Regular Meeting of the Art in Public Places Panel June 7th, 2021 – 6:00 PM - 7:30 PM All public speakers must register in advance. Deadline to register: Sunday, June 6th, 2021 at noon. The Art in Public Places Panel Meeting will be held with Social Distancing Modifications. Public comment will be allowed via telephone; no in-person input will be allowed. All public comment will occur at the beginning of the meeting. To speak remotely at the Art in Public Places Panel Meeting, residents must:  Contact the panel liaison at 512.974.7949 or mariateresa.bonet@austintexas.gov no later than noon, the day before the scheduled meeting. The information required is the speaker’s name, item number(s) they wish to speak on, whether they are for/against/neutral, and a telephone number or email address.  Once a request to speak has been called in or emailed to the panel liaison, residents will receive either an email or phone call providing the telephone number to call on the day of the scheduled meeting.  Speakers must call in at least 10 minutes prior to meeting start to speak, late callers will not be accepted and will not be able to speak.  Speakers will be placed in a queue until their time to speak.  Handouts or other information may be emailed to mariateresa.bonet@austintexas.gov by Noon the day before the scheduled meeting. Arts Commission Recommendations for American Rescue Plan Funds Allocation for the Arts (Clarification/Expansion of Arts Commission Resolution of March 2021) FY 21** (Oct 2020- Sept 2021) FY 22 (Oct 2021- Sept 2022) NOTES Amount Requested: $10 Million Amount Requested: $10 Million Rationale: Original amount Commission requested in March 2021 Resolution; feel that this is a minimum amount to assist the already desperately under-funded Arts Sector Rationale: Original amount AC requested in March 2021 Resolution; feel that this is a minimum amount to assist the already desperately under-funded Arts Sector Use all funds ($10M) for immediate recovery and relief; not for HOT backfill. Use $10M for recovery and relief/survival program funding and for HOT backfill as dictated by need. **Our intent is to get funding out the door ASAP. If emergency funding under ARP cannot be realized in FY 21, then we recommend shifting funding recommendations for FY 21 to FY 22 and recommendations for FY 22 to FY 23. The cultural funding process is under review and it will take time to finalize and launch new programs through a racial equity lens. Specifically, do not use any of the $10M FRP funds to pay off the $4M deficit in FY21 HOT; rather, pay off the deficit utilizing Reserves or General Revenue Funds. Rationale: FY 21 Contracts have been approved by Council; funding was guaranteed through FY 21 prior to passage of the American Rescue Plan. No need to pay for these contracts with new ARP funds. Artists and arts organizations need emergency assistance immediately. Time is of the essence. Continue to prioritize relief and recovery; secondary use for cultural arts backfill. Rationale: Money can be used for both immediate relief through recovery/relief programs as well as to supplement HOT funds for Cultural Arts Programs funding. It is difficult to predict how recovery will unfold so retaining flexibility is a priority. All funds ($10 M) to be allocated through existing relief program “buckets” developed for CARES funding – as refined and expanded to be more inclusive – and to be distributed through a framework that leads with equity and that addresses the needs of all sectors of the creative economy equitably. Continue to fund recovery and relief programs utilizing the $10 M according to buckets/programs established for FY 21 or those newly created, and for backfilling HOT funds for Cultural Arts program funding as needed. Specifically, recommend expansion of the Creative Worker Relief Fund to improve equity, expansion of the Non-profit Relief grant to include creative non-profits, and recreate the Legacy Business program specifically tailored to serve non-profit legacy businesses Rationale: No need to waste time re-creating the wheel; money can be allocated more quickly (hopefully in the months remaining in FY 21) through the existing, but improved/expanded “buckets”. ● Ensure that other existing recovery/relief funding program “buckets” allow creatives to apply in any and all other categories such as Legacy Venue Relief Funding, Small Business Relief Funding, Non-Profit Relief Funding, etc., as eligible Rationale: While we have recommended specific “buckets” or programs for dedicated relief for the Arts Sector to be funded through the $10 M requested, this amount is still not enough to fulfill all the needs of the Arts and thus other categories or programs should not exclude creatives. Cultural Trust Update Austin Arts Commission Update: April 19, 2021 Cultural Trust Background and Goals INITIAL GOAL OF CULTURAL TRUST In 2018, the City resolved to support "a community arts stabilization trust, the ‘Austin Cultural Trust’, that creates, through purchase and long-term lease, affordable spaces that supports artists and arts organizations, preserves historic and iconic cultural buildings and spaces for creative and cultural uses, and functions in a way that provides for cultural assets to exist in all parts of the city" - Resolution 20201001-055 In 2020, the City identified “To support acquisition and preservation of cultural spaces within the City of Austin,” as a function of AEDC. - Resolution 20201001-055 Austin EDC Cultural Trust | 2 Cultural Trust Goals – First Initiative Guided by the recommendations of the Joint Arts and Music Commission,* research into best practices, and stakeholder feedback. M E M O R A N D U M TO: Mayor and Council FROM: Sylnovia Holt Rabb, Acting Director Economic Development Department DATE: April 14, 2021 SUBJECT: Update on Cultural Trust and Creative Space Bond On behalf of the team supporting organizational development and execution of priority projects, this memo serves as an update with you on the progress of the Cultural Trust and the determination of support for the execution of work for the Creative and Cultural Facilities Bond under the auspices of Austin Economic Development Corporation (AEDC). As you are aware, Mayor and Council provided direction to align the development of AEDC with the intent and creation of an “Austin Cultural Trust” through Resolutions 20160303-019, 20170216-040, 20170302-034, 20180215-082 and 20190808-072. Council further directed the City Manager to expedite a review of existing entities and resources that could be centralized to support the timely execution of recovery efforts that could secure or retain creative culture and community benefits in Resolutions 20200521-095 and 20200521-096. AEDC was officially created by Mayor and Council through Resolution 20201001-055 on October 1, 2020. Since that time, staff and consultants have organized a significant amount of research and work to refine the scope of the trust while working with legal teams to determine viability of roles for the organization to support the use of the $12 million Creative and Cultural Facilities Bond. Council also allocated $2.4 million for the Iconic Venue Fund as established in 20201203-046 to create leasing structures to acquire and permanently preserve creative and music venues that promote tourism, support equity, and represent Austin’s brand and history. Contracting with the AEDC The City and AEDC are developing an interlocal agreement to frame the partnership between both agencies and to identify land or buildings to be acquired or land on which buildings would be constructed by the AEDC on behalf of the City with these bond proceeds. EDD staff is consulting with the City Attorney and the City’s outside bond counsel to ensure use and operation of the facilities are within the legal framework for these funds. The interlocal agreement will be placed on a future Council agenda for consideration at the time that the agreement has been agreed upon by City staff and AEDC.
