquisition of print and media archives that would be housed at the MACC and the Austin History Center. She then described the background of Academia Cuauhtli and requested that the resolutions be put on the agenda for the May 5th Advisory Board meeting. Maria Del Carmen Unda, UT Education Graduate, also represented Academia Cuauhtli and Nuestro Grupo and provided her testimonio. Unda described the program and expressed the need to expand their services. She mentioned the low numbers of teachers that are people of color and mentioned the importance of providing resources for parents. Chair Goujon approved Nuestro Grupo as an agenda item for the next Board Meeting agenda. He mentioned the possibility to connect with Cassie Smith who is also collecting and conducting research on the MACC. 1 Chair Goujon stated the ESB MACC mission statement. PUBLIC INPUT N/A 1. APPROVAL OF MINUTES (AGENDA ITEM 1) Member Ricardo Rojas motioned to approve the minutes. Member Endi Silva seconded. Vote Passed. 2. CHAIR REPORT (AGENDA ITEM 2) Chair Goujon presented the chair report and mentioned the ESB MACC has persevered through this past challenging year. Board Members in Attendance: David Goujon, Chair Olga Campos-Benz, Member Gerardo Gandy, Member Ricardo Maga Rojas, Member Claudia Massey, Member Endi Silva, Member Diana Gomez, Member Board Member Absent: Art Navarro, Vice Chair Tomas Salas, Member Wayne Lopes, Member Staff in Attendance: Lucas Massie, PARD Division Manager Laura Esparza, PARD Division Manager Michelle Rojas, ESB-MACC Manager Olivia Tamzarian, ESB-MACC Supervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:10 pm. CITIZEN COMMUNICATION Michael Abelson, previous President of the Town Lake and Rainy Neighborhood Associations spoke with regards to his concerns on the numerous Rainey Street developments and potential encroachment by the Transpiration department through the MACC and potentially create safety issues. He mention working with Councilmember Tovo and his wish to work with the MACC board on their common interest. Brian Furlong the president of the Rainy Neighborhood Association, spoke with regards to the many developments that are up for approval with the City. He mentioned that the City Council is considering an upgrade of the allowable density in the Rainey District to such a high level that it threatens to overwhelm the capacity of the neighborhood’s roads and infrastructure systems. This could over time lead to debilitating levels of local traffic that impedes easy access to the MACC. Chair Goujon stated the ESB MACC mission statement. APPROVAL OF MINUTES (AGENDA ITEM 1) 1 Member Campos-Benz motioned to approve the January 7 and February 3, 2021 Advisory Board Meeting minutes. Member Massey Seconded. Vote Passed. (7.0) CHAIR REPORT (AGENDA ITEM 2) Chair Goujon presented the chair report. He encouraged Board members to be engaged in dialogue, listen, and advocate for the community. PUBLIC INPUT Gabriela Bermea representing the Latinos in Architecture and the American Institute of Architects (AIA) Austin expressed support for the Master Plan and the Phase 2 design team’s efforts and stated the Latinos in Architecture and AIA may be able to provide support in the process for lectures, community outreach, etc. Marina Islas, former employee of the ESB MACC and current employee of Austin History Center Latinx Community Archivist, expressed concerns and issues with the Phase 2 Community Engagement she attended. Barrientos Mexican American Cultural Advisory Board convened via video conferencing. CITIZEN COMMUNICATION Jeannie Ramirez spoke about Item 3a, Ramirez, a local rock singer, expressed her difficulties with the lack of resources to make music in Austin. She felt that there is repression in the City of Austin and that there is a lack of diversity in music festivals because mostly international artists are given opportunities and not local artists. She mentioned her support for a music hub at the MACC and expressed her concern that the hub should have inclusive spirit for Latino musicians and include both men and women and leaders should not have a conflict of interest. Michael Mares Mendoza spoke about his proposed artwork honoring Manuel “Cowboy” Donley. Mendoza details that he has meet with Donley’s widow and received a letter of support for his project. He has also spoke with Andrew Garrison of UT Austin and East Austin Stories and included it as part of his project. Mendoza also expresses that there is now more augmented reality around the