Water & Wastewater Commission Regular Meeting Minutes January 12, 2022 APPROVED: February 16, 2022 The Water and Wastewater Commission convened in a regular called meeting on January 12, 2022, at Austin Energy Headquarters, 4815 Mueller Boulevard in Austin, Texas. CITIZEN COMMUNICATION: GENERAL There were no registered speakers for Citizen Communication. A. APPROVAL OF MINUTES The minutes from the December 1, 2021, Water and Wastewater Commission regular called meeting were approved on a 6-0 vote on Commissioner Penn’s motion and Commissioner Michel’s second with Vice-Chair Castleberry and Commissioner Turrieta abstaining, and Commissioners Atallah and Williams absent and one vacancy. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to negotiate and execute a contract with ETC Institute to provide survey services, for a term of five years for a total contract amount not to exceed $4,500,000. Austin Water’s requested authorization is $200,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s The City of Austin is committed to compliance with the American with Disabilities Act. Recommend approval to award two contracts with Beard Integrated Systems, Inc., and SI Mechanical LLC for plumbing services, each for a term of five years in an amount not to exceed $37,475,000 divided among the contractors. Austin Water’s total requested authorization is $1,250,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Michel’s motion and Commissioner Turrieta’s second with Chair Lee abstaining and Commissioners Atallah and Williams absent and one vacancy. 3. Recommend approval to award a contract with D.H. Pace Company, Inc. d/b/a Door Control Services for automatic door maintenance, repair, replacements, and inspection services, for a term of five years in an amount not to exceed $2,550,000. Austin Water’s total requested authorization is $1,250,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second and Commissioners Atallah and Williams absent and one vacancy. 4. Recommend approval to negotiate and execute various multi-term cooperative contracts to provide vehicles and equipment, each for up to three years for total contract amounts not to exceed $966,000 divided among the contractors. Austin Water’s total requested authorization is $120,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second and Commissioners Atallah and Williams absent and one vacancy. 5. Recommend approval to negotiate and execute a contract with KorTerra, Inc. to provide application service provider hosting services for underground utility location, for a term of five years in an amount not to exceed $400,000. Austin Water’s requested total authorization is $195,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second and Commissioners Atallah and Williams absent and one vacancy. 6. Recommend approval to award a contract with Polydyne Inc. to provide cationic polymer for a term of five years, in the amount not to exceed $2,739,200. Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second and Commissioners Atallah and Williams absent and one vacancy. 7. Recommend approval to award and execute a construction contract with Matous Construction, Ltd., for the Hornsby Bend Biosolids Management Plant Centrifuges project in the amount of $11,136,000 plus a $1,113,600 contingency, for a total contract amount not to exceed $12,249,600. (ETJ) Recommended by the Water and Wastewater Commission on a 6-1 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second and Commissioner Moriarty voting no, Commissioner Penn recusing and Commissioners Atallah and Williams absent and one vacancy. 8. Recommend approval to award and execute a construction contract with Udelhoven, Inc. for the Southland Oaks Lift Station Wetwell Conversion & Hills of Bear Creek Lift Station Jib Crane Installation project in the amount of $1,789,505.00 plus a $178,950.50 contingency, for a total contract amount not to exceed $1,968,455.50. (District 8 and ETJ) Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second and Commissioners Atallah and Williams absent and one vacancy. C. REPORTS BY COMMISSION SUBCOMMITTEES 1. Update from Joint Sustainability Committee – No report was given as Commissioner Williams was not present. 2. Update from the Austin Integrated Water Task Force – Commissioner Moriarty provided an update and shared that Austin Water staff provided a water supply outlook and an overview of Water Forward’s 2018 implementation progress that included updates on the aquifer storage and recovery pilot. Work is underway to update Water Forward 2024. 1. Discussion of administrative matters. Chair Lee reminded commissioners that with vacancies, it is important for commissioners to confirm attendance prior to meetings to sustain a quorum. 1. Discussion of future agenda items. Chair Lee confirmed that the February agenda would include a briefing on Austin Water’s strategy for applying for new federal infrastructure funds. D. OTHER BUSINESS E.
