OLD BUSINESS The ICRC may discuss and take action on the following agenda items: A. Selection of Remaining Commissioner On Commissioner Calderon’s motion, Vice Chair Gonzalez’s second, Camellia Falcon was unanimously elected to fill the remaining vacant seat. B. Update from Hiring Working Group On Commissioner Calderon’s motion, Commissioner Yee’s second, the board unanimously approved a motion for the Hiring Working Group to select three finalists from the ICRC staff candidate pool for each position, and to draft interview questions and a scoring rubric to present to the full board at the next meeting. 3. TO: ICRC Members FROM: Jannette Goodall JSG June 21, 2021 DATE: RE: Records Management Responsibilities In addition, to all of the other requirements of Texas Open Meetings Act and Public Information Act; as public officials you are also required to comply with the Local Government Records Act. The Local Government Records act governs how and for how long governmental entities retain records. One of the duties of the City Clerk is to serve as the Records Management Officer for the City and we are here to assist. Documents of the Commission are managed two ways: 1. Board and Commission Information Center (BCIC) manages all meeting documents including agendas, meeting materials, minutes, audio/video records, etc. are available 24-7 for public access. All documents posted to the BCIC are imported into the City’s Document Management System which ensures they are protected from unauthorized alteration, deletion and are preserved for historical purposes. 2. Working files maintained by individual Commission Members including material that you collect or research a. Any document to be share with your Commissioners should be provided to the staff liaison for distribution and/or posting to the Commission’s website as appropriate. b. For other material that are collected including any documents retain in the individual Commissioner’s files should be retained until the Commission completes the final report. At which time, the Clerk’s Office will work with the staff liaison to coordinate collecting the Commissioner’s individual files to place in storage for preservation. Those records will be retained until the end of the Commission’s term of office following which Clerk’s Office will coordinate with the Austin History Center to conduct an archival appraisal of the documents for preservation. Supplies will be provided through the staff liaison. 3. The Commission’s final report on the district boundaries should be filed with City Clerk’s Office. Copies of the report can be addressed to Mayor and Council and can be distributed either through the staff liaison or the City Clerk’s Office. The final report will also be posted to the Commission’s BCIC webpage for public access.

ADMINISTRATIVE MANAGER Independent Citizens Redistricting Commission of Austin The Independent Citizens Redistricting Commission of Austin, Texas is seeking an Administrative Manager to oversee the daily operations of the Commission. The Administrative Manager will ensure the Commission operates smoothly and efficiently by supporting and enabling relationship-building, managing communications, convenings, and scheduling across a spectrum of complex calendars. The Administrative Manager will schedule and oversee the Commission’s weekly meetings and assist the Chair and Vice Chair with agenda creation and minutes. The Administrative Manager will also work alongside subcommittees to: schedule and secure venue space for required public hearings throughout Austin, monitor Commission budget and expenses, field media inquiries and assist the commission with social media and website management. The Administrative Manager will serve at the pleasure of the Commission until a redistricting plan has been fully adopted and any challenges to it resolved, estimated to be five months starting July 2021. Administrative Manager Responsibilities: ● Supervising the day-to-day operations of the Commission. ● Ensuring the Commission is prepared for weekly meetings with necessary materials and information. Independent Citizens Redistricting Commission of Austin Job Announcement Legal Counsel Number of Vacancies: 1 The Independent Citizens Redistricting Commission (ICRC) of Austin, Texas is seeking Legal Counsel to manage all operational (such as state law and city policies affecting meetings and records) and Redistricting and Compliance matters. Counsel shall serve as the liaison between the Commission and the City of Austin Staff with respect to legal items on redistricting matters and maps and shall provide advice on strategies and implementation of maps for redistricting purposes. Counsel will report to the Commission. This is a 6-month temporary position to extend on an as needed basis. Legal Counsel will work closely with the Commission to defend any action regarding redistricting matters and/or a certified map. Legal Counsel will need to attend all commission meetings and be available to answer commission’s questions outside of scheduled meetings as they arise. MAPPING EXPERT Independent Citizens Redistricting Commission of Austin The Independent Citizens Redistricting Commission (ICRC) of Austin, Texas is seeking an expert in voting-district mapping. The Commission is responsible for adopting a plan to set boundaries of ten districts, each to elect one Austin City Councilor. The Mapping Expert will have experience in creating district maps that have met the requirements of the federal Voting Rights Act of 1965. You will help Commissioners and staff to obtain, analyze and present statistics on demographics, voting age population and other pertinent data. You will have expertise with mapping software i.e. geographic information systems (GIS). You will also work closely with Commissioners to gain community input at public hearings throughout Austin as required by the Commission. CALL TO ORDER Chair Puentes called the meeting to order at 3:02pm with 13 members present. Commissioner Finch has resigned from the ICRC. CITIZEN COMMUNICATION: GENERAL The first three speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Fred Lewis and Peck Young (NAACP Committee on Redistricting) addressed the ICRC. 1. APPROVAL OF MINUTES On Commissioner Land’s motion, Commissioner Gonzalez’s second the May 21, 2021, minutes were approved unanimously. 2. OLD BUSINESS The ICRC may discuss and take action on the following agenda items A. Vote on Chair and Vice Chair On Commissioner Yee’s motion, Commissioner Schneider’s second, the ICRC voted unanimously to elect Interim Chair Puentes and Interim Vice Chair Gonzalez to continue serving in their roles permanently. 3. NEW BUSINESS The ICRC may discuss and take action on the following agenda items: A. Icebreaker: What do you hope returns to “normal” in a post-COVID world? What do you hope does not return to “normal”? Vice Chair Gonzalez lead the icebreaker activity. This item was tabled for a future meeting. B. Presentation on Robert’s Rules of Order: League of Women Voters C. Review staff job descriptions from Hiring Working Group (Legal Counsel, Administrative Manager, Mapping Consultant) Commissioner Kannan made a motion to poll the members regarding meeting in person, and Commissioner Schneider seconded the motion. Following discussion, the commission voted in favor of conducting meetings in person as needed or possible, on a 12-1-0 vote, with Commissioner Dempsey voting nay. All speakers must register in advance (3/4/2021 by noon). All public comment will occur at the beginning of the meeting. Rodriguez CALL TO ORDER ICRC Liaison, Matthew Dugan called the meeting to order at 1:20pm with 7 members present. Commissioner Schneider joined by phone at 1:32pm due to technical challenges. CITIZEN COMMUNICATION: GENERAL The first three speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. 1. APPROVAL OF MINUTES (Note: this is the first meeting of the 2021 ICRC) There were no minutes to approve. 2. NEW BUSINESS The ICRC may discuss and take action on the following agenda items A. Discuss ICRC’s mission and purpose: Caroline Webster, City Law Department Caroline Webster briefed the ICRC and answered questions. C. Discuss approach for reviewing remaining names in the pool of applicants recommended by the Applicant Review Panel and considerations for choosing final six ICRC members: ICRC Members Discussion was held regarding the desired selection criteria to evaluate candidates and fill the remaining 6 vacant seats on the commission. D. Housekeeping matters, including resources on the City of Austin website, ICRC member contact information, staff support, and scheduling future meetings ICRC Liaison, Matthew Dugan briefed the ICRC.
