AARC Workgroup meeting 10/12/2012, Noon Meeting Notes Attendees: Laura Esparza (PARD), Sona Shah (AARC/PARD), Bianca Xoyamayagua-Galvan (AARC/PARD), Jae Kwon (AARC/PARD), David Nicks (PWD), Christina Bies (PARD), Vince Cobalis (AAQL/Workgroup Chair), Kirk Yoshida (AAQL Chair), Schiller Liao (NAAO, community member), Thuy Nguyen (community member), Phil Hoang (community member), Debasree Dasgupta (NAAO, community member)  NAAO Donor Wall – Schiller Lao visited on-site with AARC staff. Staff will put in a work order to power wash the wall (they already power washed the rest of the Zen Garden). Tiles were originally designed to lay on the wall, but it’s difficult to keep them adhered to the wall. Propose changing tiles to aluminum, or something else lightweight and durable. This is also an opportunity for NAAO to increase the number of tiles for future AARC expansion. Schiller will follow-up on getting a contractor to work on the new tiles.  Staff transition and current vacancies - Sona Shah is moving to a new position as Equity and Inclusion Manager at PARD reporting directly to the PARD Director. Congratulations, Sona!!! - AARC has 4 full-time permanent position vacancies (including Sona) and they’ve been filling in with temporary or acting staff. Working through Human Resources at PARD is challenging, since they also have vacancies. Bianca will share job postings for these positions, so Workgroup members can help recruitment efforts. City Human Resources had a designated space at AARC on Wednesdays pre-pandemic to assist people with job assistance. HRD is currently assisting job seekers at three different locations, including Workforce Solutions Capital Area (North) 9001 N IH 35, Suite 110A, 78753. See flyer for more information.  Update on re-opening and program updates  Still have HR presence, but off site see note above. AARC is publicizing this via newsletter. Need to get their reports.  AARC is open to the public by appointment only. Limited senior programs on site, continuing to do virtual and in-person events.  Stories with our Elders series started last Saturday, good attendance with 33 participants and 17 kids.  Four exhibits installed at AARC, hosting in person fall exhibit reception on October 22, 2021.  Hosting an archiving series for the family - Stories from the South starts October 16th will be virtual.  Discussed the possibility of creating a series of workshops that can help elders, or their caregivers, navigate the systems: e.g. Medicare/Medicaid, Health Insurance, etc.  Phase …

Ly | Binh.Ly@austintexas.gov Gunjen Mittal | Gunjen.Mittal@austintexas.gov Report Summary COVID-19 is a global pandemic and was declared a local disaster in Austin on March 6, 2020, by Mayor Steve Adler. Austin Public Health (APH) has been leading this emergency response for over a year and a half. A mass response was needed to set up large scale testing and vaccination operations. At the same time, an intersecting response emerged with focused outreach on communities who often bear the brunt of disasters. This situation is tied to race, socio-economic, and immigration status and is often called the social determinants of health. Under this framework, the Asian Pacific Islander (API), Hispanic/Indigenous/Latinx, and Black/African Diaspora, Senior and Faith-Based Task Forces were created. Each of these task forces focuses on ensuring that the City’s response is based on equity and shifting from a one-size fits all approach to employing strategies that address systemic gaps and barriers faced by specific communities. This report highlights effective strategies and activities of the API Task Force. Perhaps more importantly, this report presents identified opportunities to implement tested processes and continuing successful engagement of the Asian Pacific Islander (API) communities residing in Austin/Travis County. During the COVID-19 response, the API Task Force employed four strategies to reach the API Community: • Built community by deepening relationships and collaborations among sister departments, community leaders, and community-based organizations. • Built translation, interpretation, and bilingual direct service capacity internally, within the • COVID Response, and externally, in coordination with community leaders and organizations, to make services accessible. Innovated ways of distributing reliable, culturally, and linguistically pertinent information to the API community, especially after stay-at-home orders were in place and in-person outreach was no longer an option. • Addressed urgent needs with the rise in Anti-Asian violence and harassment and the need for culturally and linguistically appropriate mental health services. This report will provide context to opportunities for APH to operationalize successes and lessons learned. …

