JOINT INCLUSION COMMITTEE (JIC) REGULAR MEETING MINUTES OCTOBER 26th, 2022 REGULAR MEETING of the JOINT INCLUSION COMMITTEE (JIC) WEDNESDAY, OCTOBER 26th, 2022 at 3:00 P.M. CST AUSTIN CITY HALL BOARDS & COMMISSIONS ROOM 301 W. 2nd Street, Austin, TX 78701 MEETING MINTUES This meeting is being held in a hybrid format, and some members of the Commission may be participating by video conference. Public comment will be allowed in-person or via telephone. Remote speakers must register in advance (October 25th by 12pm-Noon CST). All public comments will occur at the beginning of the meeting and public speakers will be allowed up to three minutes to provide their comments. To speak or attend remotely, residents must contact the Equity Office’s Commission/Neighborhood Liaison, Jeremy Garza, no later than 12pm- noon (CST) on Tuesday, October 25th, 2022. APPROVAL OF MINUTES 1. Approve the minutes of the COMMISSIONS SPECIAL CALLED MEETING on September 10th, 2022 and October 5th, 2022. a. September 10th Meeting Minutes removed due to voided/cancelled meeting due to lack of audio recording for public record. b. Motion to approve the October 5th Special Called Meeting Minutes by Vince Cobalis. Seconded by Karen Crawford. All in favor. None opposed. Meeting Minutes approved unanimously. Scott@dollarfor.org b. Dollarfor.org/Austin DISCUSSION AND ACTION ITEMS 3. Discussion and possible action on electing a new Vice-Chair of the Joint Inclusion Committee. a. Self-nomination by Ryn Gonzalez. Seconded by Becky Austen. b. Vincent Cobalis nominates Raul Alvarez. i. Raul Alvarez declines nomination. c. Amy Temperley motions to close the nominations. Seconded by Vincent Cobalis. All in favor in closing the nomination and declaring Ryn Gonzales as Vice-Chair. All in favor. None opposed. Ryn Gonzales unanimously elected Vice-Chair of the Joint Inclusion Committee (JIC). 4. Discussion and possible action on the Q&A document from City Clerk’s Office, including feedback from member commission meetings on forming Workgroups. a. Six additional questions from the commission on Aging (will be posted in backup) b. What working groups has your commission formed: i. African American: Only Budget workshop, others are being revised/reconsidered. ii. Asian American: Budget approved, will revise others. iii. Commission for Women: Will close out 3 workgroups next month. Will soon establish another on Equity for Women & Girls’ program. Recently established a Workgroup for Quality-of-Life Study, and another for the FY23-24 Budget. iv. Commission for Immigrant Affairs: Workgroup on the budget and another on their Quality-of-Life Study. v. Commission on Aging: Recently established a Budget Workgroup and a Quality-of-Life Study Workgroup. The ‘Age Friendly Domain Workgroup’s are pending response from city clerk for continuation. vi. Early Childhood Council: Recently established a Budget Workgroup & Quality-of-Life Study Workgroup. vii. Hispanic/Latino: Reestablished a Budget workgroup & Quality-of-Life Study workgroup. viii. LGBTQ: Budget Workgroup is thier only active workgroup. Considering additional ones soon, based on policy priorities. ix. Mayor’s Committee: One established working group on the Budget. Discussion & possible action on the November 5th budget workshop, including agenda, purpose, and parameters for attendance. a. Discussion reminding of no quorum of any commission, including the JIC, at the November 5th event. Every commission will send at least one representative. No further action taken. Discussion and possible action on Budget Priorities. a. The JIC will wait to name the budget priorities until after the last town hall in mid-January. Will decide on the budget priorities, based on town hall feedback, at the regular JIC meeting on Wednesday, January 25th, 2023. Discussion and possible action on organizing joint community town halls in December and January. a. Concerns about accessibility in terms of timing. Should we host two town halls versus three? Can we reach out to people in the times that they can be present? i. One night/evening town hall; one day-time town hall; & one weekend townhall to maximize participation and accessibility. b. One town hall in December 2022, and two town halls in January 2023. i. One Night, One weekday, One Saturday . c. DATE IN DECEMBER: i. Wednesday, December 7th (Daytime/weekday meeting) d. DATE IN JANUARY: i. Wednesday, January 11th (Night/Evening Time Meeting) ii. Saturday, January 14th (Weekend Meeting) e. Possible Locations: i. Wildflower Unitarian Church ii. Central Library 1. Southeast Branch Library Discussion and possible action on best practices for staff presentations. 8. a. Guidelines coming from Ryn Gonzales, with added suggestions from Amanda Afifi and Rebecca Austen about narrow scope, applicability to commission’s community, and Becky’s suggestion to not put a presentation on commission agenda time until after the presentation is shared with the commission. So far, the JIC has a Budget Workgroup, a Housing Workgroup, and a Quality-of- b. Ryn Gonzales motions for a workgroup to develop budget training, commissioner onboarding, how-to commission guide, and facilitation suggestions on staff presentation, etc. i. Tabled to December’s meeting to allow time to write up the precise motion/resolution that specifies this new workgroup, including details about the duration, purpose, end product, and who wants to join. ii. Ryn Gonzales, Charles Curry, & Robin Orlowski wants to join this workgroup. FUTURE AGENDA ITEMS ADJOURNMENT: 10. 11. Commission How-To Guide/Onboarding Training Workgroup . The minutes were approved at the 12/07/2022 regular meeting of the JIC on Commissioner Idonna Griffith’s motion, Commissioner Robin Orlowski’s second, and on a unanimous vote. -- The City of Austin is committed to compliance with the Americans with Disabilities Act.