piece. Chair Goujon spoke about championing the history of the community and artists and embracing augmented reality. Goujon remarked to Mendoza that a letter of support approved last meeting from 1 the Board should be seen shortly and he appreciates Mendoza’s dedication and telling the stories of heroes of the community. Community Engagement Plan Outline Project Name: Emma S. Barrientos Mexican American Cultural Center Phase 2 Improvements Project Phase: Design Brief Description The Emma S. Barrientos Mexican American Cultural Center (ESB‐MACC), Phase 2 Improvements Project, as prescribed in the Council‐approved ESB‐MACC Más MACC Master Plan 2018 (2018 Plan) is in the preliminary stage of developing the Building Design, which will be based on the 2018 Plan and Building Program. The project includes renovation of existing support and performance spaces, expansion of the building on both levels, and site improvements. As identified during the Building Program stage, the Design Phase engagement efforts will focus on consulting with key stakeholders and listening to community input. Project Resources and Funding Council awarded $27 million in the 2018 GO Bond in addition to funds from a previous bond. These funds will be used to address renovation needs as well as some facility expansion. Unfortunately, the funds are not enough to implement the full 2018 Plan, which has an estimated cost $42 million. Project Purpose The Community Engagement Plan builds on the extensive work of the ESB‐MACC Master Planning community engagement efforts from 2017‐2018. This Community Engagement Plan outlines the continuing efforts in forging a strong relationship with community members and providing an exchange of information in an accessible and equitable manner through the Design Phase of the project while honoring the work that had been previously done by the community. The City of Austin staff will guide engagement with a team comprised of PARD, Public Works, and CPIO Community Engagement with support from the ESB‐MACC staff. Utilizing their expertise will allow consistent connection to community members as well as to maximize the project funds for the building. Scope of the Project and Scope of Community Engagement The scope of this engagement plan will focus on the Building Design phase, which includes Design Schematics and Design Development. This step is anticipated to begin in Spring 2021 and continue to the Fall of 2021. The Design phase includes schematic presentations or conceptual renderings of proposed building and site improvements. Proposed schematic designs will be based on information in the 2018 Plan and refined in the 2021 Building Program stage. Proposed building schematic designs will be presented in various formats to community members, allowing community members to provide comments for the Project Team to consider. CITIZEN COMMUNICATION Christine Sheng from Rogers O’Brien introduced herself and members from her team. She mentioned looking forward to being part of the Phase 2 project and listening to the presentation on the Waterloo Greenway project. PUBLIC INPUT 1. CHAIR REPORT 1 Chair Goujon provide his report summarizing the upcoming presentations. He mentioned that there would a presentation on the Waterloo Greenway project and encouraged the board to ask questions. He also mentioned that Laura Esparza would be updating the board on the status of the audit findings. He said Christina Bies would also be providing an update on the community engagement process on the Phase 2 plan. 3. PRESENTATIONS (AGENDA ITEM 3) 3a. Chair Goujon presented Melissa Ayala from Waterloo Greenway and Lana Denkeler from Parks and Recreation for the Waterloo Greenway project. Melissa Ayala presented a PowerPoint and provided particular slides regarding the Creek Delta area of the project. Ayala introduced the Waterloo Greenway Project as a conservancy and COA collaboration and creates and maintains urban park system for all. Also, a big part of the project is to restore Waller Creek. The Creek Delta Construction Update, Objective, and Timeline was discussed. Comment was made for coordination with the ESB-MACC Design team in the area of project overlap and possible collaboration with their signage project. Lana Denkler summarized the challenge of restoring the creek delta. The secondary objective is to provide connectivity in this area, south of 4th street to Lady Bird Lake. Board member Silva inquired about how the collaboration between the City of Austin and the Waterloo Greenway …