CH Pandemic Equity Checklist PANDEMIC EQUITY COMMITTEE MEMO RECOMMENDATIONS CHECKLIST SHORT‐TERM ITEMS Disaster Preparedness (HSEM ) Allocate $100,000 to the Emergency Operations Center (EOC) for translations, interpretations, and emergency communications to non‐English speaking communities. (CPIO/HSEM) Revise existing standard operating procedures (SOPs) or develop new ones that ensure communications are translated into Spanish, the five most spoken Asian languages, and any additional necessary languages, as well as use methods and tools that facilitate the dissemination of information to hard‐to‐reach communities. (HSEM/APH) Develop and/or review after‐action reports about previous Austin disasters to determine what lessons can be gleaned and adjust the Plan accordingly. (HSEM) Update the Plan’s Hazard Risk Index to include civil unrest. M E M O R A N D U M TO: Austin Mayor, City Council Members, and City Manager FROM: Central Health Equity Policy Council - Pandemic Equity Committee (Brandon Wollerson, Catalina Berry, Emily Zhang, Iliana Gilman, Kristin duBay Horton, Matthew Jeans, Nora Comstock, Patricia Hayes, Raul Alvarez, Vanessa Sarria, and Vince Cobalis) DATE: XXXXXX, 2021 SUBJECT: Recommendations for Identifying and Addressing Inequities in Disaster Preparedness, Disaster Response and Post- Disaster Community Healing and Recovery As we begin to approach the end of this global pandemic, we’d like to recognize the work that has been undertaken by the City of Austin to help our community navigate it, including the strong collaboration that has taken place between community organizations and entities responsible for disaster response. The nation was hit last year with a crisis for which we were ill-prepared, and the healing that is ahead of us will be yet another challenge. In addition to showing us how interconnected our lives are, this pandemic has shown us the significant challenges that our society and our local community are facing. The COVID-19 pandemic has highlighted the inequities People of Color, including Asian American, Black, Indigenous, and Hispanic/Latino Communities, and other historically marginalized populations (including, but not limited to LGTBQIA, the elderly, remote geographically, people living with disabilities) experience daily and the opportunities for the City to adequately prepare for disasters. It is imperative that these inequities be addressed prior to any subsequent catastrophe. Before getting too deep into the analysis, it is important to note that disparate outcomes during the pandemic for People of Color and low-income families could have been significantly lessened, if there was equitable access to health care/insurance, technology, and economic opportunity in our community. In December 2020, Central Health’s Equity Policy (CHEP) Council convened the Pandemic Equity Committee to assess health outcomes related to the pandemic and develop recommendations to help ensure that decision-making regarding our community’s disaster preparedness, disaster response, and post-disaster community healing and recovery meaningfully accounts for existent and emergent disparities experienced by People of Color, including Asian American, Black, Indigenous and Hispanic/Latino Communities, and other historically marginalized populations. Recommendation The Asian American Quality of Life Advisory Commission recommends that the “Equitable Chamber Funding Model,” developed by the City of Austin’s Economic Development Department (EDD), consider factors that do not disproportionately impact the Greater Austin Asian Chamber of Commerce (GAACC) Description of Recommendation to Council WHEREAS, the Asian American Quality of Life (AAQoL) Advisory Commission was created to advise the City Council on issues related to the Asian American Resource Center and provide on-going guidance and support for the City's Asian American Quality of Life Initiatives, and WHEREAS, EDD is developing an “Equitable Chamber Funding Model” for funding Multi-Ethnic Chamber Alliance (MECA) Chambers, and WHEREAS, Asian Americans are the fastest growing population in Austin/Travis County, which should result in higher Race/Equity Factor portion of the funding model, and WHEREAS, the funding model should include a “language factor” for which the GAACC should be credited for supporting over 20 Asian languages in their operations, and WHEREAS, the GAACC is instrumental in attracting international business investment and trade to Austin, and WHEREAS, in recent years, the GAACC has helped address increasing violence against Asian Americans and Asian American businesses, and WHEREAS, many immigrants are first generation business owners in need of support from GAACC, and WHEREAS, refugees may be more likely to open businesses, instead of applying for jobs, due to hiring qualifications and language barriers, and WHEREAS, at the February 4, 2021, City Council meeting, Councilmember Alter pointed to weaknesses in the “Funding Model,” suggesting that it should be modified to include: (1) meaningful language factors, (2) updates based on current census data, and (3) no disproportionate reduction in funding existing Chambers, and WHEREAS, on March 25, 2021, Council directed City staff to consult with the Chambers in advancing economic opportunity in Austin and submit a base funding model to Council by November 2021. NOW, THEREFORE BE IT RESOLVED that the AAQoL Advisory Commission supports adjusting certain equity factors in the EDD “Equitable Chamber Funding Model” as directed by City Council to include a meaningful “language factors” and more focus on support for businesses than household income, and BE IT FURTHER RESOLVED that the Commission recommends limiting the disproportionate fiscal impact to the GAACC, estimated to be $48,000 annually.

