The growing population of unsheltered persons experiencing homelessness have environmental health impacts on the City of Austin. For many, the only immediate option is to reside in public spaces, often near creeks and stormwater infrastructure. DACC Advisory Board MEETING MINUTES Friday, July 10, 2020 SPECIAL MEETING FRIDAY, July 10, 2020 DACC ADVISORY BOARD MINUTES The Downtown Austin Community Court (DACC) Advisory Board convened in a special meeting on Friday, July 10, 2020 in Austin, Texas. Chair Darilynn Cardona-Beiler called the Board Meeting to order at 10:05am. Board Members in Attendance: Jason English, Lea Downey-Gallatin, Kate Garza, Ann Howard, Gary Ponder, Susan Requejo, and Andrew Williams Staff in Attendance: Pete Valdez, Jennifer Sowinski, Edna Staniszewski, Judge Coffey 1. APPROVAL OF MAY 6, 2020 SPECIAL CALLED MEETING MINUTES Board Member Andrew Williams moved to approve the May 6, 2020 meeting minutes. Board Member Ann Howard seconded the motion. Motion passed by 8-0 vote. 2. NEW BUSINESS a. Status of DACC operations during COVID-19, changes in operations, any new trends noticed. (Cardona-Beiler/Downey Gallatin) – Pete Valdez, Court Administrator, Downtown Austin Community Court (DACC) - Since March 16, 2020, DACC has a skeleton crew onsite. Facilities are restricted in space and room needed to be available for the clients. b. DACC’s involvement with the management of the Protective Facilities and rehousing efforts (Cardona-Beiler/Downey Gallatin) - Pete Valdez, Court Administrator, Downtown Austin Community Court (DACC) - Most personnel have been reassigned to the Protective Lodges with the Emergency Operations Center which Robert Kingham is taking the lead. c. Homeless Services updates: – Vella Karman, Interim Homeless Services Officer  Upcoming report from Barb Poppe and Mathew Doherty  Hotel/ Motel Conversion strategy update  Budget Considerations  Covid-19 response and RFA’s The Board received an update. d. Public Space Management initiatives (Cardona-Beiler/Downey Gallatin) – Ramesh Swaminathan, Engineer, Watershed Protection – item moved to September’s meeting. 1 DACC Advisory Board MEETING MINUTES Friday, July 10, 2020 e. Storage update –Jennifer Sowinski, Clinical Operations Manager, gave an update on the storage bins and their location. f. Annual Internal Review Report – Report due at the end of the month. The purchase of the Rodeway Inn Motel by the City, contained mold and asbestos upon inspection. The motel will require repairs and clean ups plus updates. d. MEMORANDUM TO: Mayor and Council Members FROM: Rodney Gonzales, Assistant City Manager DATE: October 14, 2019 SUBJECT: Update on Homelessness Initiatives This memorandum is a continuation of updates on cross-departmental initiatives to address issues surrounding homelessness. Priority Area Framework There are many City departments providing a variety of programs and services . As previously described, the Homeless Strategy Office (HSO) will serve as a hub for cross-departmental efforts underway. As part of the coordination of these efforts, there will be a delineation of priority area functions under which programs and services will fall. For each priority area function, a lead department will be assigned as the responsible party for convening programs and services within the function. The Homeless Strategy Office will serve as the overall Convening Lead for City programs and services. Although Lori Pampilo Harris, will be transitioning to a consulting role, she will continue to guide us in matters surrounding homelessness. Lori's expertise in designing high-functioning outreach systems and diversion services programs will contribute to our collective efforts to assist people experiencing homelessness. 1

DACC Advisory Board MEETING MINUTES Friday, January 17, 2020 REGULAR MEETING FRIDAY, January 17, 2020 DACC ADVISORY BOARD MINUTES The Downtown Austin Community Court (DACC) Advisory Board convened in a regular meeting on Friday, January 17, 2020 in Austin, Texas. Darilynn Cardona-Beiler called the Board Meeting to order at 7:45am. Board Members in Attendance: Kergin Bedell, Darilynn Cardona-Beiler, Kate Garza, Gary Ponder, Lea Downey-Gallatin, Susan Requejo, and Andrew Williams Staff in Attendance: Pete Valdez, Jennifer Sowinski, Christopher Anderson, Robert Kingham, Laura Williamson 1. CITIZEN COMMUNICATION a. None APPROVAL OF SEPTEMBER 29, 2019 MEETING MINUTES Board Member Susan Requejo moved to approve the September 29, 2019 meeting minutes. Board Member Andrew Williams seconded the motion. Motion passed by 6-0 vote with Gary Ponder off the dais. CITIZEN/CLIENT TESTIMONIALS and EMERGENCY SOLUTIONS GRANT (“ESG”) HOUSING UPDATE: Individuals sharing first-hand experience regarding the challenges associated with access to housing. a. Steve Harrell – Local costs of housing and need for more employment services at DACC b. Bradley D. Ferrell - General advice on needs and improvements for homelessness services NEW BUSINESS a. 2020 Meeting Schedule – Discussion regarding 7:30am and 8:00am start time or changing to lunch. Facility/Relocation of DACC – DACC Director Pete Valdez provided updates regarding process working with Real Estate to identify properties & potential site identified in east Austin. Discussion regarding how board members could help move this process forward. Will schedule staff from the Office of Real Estate Services at the March 27, 2020 DACC Advisory Board meeting to talk through process. d.
