INDEPENDENT CITIZENS REDISTRICTING COMMISSION MEETING MINUTES WEDNESDAY, SEPTEMBER 13, 2023 INDEPENDENT CITIZENS REDISTRICTING COMMISSION REGULAR MEETING DRAFT MINUTES WEDNESDAY, SEPTEMBER 13, 2023 The INDEPENDENT CITIZENS REDISTRICTING COMMISSION convened in a Regular meeting on WEDNESDAY, SEPTEMBER 13, 2023, at Permitting and Development Cener Room 2103 6310 Wilhelmina Delco Dr. in Austin, Texas. Chair Gonzalez called the INDEPENDENT CITIZENS REDISTRICTING COMMISSION Meeting to order at 6:15 p.m. Prabhu Kannan (virtual) Dr. Sterling Lands (in-person) John McKiernan-Gonzalez (in-person) Patty Prado (in-person) Commissioners in Attendance: Luis Gonzalez, Chair (in-person) Selina Yee, Vice Chair (in-person) Joshua Blank (in-person) Erin Dempsey (virtual) Shaina Kambo (in-person) PUBLIC COMMUNICATION: GENERAL None present. APPROVAL OF MINUTES 1. Approve the minutes of the INDEPENDENT CITIZENS REDISTRICTING COMMISSION Regular Meeting on August 10, 2022. The minutes from the INDEPENDENT CITIZENS REDISTRICTING COMMISSION regular meeting on August 10, 2022 were approved without debate or objection on a 9-0 vote. DISCUSSION AND ACTION ITEMS 2. Discussion and possible action to assign recently annexed areas to City Council Districts Commissioner Dr. Sterling Lands moved to approve the district placement of annexation #1 Case No. C7L-2022-0001 Pilot Knob Limited Purpose Annexation Area into District 2. Commissioner Shaina Kambo seconded, and the motion was approved on a 9-0 vote. 1 INDEPENDENT CITIZENS REDISTRICTING COMMISSION MEETING MINUTES WEDNESDAY, SEPTEMBER 13, 2023 Commissioner John McKiernan-Gonzalez moved to approve the district placement of annexation #2 Case No. C7a-2022-0010 Water Quality Protection Lands-South Annexation Area into District 8. Commissioner Dr. Sterling Lands seconded, and the motion was approved on a 9-0 vote. Commissioner Joshua Blank moved to approve the district placement of annexation #3 Case No. C7a-2022-0009 Water Quality Protection Lands-North Annexation Area into District 8. Commissioner Dr. Sterling Lands seconded, and the motion was approved on a 9-0 vote. Commissioner Selina Yee moved to approve the district placement of annexation #4 Case No. C7a-2022-0008 Balcones Canyonlands Preserve-South Annexation Area into District 10. Commissioner Joshua Blank seconded, and the motion was approved on a 9-0 vote. Commissioner Dr. Sterling Lands moved to approve the district placement of annexation #5 Case No. C7a-2022-0007 Balcones Canyonlands Preserve-North Annexation Area into District 6, and Commissioner Joshua Blank seconded. Further debate on this motion was initiated by Commissioner Shaina Kambo. Commissioner Joshua Blank made a motion to amend and substitute the original motion replacing District 6 with District 10, seconded by Commissioner Dr. Sterling Lands, and was approved on a 9-0 vote. Commissioner Gonzalez moved to approve the district placement of annexation #5 Case No. C7a-2022-0007 Balcones Canyonlands Preserve-North Annexation Area into District 10 and the motion was approved on a 9-0 vote. 3. Discussion and possible action to identify candidates to fill open seats on the commission Commissioner Joshua Blank moved to approve the candidate list to fill the open seats on the commission, and that the three seats be filled with the top three candidates on the list. Commissioner Dr. Sterling Lands seconded. Commissioner McKiernan-Gonzalez proposed to amend the original motion to add the clarification that the list be used sequentially to fill the seats should the initial candidates decline. The amended motion was approved on a vote of 9- 0. ADJOURNMENT Chair Gonzalez adjourned the meeting at 6:53 p.m. without objection. 2
