1807 E Cesar Chavez - Historic Committee Review David Rudick, President, Rud Capital Executive Summary Rud Capital is looking to expand create a unified development plan between 1803, 1805, and 1807 E Cesar Chavez to create a multi-family development. Given the potential historic tax exemption available on 1807 E Cesar Chavez we are looking to preserve 1807 and renovate it to be a boutique hotel to be rented in its entirety for large group gatherings with the option for small events. The property was run as a youth hostel up until the pandemic led them to go out of business. The property was purchased by Rud Capital in November 2021 with the goal of folding it into the unified development parcel along with the adjacent properties. In 2023 after talking with city and realizing this property could get a standalone hotel license we decided to pivot and restore and renovate the property. Unfortunately during late ‘22 and ‘23 the property began to get vandalized and had some of its structural integrity damaged and compromised including: decking, railings, and siding. The property was repaired by Chris Pisculli. Now with the help of designer Leah Flippen from Luminary Designs we are looking to go beyond these repairs and revive the historic Victorian like charm into a functioning event and lodging hotel called Maison Rêve (House of Dreams) for the benefit of local Austinates and visitors to enjoy. We are Excited to work together with historic commission on bringing out this beautiful landmark house back to life. We also wanted to to note we have successfully completed similar types of historic preservation projects including 4004, 4006, and 4008 Avenue C which won the Austin Preservation Award in 2019. ENVIRONMENTAL COMMISSION MOTION 20240605-003 Date: June 5, 2024 Subject: Bird-friendly design and building solutions Motion by: Jennifer Bristol Seconded by: Perry Bedford RATIONALE: WHEREAS, the Environmental Commission was given a presentation about Bird Safe Design by Heidi Trudell, Bird Safe Design Specialist with support from Travis Audubon; and WHEREAS, the Environmental Commission recognizes the City of Austin was named a Bird City in February 2023; and WHEREAS, the Environmental Commission recognizes that over 400 species of birds reside or migrate through Travis County every spring and fall. Both endangered species and species of concern both utilize the Central Flyway and geological way finders of the Balcones Escarpment and Colorado River during their migration; and WHEREAS, the Environmental Commission recognizes the hills of Austin and Travis County are home to the endangered Golden-cheeked Warbler and threatened Black-capped Vireo; and WHEREAS, the Environmental Commission recognizes the City of Austin benefits from the annual $1.8 billion generated from bird tourism in Texas; and WHEREAS, the Environmental Commission recognizes birds colliding with poorly designed buildings results in up to 2 million birds dying in the US every year; and WHEREAS, the Environmental Commission recognizes that more than 30 cities have adopted bird-safe design practices into their code and/ or practices. However, no city in Texas has yet to adopt these design practices, which means Austin could lead the way; and WHEREAS, the Environmental Commission recognizes that habitat loss for nesting and wintering birds also has a negative impact; and WHEREAS, the Environmental Commission recognizes that the loss of insects due to the use of pesticides, diminishes food supply for birds. THEREFORE, the Environmental Commission recommends the City of Austin take the following actions: 1 1. The Environmental Commission will form a working group to study best practices and make recommendations about what code changes could be made to support bird-safe design. 2. The Environmental Commission requests that Council pass a resolution directing staff to support the working group. 3. The City will strive to be the FIRST city in Texas to be a bird-safe design city. 4. City of Austin will continue to require all new construction or remodels of both low-rise and high-rise buildings utilize, at a minimum, bird-friendly glass and downcast, Dark Skies lighting. 5. RECOMMENDATION Commission for Women Recommendation Number 20240605-005: Affordable Child Care WHEREAS, the Commission for Women (“Commission”) of the City of Austin (“City”) serves as an advisory body that advocates for and inspires the City Council (“Council”) and City Manager to prioritize women’s quality of life, so that Austin becomes the most equitable city in the nation for women and girls; and WHEREAS, for decades, families in Austin and Travis County have struggled to find affordable, quality child care and afterschool and summer programming for children birth to high school graduation (henceforth referred to as “child care”); and WHEREAS, child care is the highest expense for families after housing in Travis County, and one year of child care costs more than one year of tuition at the University of Texas at Austin; and WHEREAS, the current waiting list for families with low income who need child care subsidies has more than 4,600 children on it, enrollment is closed, and there is now a 2-year waiting list period; and WHEREAS, child care costs are out of reach for many families in Austin and Travis County. While families cannot afford the current prices, child care tuition rarely covers the true cost of providing a high-quality program. Costs for quality child care programs (including paying staff a living wage) have increased but families cannot afford to pay more; and WHEREAS, the child care and out-of-school time workforce, predominantly women of color, earns less than a living wage resulting in high turnover (over 30% annually) and under-staffed programs serving fewer children and cutting hours. Turnover hurts children and creates stress for families; and WHEREAS, families rely on affordable quality child care to participate in and complete education, training programs, or the workforce; and WHEREAS, child care and out of school time challenges particularly impact individuals and communities of color that have been historically excluded from economic prosperity: • 81% of children under age 6 receiving child care subsidies in Travis County are Black, Hispanic, or non-white/multi-racial • The share of Travis County children under age 6 in working families who have parents working nontraditional hours is 47.1% Black and 42.1% Hispanic • The child care workforce in Texas is overwhelmingly female and 62% are either Black or Hispanic; and WHEREAS, a local investment in affordable quality child care and out of school time programs will result in better outcomes for children, greater workforce participation, family …

Update on the 2024 Women’s Hall of Fame Ceremony and Reception. Vice Chair Bullard provided a summary of the ceremony and reception. DISCUSSION AND ACTION ITEMS 3. Approve the creation of a Women’s Hall of Fame Recognition Working Group, define the scope and approve membership. The motion to approve the creation of a Women’s Hall of Fame Recognition Working Group was approved on Vice Chair Bullard’s motion, Chair Tau’s second on a 7-0 vote. Commissioners Bissereth, Glasser, Melendez and Rattan were absent. The Recognition Working Group for the 2025 Hall of Fame will establish timeline and goals for 2025 Hall of Fame, including but not limited to: • reviewing and updating nomination process and application • determine marketing plan for nomination process and Hall of Fame event • updating Commissioner review process • determine date for applications/nominations to go live and when they will close. • determine date for 2025 Hall of Fame • continue collaboration with D3 office to prepare for Hall of Fame • expected final result will be 2025 Hall of Fame event. Chair Tau and Vice Chair Bullard volunteered to join the 2025 Hall of Fame Recognition Working Group. 4. Election of primary and backup representatives to the Joint Inclusion Committee. She stated she felt the MACC was not fulfilling their mission, commenting that there was a lack of arts and cultural advocating for the Latinx community in their programming and events by not providing musical experiences and cultural activities. She believed with the new budget, the board would have an opportunity to make sure they were implementing a way to bring back Chicano, Mexican American, and Tejano music when planning future events. She commented that they should start by creating working groups that would allow the community to be involved in sharing their ideas to provide transparency and inclusiveness and felt it was important not to make decisions based on statistics and surveys only. She also let the board know they were doing a great job and she supported them but felt there was a gap that needed to be fixed. Speaker 2: Anna Maciel, former ESB-MACC Advisory Board Member signed up to speak on agenda item 3, “Presentation by Heidi Tse, Capital Delivery Project Manager and Miro Rivera Architects in collaboration with Tatiana Bilbao Studios on Phase 2 Construction Project Updates” and item 5, “Update on Awards of Excellence Working Group”.
