Board member Goss second the motion, motion passed 7-0. 2 DISCUSSION a. Election of Officers- David Johnson nominated Gabe Flores as Chair, Delwin Goss seconded the Motion. Board member Pomikahl nominates David Johnson as Vice Chair, board member Goss seconded the motion. Motion pass 6-0-1. Chairman Flores abstained from the vote. b. Austin Criteria Manual Update- Commercial Electrical Supervisor Marty Starrett gave his update to the board from the last quarterly meeting with Austin Energy. In that update, the two biggest discussion was meter location and main disconnect location. Other two topics that were discussed were metering operations and Commercial Multi-family unit’s solar systems. Austin Energy are beginning to enforce penalties if the meter is located at the transformer and not being within sight of that meter. This has become an Austin Energy design component issue and based on these enforcements, this has become a safety concerns for their workers. Board member Pomikahl express concerns as this could eventually be a huge cost issue and staff has encouraged if board members could express their concerns to this at the next quarterly meeting for input, if they are able to. If not, staff will meet with selected board members and gather their information for comment to AE. Residential Supervisor Eric Zimmerman also updated the board on the Distributed Interconnection Guide (DIG), which is a solar criteria manual that is line with the Criteria Manual. They are in the process of reviewing and re-writing of that manual and one of the items that has come up, AE is considering solar PV as a service and classify it as a service to prevent homeowners from pulling a homestead permit. …

Criteria Manual Update- Commercial Electrical Supervisor Marty Starrett updated board members that DSD Staff met with Austin Energy back on Jan 21st. In that meeting AE discussed some new post design criteria manual changes. Here are some of those changes even though awaiting feedback from DSD: On underground, would require either rigid or scheduled 80 but added a change where you can use scheduled 40 if it was concreting casing. Fees for affordable housing waivers- A.E line extension fees. Conductor clearances on overhead multiplex lines for buildings. Added code changes to NEC 230.85 and 230.71- Emergency disconnects and 6 handle rule removal but later removed it from the code language and just put references to those codes. Made edits to their temporary figures to show main breakers in panels based on the NEC article 230.71 but DSD suggested since edits are being made to remove grounding details. DSD also suggested to add grounding to represent City of Austin electrical code for grounding electrode conductor requirements. AE accepted this. DSD also requested for removal the previously inspected homebuilders loop being allowed to be connected without a permit or inspections to be removed from the Criteria Manual. AE agreed to that removal. Discussion on creating a new flowcharts for design and construction for electrical utilities. Informational Note: Power conversion equipment is the term used to describe components that are used in HVAC equipment that is commonly referred to as a Variable speed drive. Use of power conversion equipment to control compressor speed differs from multi-stage compressor speed control. Exception: Ground-fault circuit-interrupter protection shall not be required on lighting outlets other than those covered in 210.8(C). Statement of the problem and substantiation for the TIA This expansion of GFCI protection in the 2020 NEC to cover exterior outlets on dwelling units other than just those rated 125V is a necessary enhancement to safety. Code Making Panel 2 supported the expansion of GFCI protection to cover outdoor outlets rated 250V based on the electrocution of a young boy who came in contact with the energized enclosure of an outdoor HVAC unit. However recent field experience with new installations performed in accordance with the 2020 NEC has demonstrated some random opening of the GFCI devices protecting ductless mini splits. It has also become apparent that random opening may also occur with other equipment employing power conversion equipment controlling the speed of the compressor. This adoption would include ductless mini splits, HVAC units and other conversion equipment to control compressor speeds. The purpose of the TIA is to provide time for the electric industry to comprehend the field tripping on ductless mini splits and any unit containing power conversion equipment. Board makes the motion to adopt the TIA as written. Board member Johnson make a motion to accept the TIA as presented for the delay and requiring the HVAC to GFCI to be protected on dwellings until Jan 1, 2023. B&C MEETING INSTRUCTIONS As we temporarily transition to remote meetings, the following is how we propose meetings be conducted until further notice: MEETING • There will be no General Citizen Communication. • Date and start time of meetings will vary, they will not follow the approved time/date approved • Time for each meeting will be limited to an hour and a half, unless arrangements have been for the year. made in advance. • All Members will attend remotely. o A quorum of members, at least, must attend remotely to convene and conduct business. • The Board or Commission can handle all items, even if they are discussion items. • Chair will do Roll Call; attendance and votes should be taken verbally. In addition to the training video, we have included some must have information about how to change your meeting view to a grid view, so that you can see everyone on one screen.
