Connection Test ATX City of Austin, Telecom & Regulatory Affairs 1 Background and Purpose Connection Test ATX is a speed test that Austin residents can utilize via SpeedUpAmerica’s platform. This tool surveys respondents via wireless and wireline connections to test their speed, both upload and download, and advertised speed they are paying for internet service. This data can be mapped to a census block using an HTML code, by entering an address or using a browser location - using gateway code. This tool works in tandem with other community engagement initiatives to generate input to support Austin’s Legislative Agenda for the upcoming State Legislative Session this spring. It also helps City to advance an understanding of Austin community members' needs, and advances an opportunity for community engagement specific to digital access needs. Special Report on Digital Equity Community Technology & Telecommunications Commission, City of Austin Nehemiah Pitts III, Commission Chair Special Called Meeting - Special Conversation on Digital Equity On October 9th, 2020 the Community Technology & Telecommunications Commission convened a Special Called Meeting focused on Digital Equity. Serving as a culminating portion of Digital Inclusion Week 2020 programming and part of our CTTC 2018 - 2019 Work Plan to convene a Digital Inclusion Stakeholder Summit, this “Special Conversation on Digital Equity” included a variety of Austin residents receiving services, policymakers, and the community leaders of local nonprofits. The global COVID-19 pandemic has necessarily elevated the importance of Digital Equity and Inclusion conversations for affected communities and the leaders that serve them. The purpose of this convening was to allow Austin citizens the opportunity to directly communicate their lived experiences and persistent challenges with accessing internet-enabled devices and equitable broadband internet today. Following on previous meetings with local residents, community leaders, organizations, city staff, and local Internet Service Providers (ISPs), these citizen accounts and collaboration stories provide “challenge data points” for cataloging and potential resolution. A lot more antennas 5G is often described as revolutionary, but the installation of 5G infrastructure is needed before that revolution can become a reality. So far, the battles for infrastructure have been contests between cities and the four major wireless companies. But, very soon, Intelligent Transportation System and Edge Compute vendors will be joining fray and the politics of access to city infrastructure. The issue for cities is the increased number of antennas. Unlike existing networks, which use towers that can cover many square miles, 5G uses small-cell waves that don’t travel as far and rely on line of sight between antennae and a phone or device. That means lots and lots and lots of equipment installed on utility poles throughout a city, or as the industry calls it: “network densification.” Each set of boxes must be connected to underground fiber networks, and each needs a power supply, both of which are available on or near streetlights and telephone poles. Bootcamps - We train individuals through online curriculum in various career pathways such as software engineering, manufacturing and drone technology. Apprenticeship - We combine on-the-job training with online curriculum and mentorship; leading to full- time employment at tech companies and departments.
