The project is participating in the Art in Public Places program. REQUEST: This site is zoned P (Public) and is greater than one acre in size; therefore, a Conditional Use Permit is required, according to the Land Development Code (Section 25-2-625). SUMMARY STAFF RECOMMENDATION: Staff recommends approval of this site plan. Proposed improvements include three buildings (a 3,270 SF restroom pavilion and two picnic pavilions), parking, playgrounds, water service connections, and on-site stormwater and water quality infrastructure. The site is under the City of Austin’s Full Purpose jurisdiction and is located within three suburban watersheds: Elm Creek, Colorado River, and Walnut Creek. The site features diverse vegetation types and natural topography with slopes ranging from 2% to over 35%. No heritage trees are located within the limit of construction, and the project does not encroach upon the 100-year FEMA floodplain. No critical environmental features or hydrologic features were identified within the Phase 1 LOC. Stormwater from Phase 1 will be discharged to two study points. A detention pond is proposed at Study Point 1 to manage runoff from rooftops and pavement, with overflow from five rain gardens draining into the pond. Modeling confirms peak discharge rates for 2-, 10-, 25-, and 100-year storm events will not exceed pre-development conditions, therefore preventing adverse off-site impacts. Five rain gardens are placed throughout the phase 1 LOC to treat stormwater from impervious surfaces. Overflow of four of these rain gardens will be directed to the detention pond via riser boxes or earthen outfalls. Calculations demonstrate compliance with City of Austin water quality requirements. Water service is provided by an 8” Austin Water main along FM 969. The site will include an 8” fire line and 2.5” domestic line, with separate meters for domestic and irrigation use. Two new hydrants are proposed to meet IFC 2021 code. Wastewater service will be via an on-site sewage facility (OSSF), as no city sewer connection is within 100ft of the property. Standard temporary erosion and sedimentation controls will be in place during construction, including a stabilized entrance and re-vegetation measures post-construction, following City of Austin standards.
