ANIMAL ADVISORY COMMISSION REGULAR MEETING MINUTES AUGUST 10, 2026 The Animal Advisory Commission convened in a regular meeting on Monday, August 10, 2026, at Austin City Hall, Boards and Commissions Room 301 W 2nd Street in Austin, Texas. Chair Maron called the Animal Advisory Commission Meeting to order at 6:00 pm. Progress Pat Valls-Trelles – Donation Fund and Agenda Item Discussion Requests 1 APPROVAL OF MINUTES 1. Approve the minutes of the Animal Advisory Commission Regular Meeting on July 13, 2026. The minutes of the July 13th regular meeting of the Animal Advisory Commission as were approved during the August 10th meeting on Vice Chair Norton’s motion, Parliamentarian Daniel’s second on a 10-0 vote. Commissioners Holt and Huddleston were absent. STAFF BRIEFINGS 2. 3. Staff briefing regarding monthly reports and budget breakdown. Staff briefing regarding Dangerous and Vicious Dog classification, declaration, and processing out of shelters. Presentation by Mara Hartsell, Quality of Care Director, Austin Pets Alive! and Rory Adams, Director of Strategic Customer Service, Austin Pets Alive! This item was taken up fifth. Presentation given by Mara Hartsell, Quality of Care Director, Austin Pets Alive! Discussion regarding the Feline Leukemia (FeLV) and Feline Immunodeficiency Virus (FIV) Intake Testing Policy for cats Austin Animmal Services memo. This item was taken up fourth. Discussion held by Monica Dangler, Director, Austin Animal Services and Dr. Debbie Elliot, Program Manager, Veterinary Services. WORKING GROUP RECOMMENDATIONS 6. Final update from the off-leash dog working group regarding their final recommendations for commissioners. Final update provided by Vice Chair Norton. DISCUSSION AND ACTION ITEMS 7. 8. Creation of a working group exploring compliance with the Texas Health and Safety Chapter 8- 23. This item was postponed to the next meeting. Creation of a working group to study the emergency intake procedures at Austin Animal Services. 2 This item was withdrawn on Commissioner Nemer’s motion, Vice Chair Norton’s second with no objection. FUTURE AGENDA ITEMS - Item 7 added again or a presentation on research regarding the Texas Health and Safety Chapter 8-23. - Discussion and formation of a working group that creates recommendations to council that study the impact on FeLV and FIV combo testing on the cat population. The meeting of the Animal Advisory Commission was adjourned by Chair Maron at 8:59pm. 3
