This report is based on financial information reported in the City’s accounting and accounts receivable systems. Street Impact fees collected in the period from June 22, 2022, to November 4, 2024 totaled $12,393,383.. To date, no fees collected have been spent on eligible projects from the Street Impact Fee program. All SIF funding from Service Area G is programmed to fund Project GI- 11, the design and construction of a traffic signal at Berkman Drive at Patton Lane. All SIF funding from Service Area J is programmed for Project JI-52, roadway improvements on Johnny Morris Road. Service Area DT had the highest collection of fees in the period summarized in this memo ($1,794,738) and has the highest balance of cash for eligible projects. All service areas have now had fees collected, though Service Areas B and K have collected fewer than $10,500. The other fourteen services areas have all collected more than $150,000. Service Area J has an outstanding invoice total of more than $2,000,000. Service Areas K and P all have less than $50,000 in outstanding invoices. AN ORDINANCE AMENDING PART 2 OF ORDINANCE NO. 20201210-061 REMOVING DAY CARE CENTERS FROM COLLECTION RATE REDUCTIONS AND LOWERING THE COLLECTION RATE TO ZERO DOLLARS PER VEHICLE-MILE FOR DAY CARE CENTER LAND USES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: PART 1. FINDINGS. (A) Childcare costs have become a significant burden for families, with the average annual cost of daycare exceeding housing costs in many states. (B) High operational costs, particularly for wages and insurance, have led many day care providers to close or reduce services. The expiration of federal childcare stabilization funding has further strained the industry. (C) Despite the challenges, day care centers provide critical public benefits. They offer early education that can significantly improve a child’s future opportunities while enabling parents to work, which, in turn, benefits society at large. (D) Reducing the street impact fee for day care centers to zero would incentivize the building of more centers throughout the City thereby increasing opportunities for more families to obtain childcare and ultimately provide improved quality of life, greater economic opportunities and increased stability. (E) Reducing the street impact fee collection rate to zero would help achieve a substantial public good benefiting the City by promoting equity and supporting the needs of its residents. PART 2. All service areas have now had fees collected, though four services areas have collected fewer than $22,000. The other thirteen services areas have all collected more than $160,000. IMPACT FEE ADVISORY COMMITTEE RECOMMENDATION 20240213-001 Street Impact Fee (SIF) Exemptions for Day-Care Land Uses Date: 02/13/2024 Subject: Motioned By: Committee Member Channy Soeur Seconded By: Vice Chair Susan Turrieta Recommendation Exempt all day-care land uses from paying any Street Impact Fees. Description of Recommendation to Council According to Ordinance Number 20201210-061, Part 2(D)(4), developments intending to function as daycares are exempt from paying Impact Fees if their size is under 1,000 square feet. For developments ranging from 1,000 to 5,000 square feet, the fee is set at $608 per vehicle- mile. Any development exceeding 5,000 square feet must pay the complete Street Impact Fee according to their Service Area. The Impact Fee Advisory Committee recommends that Council amend this section of the ordinance by removing “Day Care Center” from the list of exempted land uses which have tiered reductions. Additionally, the Committee recommends the addition of Part 2(D)(7) stating the following: “For “Day Care Center” land uses per the LUVMET in all Service Areas, the collection rate is $0 per vehicle-mile.” Rationale: The purpose of these changes is to reduce the fee for all day cares, regardless of size, to zero, as there is a public benefit to incentivizing development of these types of facilities in all areas of the City.
