REGULAR MEETING OF THE INDEPENDENT CITIZENS REDISTRICTING COMMISSION (ICRC) MONDAY, JULY 27, 2026, AT 6:00 P.M. The meeting may be viewed online at: http://www.austintexas.gov/page/watch- atxn-live Public comment will be allowed in-person or remotely via telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation by telephone. To: From: Date: MEMORANDUM Independent Citizens Redistricting Commission c/o Chair Luis Gonzalez Kate Castles, AICP, Principal Planner, Austin Planning – Jurisdictional Matters June 15, 2026 Subject: 2026 Meeting of the ICRC This memorandum is to inform the ICRC of annexations that have been completed and are proposed in 2026. As of the date of this memo, two annexations have been completed in 2026, and there are two more annexations for Council consideration at the July 23, 2026 Council meeting. Staff will compile additional information for all completed and proposed annexations for submission as backup to the meeting for the Commission’s consideration for Council District assignment. Additionally, there are several disannexations pursuant to (89R) S.B. 1844 from Full Purpose to the Extraterritorial Jurisdiction (ETJ). However, once these disannexations are approved by City Council, the areas in question are officially removed from the respective Districts and do not require ICRC action.

Chair Gonzalez called the INDEPENDENT CITIZENS REDISTRICTING COMMISSION Meeting to order at 6:15 p.m. Prabhu Kannan (virtual) Dr. Sterling Lands (in-person) John McKiernan-Gonzalez (in-person) Patty Prado (in-person) Commissioners in Attendance: Luis Gonzalez, Chair (in-person) Selina Yee, Vice Chair (in-person) Joshua Blank (in-person) Erin Dempsey (virtual) Shaina Kambo (in-person) PUBLIC COMMUNICATION: GENERAL None present. APPROVAL OF MINUTES 1. Approve the minutes of the INDEPENDENT CITIZENS REDISTRICTING COMMISSION Regular Meeting on August 10, 2022. The minutes from the INDEPENDENT CITIZENS REDISTRICTING COMMISSION regular meeting on August 10, 2022 were approved without debate or objection on a 9-0 vote. DISCUSSION AND ACTION ITEMS 2. Discussion and possible action to assign recently annexed areas to City Council Districts Commissioner Dr. Sterling Lands moved to approve the district placement of annexation #1 Case No. C7L-2022-0001 Pilot Knob Limited Purpose Annexation Area into District 2. Commissioner Shaina Kambo seconded, and the motion was approved on a 9-0 vote. 1 INDEPENDENT CITIZENS REDISTRICTING COMMISSION MEETING MINUTES WEDNESDAY, SEPTEMBER 13, 2023 Commissioner John McKiernan-Gonzalez moved to approve the district placement of annexation #2 Case No. C7a-2022-0010 Water Quality Protection Lands-South Annexation Area into District 8. Commissioner Dr. Sterling Lands seconded, and the motion was approved on a 9-0 vote. Commissioner Joshua Blank moved to approve the district placement of annexation #3 Case No. C7a-2022-0009 Water Quality Protection Lands-North Annexation Area into District 8. Commissioner Dr. Sterling Lands seconded, and the motion was approved on a 9-0 vote. Commissioner Selina Yee moved to approve the district placement of annexation #4 Case No. C7a-2022-0008 Balcones Canyonlands Preserve-South Annexation Area into District 10. Commissioner Joshua Blank seconded, and the motion was approved on a 9-0 vote. Commissioner Dr. Sterling Lands moved to approve the district placement of annexation #5 Case No. C7a-2022-0007 Balcones Canyonlands Preserve-North Annexation Area into District 6, and Commissioner Joshua Blank seconded. Further debate on this motion was initiated by Commissioner Shaina Kambo. Commissioner Joshua Blank made a motion to amend and substitute the original motion replacing District 6 with District 10, seconded by Commissioner Dr. Sterling Lands, and was approved on a 9-0 vote. Annexation information, including an interactive map, is also available at https://austintexas.gov/page/annexation. As of the date of this memo, two annexations have been approved by City Council in 2026, and two additional annexation requests will be offered for Council consideration at the July 23, 2026, City Council meeting. Additionally, 29 disannexations have been approved in 2025-2026 pursuant to (89R) S.B. 1844 and four more disannexation petitions will be offered for Council consideration at the July 23, 2026, City Council meeting. In relation to single member districts: • There are four annexations to be considered by the ICRC for recommended District assignments. • There have been several disannexations from the Full Purpose to the Extraterritorial Jurisdiction (ETJ) since the last ICRC meeting. However, after these disannexations were approved by City Council, the areas in question were officially removed from the respective Districts and do not require ICRC action. Staff have compiled ordinance information as well as case numbers and other pertinent information for all completed and proposed annexations. Staff have also provided District recommendations for your consideration. Below is a list and location map of City of Austin annexations that have occurred since the ICRC last met on September 13, 2023. Please note that the ICRC did not meet in 2024 or 2025 as there were no new annexations completed or planned during those years. For 2026, there are four annexations for the ICRC to consider for recommended District assignments.
