No members of the public were signed up to speak. APPROVAL OF MINUTES Approve the minutes of the Community Technology and Telecommunications Commission special called meeting on May 8th, 2024. Motion to approve the minutes made by Vice Chair Alderete and seconded by Commissioner Williams. The minutes from (5/8/2024) were approved on a vote of 6-0. Commissioner Nwajiaku abstained. DISCUSSION ITEMS “New Goodwill T.E.C.H. program initiative for community device distribution” Presentation by Goodwill Central Texas (Lindsey McQuistion, Manager of Career Services, Goodwill Central Texas” The presentation on the New Goodwill T.E.C.H program was delivered by (Lindsey McQuistion and can be viewed at this link: https://austintx.new.swagit.com/videos/307843 DISCUSSION AND ACTION ITEMS 3. Drafting and review of 2023 CTTC Annual Report The commission is preparing an annual report due at the end of July and seeks volunteers from the commission to help finalize it. Commissioner DasGupta and Commissioner Williams asked to assist in this effort. The review will include a summary of the commission's past year activities, compliance with its mission, and setting goals for the coming year. The process involves discussing and documenting major initiatives and collaborations, such as the AI advisory group and veterans-focused digital equity session. 1. 2. 2 This work will culminate in a report to the Clerk's Office outlining the commission's actions and future objectives that will be shared with the rest of the commission at the July meeting. 4. Commissioner assignment and approval of digital communications enhancements for City of Austin Commissions working group 5. 6. Chair Apodaca brought up creating a working group to explore digital communication enhancements in partnership with Chair Nahas from the Economic Prosperity Commission. This initiative aims to improve transparency and allow commissioners to communicate more freely without quorum issues through online platforms. A resolution will be drafted and presented to the full commission. Commissioners Nwajiaku and Anga agreed to assist on this effort. Motion to approve the formation of a working group to draft the digital communications enhancements for commissioners proposition was made by Chair Apodaca and seconded by Commissioner DasGupta. The motion passed on a vote of 7- 0. Drafting and approval of 2025 Community Technology and Telecommunications Commission work plan This portion of the meeting was covered during the discussion on Item 3. No vote was made. Commission Telecommunications Commission bylaw revisions and additions review and approval of proposed Community Technology and Chair Apodaca discussed revisions to the CTTC bylaws, emphasizing the need to update them to reflect current activities and emerging technologies such as artificial intelligence. The Chair’s first revision was to simplify the name of the commission from Community Technology Telecommunications Commission to simply Technology Commission. Significant changes included explicitly mentioning digital equity, broadband development, and technology access in the bylaws to align with the commission's ongoing activities as well as several technologies that are on the horizon. An amendment was proposed to cover both technological needs and resources. Additional edits included addressing errors and refining the language to clarify the commission's roles, especially around broadband definitions and public hearings on technology issues. The commission discussed updating bylaws to ensure that council member offices are promptly informed of commissioner resignations to facilitate the appointment of new commissioners. They also decided to explicitly allow for the creation of committees as needed, following proper approval processes. Motion to approve the revised commission bylaws was made by Commissioner DasGupta and seconded by Vice Chair Alderete. The motion was approved on a vote of 6-0. Commissioner Anga was not present for the vote. The meeting was adjourned at 8:49PM on a vote of 6-0. The City of Austin is committed to compliance with the American with Disabilities Act.
