To: From: Date: MEMORANDUM Independent Citizens Redistricting Commission (ICRC) c/o Chair Luis Gonzalez Kate Castles, AICP, Principal Planner, Austin Planning – Jurisdictional Matters July 2, 2026 Subject: Status of City of Austin Annexations in 2026 This memorandum is to provide an update on annexations that have been completed and are proposed in 2026. Annexation information, including an interactive map, is also available at https://austintexas.gov/page/annexation. As of the date of this memo, two annexations have been approved by City Council in 2026, and two additional annexation requests will be offered for Council consideration at the July 23, 2026, City Council meeting. Additionally, 29 disannexations have been approved in 2025-2026 pursuant to (89R) S.B. 1844 and four more disannexation petitions will be offered for Council consideration at the July 23, 2026, City Council meeting. In relation to single member districts: • There are four annexations to be considered by the ICRC for recommended District assignments. • There have been several disannexations from the Full Purpose to the Extraterritorial Jurisdiction (ETJ) since the last ICRC meeting. However, after these disannexations were approved by City Council, the areas in question were officially removed from the respective Districts and do not require ICRC action. Staff have compiled ordinance information as well as case numbers and other pertinent information for all completed and proposed annexations. Staff have also provided District recommendations for your consideration. Below is a list and location map of City of Austin annexations that have occurred since the ICRC last met on September 13, 2023. Please note that the ICRC did not meet in 2024 or 2025 as there were no new annexations completed or planned during those years. For 2026, there are four annexations for the ICRC to consider for recommended District assignments. Full purpose annexation into Austin’s city limits has been authorized by Travis County Commissioners’ Court. The right-of-way property is currently located contiguous to Council District 2. Staff Recommendation: The staff recommendation is to assign the Ross Road ROW annexation area to District 2, as it is the only adjacent District. Page 4 of 7 Date: Subject: July 2, 2026 City of Austin Annexations 2026 Annexation #2: Case C7a-2026-0003 Name: Dog’s Head Annexation Ordinance: 20260521-060 Council Date: 5/21/2026 Effective Date: 6/1/2026 Annexation Type: ETJ to Full Purpose Proposed Future Land Use(s): Mixed Use Description: Approximately 2,614 acres of land in eastern Travis County, located between the Colorado River, US Highway 183, and State Highway 130. Full purpose annexation into Austin’s city limits has been requested for this property by the owner. The area is currently adjacent to Council Districts 1, 2 and 3. Staff Recommendation: The staff recommendation is to assign this annexation area to District 3. While the Dog’s Head annexation area is adjacent to both Districts 1, 2, and 3, it is geographically separated by the Colorado River from District 1, and the Colorado River portion of District 2 is the only area of contiguity for the Dog’s Head. District 3 provides true community contiguity to the southwest of the Dog’s Head. Furthermore, staff recommends against dividing this annexation area into multiple Districts in order to keep it together for the purposes of representation, as this area will be governed under one Development Agreement and future Regulating Plan, and shares common economic goals. Page 5 of 7 Date: Subject: July 2, 2026 City of Austin Annexations 2026 Annexation #3: Case C7a-2026-0004 Name: Dog’s Head ROW Annexation Ordinance: TBA Council Date: 7/23/2026 Effective Date: TBA Annexation Type: ETJ to Full Purpose Proposed Future Land Use(s): ROW (no changes from current land use) Description: Approximately 37.31 acres of right-of-way land, including portions of Hergotz Lane, Thompson Lane, Edwin Lane, Dalton Lane, and Ramirez Lane that are contiguous or connect to the City’s current full-purpose jurisdictional boundaries in East Austin. The right-of-way land is currently located in Austin’s extraterritorial jurisdiction and is contiguous and connecting to the recently annexed Dog’s Head area. The area is currently adjacent to Council Districts 2 and 3. Staff Recommendation: The staff recommendation is to assign the Dog’s Head ROW annexation area to District 3, similar to the Dog’s Head annexation (Annexation #2) recommendation above. Full purpose annexation into Austin’s city limits has been requested for this property by the owner. The area is currently contiguous to Council District 5. Staff Recommendation: The staff recommendation is to assign the 11819 IH 35 annexation area to District 5, as it is the only adjacent District. Page 7 of 7
