The artist seeks approval for modifications to the artwork color palette and iconography used in the ceramic tile mural installation. September 18, 2023 Arts Commission Approval A motion to approve items 10 – 15 on consent on Commissioner Gray's motion, Commissioner Mok second on a 9-0 vote with Commissioners Maldonado and Csillagi absent. Concept Narrative: To reflect the Mexican and Latin American history and heritage of the park, the design inspiration comes from Milagros, or folk charms representing prayers, wishes, and healing. These symbols traditionally are made of metal and used as offerings or carried as protection. The charms range from body parts (eyes, hearts, legs: to represent wishes to heal ailments), to farm animals (hens, bulls, sheep: to represent either abundance on the farm or concepts like mothering/fathering/togetherness), to houses (to wish for blessings on the home). The theme of Milagros will inform the design for the installation at Parque Comal. Custom stoneware tiles will be fabricated with relief designs inspired by traditional Milagros symbols and community engagement. Artwork Narrative: The tiles will be installed on the North and South cinder block walls that frame the Parque Comal entrance archway. Dimensions of the north retaining wall are 23.25 in. x 183.75 in. The dimensions of the south retaining wall are 23.25 in. x 293.5 in. No changes will be made to the existing arch. Tiles will be made from heavily grogged mid-fire stoneware from Standard Clay, Sculpture Body #420 (30 percent grog content, fired to cone 6). The absorp�on rate of the material at cone 6 is 2%, with a maximum of 3 percent, which is required for outdoor installa�on. The ar�st will make custom glazes, tes�ng the “fit” of the glaze to the clay body to ensure that a proper seal is formed (ie, no crazing, or crackling of the glaze surface). Implementing inclusive and equitable public development services as a non-profit partner to the City of Austin Arts Commission Austin Economic Development Corporation December 12, 2022 Cultural Trust Program dedicated to securing affordable space for existing venues, and developing new creative space infrastructure, preventing further displacement of our creative sector Cities around the world have been looking at this issue, given real estate challenges of growth. Austin is part of a network of cities experimenting to addresss cultural displacement, and coordinating with best practices globally. Observations • • In addition to the seed funds provided by the City, the needs exceed our current resources. • This is a unique and new process—it is not a grant program, it is an investment program, with multiple variables to consider for feasibility. This process has provided us with a pipeline of projects, and the needs in the ecosystem require additional more flexible program funds. • Organizations are being displaced frequently, and there is a significant deficit of affordable production/practice spaces as well as performance/exhibition spaces. • The execution of these projects will still take time -- AEDC’S goal is to advance as quickly as possible. It has since been replaced. • Theaters are offered as-is but we attempt to fix broken equipment ASAP. • No circuit breaker incidents or problems with the lighting control board before this or ever since with other groups . Incidents of May 28, 2022 Contractual Requirements • Performances should start on time. • Theaters offered as-is. One dimmer bar was partially working. • LAAP companies provide their own trained technical personnel but are advised on how to use the equipment. • PARD requires “grass permit” for parking on grass. • Live fire is forbidden without a fire watch. • Must have a permit to serve food. • Must leave on time. Documented Incidents 1. Performance scheduled at 7:30pm didn’t start till 8 pm. 2. Two dimmer bars on the lighting grid were blown out because they were overloaded causing breakers to trip. 3. The outlets around the Black Box were also overloaded with lights and equipment causing a trip in the breakers. They did not bring professional lighting personnel to properly plug in equipment. 4. After loading in, vehicles were left in the grass area next to Black Box; many others followed. 5. Candles were lit inside the Black Box in violation of the LAAP contract and Fire Code. 6. Food served without required APH Food Permit. 7. Performance to end by 9:45 and clear out by 10 pm. Staff waited till midnight for PT to vacate.
