Water & Wastewater Commission Regular Meeting Minutes Approved August 21, 2020 July 15, 2020 The Water and Wastewater Commission convened in a regular meeting on July 15, 2020 via videoconference in Austin, Texas. CITIZEN COMMUNICATION None. A. APPROVAL OF MINUTES The minutes from the June 8, 2020 Water and Wastewater Commission special called meeting were approved on a 9-0 vote on Commissioner Turrieta’s motion and Commissioner Penn’s second with Commissioner Parton absent. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to award two multi-term contracts with Texas Disposal Systems, Inc. and Balcones Recycling Inc., to provide trash, recycling, and organics collection services for City facilities, each for up to five years for total contract amounts not to exceed $7,500,000, divided between the contractors. Austin Water’s requested authorization is $480,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s Motion and Commissioner Castleberry’s Second with Commissioner Parton absent. 2. Recommend approval to award and execute a construction contract with Santa Clara Construction Ltd. (MBE) for Harmon Avenue Area Waste and Wastewater System Renewal in the amount of $3,153,642 plus a $315,364 contingency, for a total contract amount not to exceed $3,469,006. Recommend approval to award and execute a construction contract with Westar Construction, Inc. for the Glenlake Pump Station Bypass Improvements project in the amount of $672,760.50 plus a $67,276.05 contingency, for a total contract amount not to exceed $740,036.55 (Districts 6 and 10). Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s Motion and Commissioner Castleberry’s Second with Commissioner Parton absent. 4. Recommend approval to negotiate and execute a professional services agreement with AECOM Technical Services, Inc. (staff recommendation) or one of the other qualified responders for Request for Qualifications Solicitation No. CLMP300 to provide engineering services for the Walnut Creek Wastewater Treatment Plant Expansion to 100 Million Gallons Per Day in an amount not to exceed $15,000,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Lee’s Motion and Commissioner Turrieta’s Second with Commissioners Penn and Ho recusing and Commissioner Parton absent. 5. Recommend approval to execute an amendment to the professional services agreement with URS Corporation for engineering services for the Redbud Trail Bridge over Lady Bird Lake project in the amount of $9,279,993, for a total contract amount not to exceed $11,293,575. Austin Water’s requested authorization in this contract amendment totals $788,376. (District 10) Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Castleberry’s Motion and Commissioner Turrieta’s Second with Commissioner Penn recusing and Commissioner Parton absent. 6. Recommend approval to increase the City’s participation in the cost participation agreement with Philip Boghosian Living Trust to a maximum amount not to exceed $6,797,190 for costs associated with the design and construction of an oversized wastewater interceptor, lift station and force main related to Service Extension Request No. 4038R that will provide wastewater service to a proposed mixed use development located at Slaughter Lane and Thaxton Road. (District 2) Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Lee’s Motion and Commissioner Ho’s Second with Commissioner Parton absent. 7. Recommend approval of an ordinance amending Chapter 15-10 of the Austin City Code regarding Wastewater Pretreatment Regulations to maintain compliance with federal and state regulations. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s Motion and Commissioner Castleberry’s Second with Commissioner Parton absent. 8. Recommend approval to negotiate and execute a financing agreement with the Texas Water Development Board (TWDB) for a 20-year-low-interest loan in the amount of $16,995,000 through TWDB’s State Water Implementation Fund for Texas (SWIFT) loan program, for the implementation of Austin Water’s Advanced Metering Infrastructure (AMI) program, aka Austin’s Smart Water Meter System (My ATX Water). Recommended by the Water and Wastewater Commission on a 9-0 vote on The City of Austin is committed to compliance with the American with Disabilities Act. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Castleberry’s Motion and Commissioner Ho’s Second with Commissioner Parton absent. C. VOTING ITEMS FROM COMMISSION 1. 2019-2020 Annual Internal Review Report –Approved by the Water and Wastewater Commission on a 9-0 vote on Commissioner Castleberry’s Motion and Commissioner Penn’s Second with Commissioner Parton absent. 2. Budget Committee Report - Committee Members only –Approved by the Water and Wastewater Commission on a 9-0 vote on Commissioner Lee’s Motion and Commissioner Penn’s Second on with Commissioner Parton absent. 3. June 24, 2020 Budget Committee Draft Meeting Minutes –Approved by the Water and Wastewater Budget Committee on a 5-0 vote on Commissioner Turrieta’s Motion and Commissioner Penn’s Second. There were no Budget Committee members absent. D. REPORTS BY COMMISSION SUBCOMMITTEES 1. Update from Joint Sustainability Committee Meeting – Commissioner Ho provided a brief update with plans for a more detailed update at a future meeting. 2. Update from Water Resource Planning Community Task Force – Commissioner Moriarty provided an update that the Task Force will meet on July 17, 2020. E. STAFF BRIEFINGS, PRESENTATIONS, AND OR REPORTS 1. COVID-19 – Austin Water Operation, Staff and Financial Impact Update – Austin Water Financial Services Assistant Director David Anders provided an update. 2. Austin Water’s FY 2020-2021 Proposed Budget – Austin Water Financial Services Assistant Director David Anders provided a presentation. 3.