2020‐2021 Budget Recommendations Root Cause Analysis – Asian perspective missing from equity initiatives Story: What did you hear from the community? Recent events including the ongoing pandemic, Winter Storm Uri, and rising anti‐Asian violence have brought to the surface the many challenges facing the Asian community in Austin. During Winter Storm Uri, there were few protocols in place to get translated materials out to the community regarding cold weather resources, water and food distribution, and the recovery process. While the community volunteers stepped in to provide the much‐needed translations, much of the work was not completed until five days after the initial power outages. Issues around equity go far beyond lack of access to information and resources due to limited English proficiency of some community members. A significant percentage of Austin’s Asian American community are first generation immigrants from many disparate regions. These immigrant communities have a different set of needs, including access to legal services and navigating the health care system, from second generation+ Asian Americans. Problem: What is the problem you identify? In a few short years, the Equity Office team, in coordination with the Joint Inclusion Committee (JIC), has made great strides in by providing equity training to City staff and others, implementing new equity‐ based programs, providing leadership during the Reimagining Public Safety process, and much more. However, due to a lack of capacity, the Equity Office has been unable to take on additional initiatives for the Asian American Community. Moreover, with anti‐Asian American violence on the rise, it is imperative that the City place additional focus ensuring their safety as well as all BIPOC communities in Austin. How does the problem show up in your community? Who is most impacted by the problem? Although Asian Americans are the fastest growing community in Austin, department‐level data consistently shows a low participation rate in many City programs and services. In addition, there are hard‐to‐reach pockets of immigrants that stand to benefit from increased access to City services. Lack of knowledge about City services and language barriers are contributing factors and require a set of outreach strategies to overcome. The stakes are even higher during an emergency event when a lack of access to services and information can have potentially deadly outcomes. It is intended to provide a place to empower Austin’s diverse communities through cultural understanding and life-enhancing opportunities. Community Engagement defined by COA Community Engagement is the practice of directly involving the community in a decision-making process. Community engagement can take many forms and approaches, but broadly speaking is a practice that aims to recognize the importance of public input to the development of public policies, decision- making and planning. Recommendation The Asian American Quality of Life Advisory Commission recommends that the “Equitable Chamber Funding Model,” developed by the City of Austin’s Economic Development Department (EDD), consider factors that do not disproportionately impact the Greater Austin Asian Chamber of Commerce (GAACC) Description of Recommendation to Council WHEREAS, the Asian American Quality of Life (AAQoL) Advisory Commission was created to advise the City Council on issues related to the Asian American Resource Center and provide on-going guidance and support for the City's Asian American Quality of Life Initiatives, and WHEREAS, EDD is developing an “Equitable Chamber Funding Model” for funding Multi-Ethnic Chamber Alliance (MECA) Chambers, and WHEREAS, Asian Americans are the fastest growing population in Austin/Travis County, which should result in higher Race/Equity Factor portion of the funding model, and WHEREAS, the funding model should include a “language factor” for which the GAACC should be credited for supporting over 20 Asian languages in their operations, and WHEREAS, the GAACC is instrumental in attracting international business investment and trade to Austin, and WHEREAS, in recent years, the GAACC has helped address increasing violence against Asian Americans and Asian American businesses, and WHEREAS, many immigrants are first generation business owners in need of support from GAACC, and WHEREAS, refugees may be more likely to open businesses, instead of applying for jobs, due to hiring qualifications and language barriers, and WHEREAS, at the February 4, 2021, City Council meeting, Councilmember Alter pointed to weaknesses in the “Funding Model,” suggesting that it should be modified to include: (1) meaningful language factors, (2) updates based on current census data, and (3) no disproportionate reduction in funding existing Chambers, and WHEREAS, on March 25, 2021, Council directed City staff to consult with the Chambers in advancing economic opportunity in Austin and submit a base funding model to Council by November 2021. NOW, THEREFORE BE IT RESOLVED that the AAQoL Advisory Commission supports adjusting certain equity factors in the EDD “Equitable Chamber Funding Model” as directed by City Council to include a meaningful “language factors” and more focus on support for businesses than household income, and BE IT FURTHER RESOLVED that the Commission recommends limiting the disproportionate fiscal impact to the GAACC, estimated to be $48,000 annually.
