Long-Range Capital Improvement Planning Housing and Planning Department www.austintexas.gov/department/ housing-planning INTRODUCTORY GUIDE PURPOSE OF THE LRCP Long-Range Capital Improvement Planning (LRCP) is the process that examines CIP needs looking 10 years or more into the future. It is a lens for viewing CIP projects, which are typically granular in nature, within the scale of high-level policies identified in the Imagine Austin Comprehensive Plan and Strategic Direction 2023. It is updated on a two-year cycle and contributes to the annual recommendations approved by Planning commission. COMPONENTS OF THE LRCP Planning for long-range CIP investments enjoins multiple sources of information. The major elements that inform the planning process are maintained by multiple city departments including Public Works and the Budget Office. The main components, and their oft-seen abbreviations, are summarized below. CIP - Capital Improvement Program The City of Austin regularly undertakes projects to improve public facilities and infrastructure assets for the benefit of its citizens. Projects include the construction of city facilities such as recreation centers and libraries as well as the reconstruction of streets, replacement of water/wastewater lines and provision of power for City of Austin residents. Collectively, these projects are referred to as the City of Austin CIP. CIA - Comprehensive Infrastructure Assessment The CIA identifies, inventories, and reports the conditions of the City’s infrastructure assets. The information is set up in a framework that enables departments to identify capital, maintenance, and operational needs to address infrastructure performance and maximize the lifespan of the City’s infrastructure assets. Lead Department: Public Works Department, Asset Management Office RNA - Rolling Needs Assessment Highlighted Projects The RNA is a collection of identified, highlighted capital projects of interest that demonstrates the breadth of City projects proposed within the next 10 years. The RNA includes a brief summary of departments’ CIP project identification, prioritization, and selection processes. Overall, the RNA includes 21 departments and over 200 highlighted capital projects. Lead Department: Financial Services, Budget Office SIA - Strategic Investment Analysis The SIA examines the highlighted projects identified in the RNA, their relationship to City policies, and how their geographic dispersion could have potentially differing impacts throughout Austin. The SIA is presented as a series of charts and interactive maps to provide a variety of frameworks that can be used to strategically inform project and policy recommendations. Commissioner Schissler moved to favorably recommend the LRCSP and the Draft Transmittal memo, seconded by Commissioner Aguirre (Vote 5-0). Next steps in the LRCSP planning process include: ZAP and PC Briefings, June 4 and June 11, respectively. Assets such as these are operated and managed by the City of Austin, and they are part of a larger system of infrastructure that affects each and every person’s quality of life. CIP Working Group DRAFT_5 14 2019 i To: Spencer Cronk, City Manager From: The City of Austin Planning Commission Date: June 30, 2019 Subject: Transmittal of the Long-Range Capital Improvement Program Strategic Plan The Planning Commission is pleased to transmit the FYs 2019-2021 Long-Range Capital Improvement Program Strategic Plan (LRCSP). The LRCSP serves as a key link between the vision articulated in Imagine Austin with the City’s capital investments. The LRCSP is part of a larger Capital Improvement Program planning cycle, a multi-year, continuous process of planning, funding, and implementation of capital improvements, that also includes the Five-Year CIP Plan and the annual Capital Budget. Transmittal of the LRCSP to the City Manager allows the Planning Commission to meet its requirement under the Charter to submit a list of projects to the City Manager which implement the Imagine Austin Comprehensive Plan as per City Charter Article X, Section 4 (4): “The Planning Commission shall…Submit annually to the city manager, not less than ninety (90) days prior to the beginning of a budget year, a list of recommended capital improvements, which in the opinion of the commission are necessary or desirable to implement the adopted comprehensive plan or element or portion thereof during the forthcoming five-year period.” The LRCSP was first developed and transmitted to the City Manager in 2013 and was most recently updated in spring 2017. Moving forward the LRCSP will be updated every 2 years. The Comprehensive Plan Joint Committee of Planning Commission and ZAP participated in development of this year’s Long Range CIP Strategic Plan, appointed a 3 member CIP Working Group to review the draft LRCSP in detail and to develop the draft transmittal memo, and finalized a transmittal memo for consideration by the Planning Commission. The full Zoning and Platting Commission was also briefed on the LRCSP before the LRCSP and draft transmittal memo went before the Planning Commission for its consideration on June 11, 2019. This collaboration gives us the opportunity to give the City Manager more specific recommendations based on the pressing issues each of the commissions deal with regularly. From our key vantage point, our two commissions can assess the opportunities and obstacles presented by our current infrastructure capacity and conditions. Increasingly, we are presented with critical planning decisions that are dependent on the availability of adequate infrastructure. You may not think about it every day, but it’s the sidewalk you walk on, the park or library at which you meet your friends, even the pipes that carry water that comes out of your faucet. Assets such as these are operated and managed by the City of Austin, and they are part of a larger system of infrastructure that affects each and every person’s quality of life. The City is responsible for ensuring adequate infrastructure is available to citizens throughout the City. Through the Capital Improvement Program, the City makes sure that the infrastructure it owns operates safely, effectively, and at a level of service that the public expects. Additional focus was provided on Chapter 2: Managing Our Demand and Phase III Feedback. Relevant to the Comprehensive Plan Joint Committee, key next steps in the planning process include: 2 March 5 and March 19 (Zoning and Platting Commission), March 12 and March 26 (Planning Commission) and March 28 (City Council). 1 DRAFT CIP Priorities for Long Range CIP Strategic Plan For Discussion at January 10, 2019 Comprehensive Plan Joint Committee Meeting This chapter provides a recommended framework for prioritizing capital investments. Even with innovative approaches to infrastructure funding and increasing revenues, our needs will likely continue to exceed our ability to make investments in infrastructure over time, and setting priorities helps to increase our capacity to leverage the resources that we have to meet our most critical infrastructure needs. These priorities build on the analysis and conclusions of the LRCSP as well as relevant strategies identified in Strategic Directions 2023. The recommended priorities are arranged by strategic outcome and can be used to help guide incremental decisions made by: City Council through formal policy decisions, initiation of General Obligation bond propositions for voter approval, acceptance of contracts, grant awards and partnership agreements for CIP projects, and approval of the Capital Budget City Management through implementation direction, monitoring, and issues resolution The Planning Commission through fulfillment of their Charter requirement to recommend capital improvements necessary or desirable to implement Imagine Austin The Planning and Zoning Department, Budget Office, and others through ongoing Capital Improvement Program planning, coordination and oversight The Budget Office through development of the Capital Budget and long-term financial strategies Departments through implementation of the Capital Improvement Program and identification of future capital needs The Development Services Department and development review staff in many departments through the review and application of private development infrastructure requirements The City through the revision of private development infrastructure requirements and other CIP-related requirements within the Land Development Code; The Planning and Zoning Department through future small area planning and annexation planning; and Partnerships with other public agencies and non-profit organizations Strategic Outcome: Economic Opportunity and Affordability Priority #1: Continue to use bond funding to support “highest potential impact” actions identified in Austin’s Strategic Housing Blueprint. Priority #2: Explore ways of using CIP investments to leverage privately-funded community benefits including workforce development and affordable housing. Priority #3: Acknowledge Austin’s history of racial segregation and counter it by applying an equity perspective to infrastructure investments. Priority #4: Focus investments in Imagine Austin Centers and Corridors in coordination with land use changes, and consider the use of innovative funding strategies including value capture and public private partnerships where appropriate.
