Independent Citizens Redistricting Commission Meeting 05/21/2021 Independent Citizens Redistricting Commission to be held 05/21/2021 with Social Distancing Modifications Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance (05/20/2021 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the Independent Citizens Redistricting Commission Meeting, members of the public must: •Call or email the board liaison at 512-974-7665 and matthew.dugan@austintexas.gov no later than noon, (the day before the meeting). The following information is required: speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, email address and telephone number (must be the same number that will be used to call into the meeting). •Once a request to speak has been made to the board liaison, the information to call on the day of the scheduled meeting will be provided either by email or phone call. •Speakers must call in at least 15 minutes prior to meeting start time in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to matthew.dugan@austintexas.gov by noon the day before the scheduled meeting. CITIZEN COMMUNICATION: GENERAL The first three speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Representing the NAACP Austin Chapter, Mr. Young introduced himself to the ICRC and indicated interest in providing a presentation once all seats of the commission have been filled. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Meeting locations are planned with wheelchair access. If requiring Sign Language Interpreters or alternative formats, please give notice at least 2 days (48 hours) before the meeting date. APPROVAL OF MINUTES On Commissioner Lands’ motion, Commissioner Kannan’s approval, the March 11, 2021, minutes were unanimously approved. 2. STAFF BREIEFINGS Adjustment to selection process. Jason Hadavi with the Office of City Auditor discussed adjustments to the selections process including: • On March 31, 2021, the Auditor’s Office discovered unique errors that occurred with the data download on the applications received for the Independent Citizen Redistricting Commission. • 5 applicants that met the minimum qualifications were not included in the pool of 284 applications received/submitted and were not sent to be reviewed and considered for the final 60 most qualified by the Applicant Review Panel. • 5 applicants that did not met the minimum qualifications were included to the 284 applications received/submitted and sent to be reviewed and considered for the final 60 most qualified by the Applicant Review Panel. …

On Commissioner Calderon’s motion, Commissioner Gonzalez’s second, the April 23, 2021, meeting minutes were approved unanimously. 2. OLD BUSINESS The ICRC may discuss and take action on the following agenda items A. Discuss ICRC’s mission and purpose: Caroline Webster, City Law Department This item was postponed to a future meeting. B. Selection of remaining commissioner Following nominations and discussion, on Commissioner Calderon’s motion, Commissioner Puentes’s second, Joshua Blank was selected as the final member of the ICRC. C. Select an interim Chair and Vice Chair On Commissioner Calderon’s motion, Commissioner Kannan’s second, Commissioner Puentes was approved as interim Chair of the commission. On Commissioner Calderon’s motion, Commissioner Kannan’s second, Commissioner Gonzalez was approved as interim Vice Chair of the commission. D.
