Committee Members in Attendance: Kris Bailey, Dick Kallerman, Lance Parisher, Channy Soeur, Bobak Tehrany. City of Austin Staff in Attendance: Liane Miller (Austin Transportation Department), Christina Romero, Aurora Pizano (Austin Water). CITIZEN COMMUNICATION The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three- minute allotment to address their concerns regarding items not posted on the agenda. None 1. APPROVAL OF MINUTES a. Approval of minutes from the December 18, 2019 Impact Fee Advisory Committee meeting. Committee Member (CM) Kallerman moved approval, CM Parisher seconded and the minutes were approved 4-0, with CM Soeur arriving after this action. 2. NEW BUSINESS a. Discussion and action on the water/wastewater Semi-Annual Impact Fee Report for April 1, 2019 through September 30, 2019 as set forth in the functions of the advisory committee, Austin City Code and Chapter 395.058 of the Texas Local Government Code. Christina Romero and Aurora Pizano presented the semi-annual Impact Fee Report, noting increases in fee revenue as compared to the same period from last year. Chair Bailey requested additional detail be provided in the report for impact fee waivers. Chair Bailey made a motion to approve the report with direction to bring information regarding the waivers back to the committee at its next meeting. The motion was seconded by CM Tehrany and passed 5-0. b. Committee discussion and possible approval of comments on the street impact fee study final draft report. Liane Miller discussed the schedule for the committee to review and approve the street impact fee study final report. The study will result in the maximum assessable fee for consideration in developing policy, which is ultimately a City Council decision. He provided the pre-credit draft report to the committee members and reviewed the contents, the first three sections of which were what City Council adopted on August 22, 2019. Mr. Whitacre presented various policy options for the committee’s consideration as they begin developing a recommendation for City Council. The committee discussed these various options. He also reviewed a draft schedule for the remainder of the study. Impact Fee Advisory Committee Page 2 of 2 2. She reiterated that the approach to using revenue to defease debt allowed for the 0% rate increase this year and that the debt service portion of the budget is historically low. Chair Bailey moved approval of the report. CM Parisher seconded and the motion passed 5-0. E. OLD BUSINESS 1. Staff update briefing on the street impact fee study. Box 1088 Austin, TX 78767 AustinWater.org MEMORANDUM To: From: Date: Subject: Martin Tower, P.E., Supervising Engineer, Austin Water Christina Romero, MSA, Financial Manager III, Austin Water October 9th, 2019 Semi-Annual Impact Fee Collections Report October 1, 2018 to March 31, 2019 The Semi-Annual Impact Fee Collections Report as of March 31, 2019 is attached for your reference. The report is based on financial information reported in the City’s accounting system, ADV3, and in AMANDA, one of the City’s accounts receivable systems. Water fees collected during this six-month reporting period were $873,065 higher than the amount collected during the October through March reporting period a year prior; wastewater fees collected were $235,019 higher than those collected during the same period one year ago. Interest earnings for the six-month period equaled $395,131. The combined utility impact fees collected, plus interest, during the six-month period totaled $15,487,282. Of this total, $11,236,300 was for water and $4,250,981 was for wastewater. Total combined utility impact fees collected, plus interest, since the adoption of the current ordinance on June 20, 1990, through March 31, 2019, equal $305,579,720. Of this total, $202,699,246 was collected for water and $102,880,474 was collected for wastewater. As of March 31, 2019, the cash balances in the water and wastewater impact fee funds were $37,365,115 and 10,989,219 respectively, for a combined total of $48,354,334. Discussion and action on the water/wastewater Semi-Annual Impact Fee Report for April 1, 2018 through September 30, 2018 as set forth in the functions of the advisory committee, Austin City Code and Chapter 395.058 of the Texas Local Government Code. Christina Romero (AW) presented the semi-annual impact fee report. AW is continuing to incorporate committee feedback to improve the readability of the reports, including a section for different types of waivers. She also reported that the utility is continuing to use impact fee revenue to defease debt, which contributed to a 0% increase in rates in this year’s budget. The committee commented on the significance of the 0% rate increase. Chair Bailey moved approval of the report. CM Parisher seconded and the motion passed 5-0. The report is based on financial information reported in the City’s accounting system, ADV3, and in AMANDA, one of the City’s accounts receivable systems. Water fees collected during this six-month reporting period were $231,311 higher than the amount collected during the April through September reporting period a year prior; wastewater fees collected were $737,829 higher than those collected during the same period one year ago. Interest earnings for the six-month period equaled $262,675. The combined utility impact fees collected, plus interest, during the six-month period totaled $16,659,530. Of this total, $12,060,898 was for water and $4,598,632 was for wastewater. Total combined utility impact fees collected, plus interest, since the adoption of the current ordinance on June 20, 1990, through September 30, 2018, equal $290,106,838. Of this total, $191,477,346 was collected for water and $98,629,492 was collected for wastewater. A combined total of $30.0 million of the fund balance was used to defease debt in the month of May 2018. Of this defeasance total, $20.0 million was used to defease water debt and $10.0 million was used to defease wastewater debt. Due to the defeasance of debt, there were no impact fee transfers in FY18 for debt service.As of September 30, 2018, Close II, the cash balances in the water and wastewater impact fee funds were $46,128,815 and $16,738,236 respectively, for a combined total of $62,867,052.
