Electric Board APPROVED MINUTES The Electric Board convened in a Regular Called Board Meeting on September 15, 2021 at the Planning Development Center at 10:10 am. CITIZEN COMMUNICATION: There was no registration of citizens to speak at this Electrical Board. 2. APPROVAL OF MINUTES: The minutes from the August 18, 2021 regular called meeting was approved. Board member Pomikahl made a motion to approve the minutes as written, Board member King second the motion, and the motion passed 6-0. 2 DISCUSSION a. Austin Criteria Manual Update- No update. Next scheduled meeting with Austin Energy is in October. Staff did make aware to Austin Energy to invite the Electrical Board to this meeting. b. Tentative Interim Agreement- Vice. Chair Johnson updates the board that the Standard Council has approved the TIA and will incorporate itself into the NEC and become effective Sept 15, 2021. TDLR will possibly review this in or around 90 days and could quite possibly mirror the NEC has come up with as there is compatibility issues that would need to be resolved. c. Legislature Update- No updates as of now. Perhaps in October. d. Inspection Update on 2020 Code – DSD Commercial Electrical Supervisor Starrett has indicated no issues on the commercial side that has surfaced as well as residential. Questions and conversations did follow on the number of receptacles outlets are required or needed on kitchen islands. Discussion is still ongoing with residential DSD staff. e. DSD Permit Program-.Staff Mitchell Tolbert updated that there has been some minor edits in the program and that many permits that are being submitted online are being sent over to the inspection admin staff for issuance. Inspection staff will review the submittal and send them back for issuance with the service center. And those needing reviewed are being sent to plan review. Permit staff has had a few vacancies and have begun to fill those positions. There are still more positions to fill but staff are trying to get training to those who have come aboard and catch them up to speed before filling rest of those positions. f. Austin Criteria Manual Update- Commercial Electrical Supervisor Marty Starrett provide information to the board the topics of discussion: work in the flood plain, back feed into the network, change of ownership and edits and clearances to some tables in the criteria manual. Not much else was discussed and other topics of the meeting were shelved due to the metering department staff being absent. So not much else got discussed but are presently working on solar design criteria changes with AE and are discussing a new coalition agreement between AE and DSD involving solar. Chairman has put in the request for board members Johnson and himself to be involved at the next meeting due to many issues that he is hearing with scheduling of shutdowns and opening of meter and CT cans. b. Tentative Interim Agreement- Board member Johnson updated the board that the new TIA has passed panel 2 by a 12-1 vote and has pass the correlating committee by an l1-1 vote and awaits Standard council for the final vote. HBA are appealing to the standard council in the coming days to include their TIA that got voted down to include that all HVAC units not to be protected by GFCI until all details have been compromised. A ruling should be out by the end of the month which leaves the State of Texas free from protecting all HVAC units from GFCI. c. Legislature Update- Staff believes that this involves a house bill concerning contractor registration. DSD are in a process working out details for General Contractor registration. Board member Pomikahl nominates David Johnson as Vice Chair, board member Goss seconded the motion. Motion pass 6-0-1. Chairman Flores abstained from the vote. b. Austin Criteria Manual Update- Commercial Electrical Supervisor Marty Starrett gave his update to the board from the last quarterly meeting with Austin Energy. In that update, the two biggest discussion was meter location and main disconnect location. Other two topics that were discussed were metering operations and Commercial Multi-family unit’s solar systems. Austin Energy are beginning to enforce penalties if the meter is located at the transformer and not being within sight of that meter. This has become an Austin Energy design component issue and based on these enforcements, this has become a safety concerns for their workers. Board member Pomikahl express concerns as this could eventually be a huge cost issue and staff has encouraged if board members could express their concerns to this at the next quarterly meeting for input, if they are able to. If not, staff will meet with selected board members and gather their information for comment to AE. Residential Supervisor Eric Zimmerman also updated the board on the Distributed Interconnection Guide (DIG), which is a solar criteria manual that is line with the Criteria Manual. They are in the process of reviewing and re-writing of that manual and one of the items that has come up, AE is considering solar PV as a service and classify it as a service to prevent homeowners from pulling a homestead permit. …

Criteria Manual Update- Commercial Electrical Supervisor Marty Starrett updated board members that DSD Staff met with Austin Energy back on Jan 21st. In that meeting AE discussed some new post design criteria manual changes. Here are some of those changes even though awaiting feedback from DSD: On underground, would require either rigid or scheduled 80 but added a change where you can use scheduled 40 if it was concreting casing. Fees for affordable housing waivers- A.E line extension fees. Conductor clearances on overhead multiplex lines for buildings. Added code changes to NEC 230.85 and 230.71- Emergency disconnects and 6 handle rule removal but later removed it from the code language and just put references to those codes. Made edits to their temporary figures to show main breakers in panels based on the NEC article 230.71 but DSD suggested since edits are being made to remove grounding details. DSD also suggested to add grounding to represent City of Austin electrical code for grounding electrode conductor requirements. AE accepted this. DSD also requested for removal the previously inspected homebuilders loop being allowed to be connected without a permit or inspections to be removed from the Criteria Manual. AE agreed to that removal. Discussion on creating a new flowcharts for design and construction for electrical utilities. As far as the point of attachment (service), staff felt that AE was putting this on the back burner for later. b. Inspection Update on …
