ANIMAL ADVISORY COMMISSION REGULAR MEETING MINUTES APRIL 13, 2026 The Animal Advisory Commission convened in a regular meeting on Monday, April 13, 2026, at Austin City Hall, Boards and Commissions Room 301 W 2nd Street in Austin, Texas. Chair Nilson called the Animal Advisory Commission Meeting to order at 6:00 pm. Approve the minutes of the Animal Advisory Commission Regular Meeting on February 9, 2026. The minutes of March 9, 2026, regular meeting of the Animal Advisory Commission was approved during April 13, 2026, regular meeting on Commissioner Holt’s motion, Commissioner Dulzaides’ second on a 10-0 vote. The motion to approve the election of Dr. Paige Nilson as Chair of the Animal Advisory Commission failed on Commissioner Norton’s motion, Commissioner Nilson’s second on a 5-2 vote. Commissioners Daniel, Ferguson, Holt, Nilson and Norton voted aye. Commissioners Dulzaides and Nemer voted nay. Commissioners Loignon, Maron, and Van Landingham abstained. Commissioners Ahmed, Clinton, and Huddleston were absent. 2 The motion to approve the election of Beatriz Dulzaides as Chair of the Animal Advisory Commission failed on Commissioner Nemer’s motion, Commissioner Dulzaides second on a 2-5 vote. Commissioners Dulzaides and Nemer voted aye. Commissioners Daniel, Ferguson, Holt, Nilson, and Norton voted nay. Commissioners Loignon, Maron, and Van Landingham abstained. Commissioners Ahmed, Clinton, and Huddleston were absent. The motion to reopen nominations for the election of chair was approved on Commissioner Nilson’s motion with no objection. The motion to approve the election of Dr. Paige Nilson as Chair of the Animal Advisory Commission failed on Commissioner Nilson’s motion, Commissioner Norton’s second on a 6-2 vote. Commissioners Daniel, Ferguson, Holt, Maron, Nilson and Norton voted aye. Commissioners Dulzaides and Nemer voted nay. Commissioners Loignon and Van Landingham abstained. Commissioners Ahmed, Clinton, and Huddleston were absent. The motion to approve the election of Beatriz Dulzaides as Chair of the Animal Advisory Commission failed on Commissioner Nemer’s motion, Commissioner Dulzaides’ second on a 2-6 vote. Commissioners Dulzaides and Nemer voted aye. Commissioners Daniel, Ferguson, Holt, Maron, Nilson and Norton voted nay. Commissioners Loignon and Van Landingham abstained. Commissioners Ahmed, Clinton, and Huddleston were absent. Approve the election of Vice Chair. The motion to approve the election of Jo Anne Norton as Vice Chair of the Animal Advisory Commission was approved on Chair Nilson’s motion, Commissioner Norton’s second on a 7-2 vote. Commissioners Daniel, Ferguson, Holt, Maron, Nilson, Norton, and Van Landingham voted aye. Commissioners Dulzaides and Nemer voted nay. Commissioner Loignon abstained. Commissioners Ahmed, Clinton, and Huddleston were absent. Approve the election of Parliamentarian. The motion to approve the election of Jennifer Daniel as Parliamentarian of the Animal Advisory Commission was approved on Chair Nilson’s motion, Commissioner Daniel’s second on a 10-0 vote. Commissioners Ahmed, Clinton, and Huddleston were absent. 8. 9. FUTURE AGENDA ITEMS -Election of Chair -Creation of an off-leash dog working group -Follow up from Austin Resource Recovery The meeting of the Animal Advisory Commission was adjourned at 8:29pm on Commissioner Dulzaides’ motion, Commissioner Daniel’s second with no objection. 3
