HAS/teb 0051279.00_Engineer Summary Letter 12 SPC-2024-0456C - FSD - NE Service Center; District 14 of 40 City of Austin Northeast Service Center 8001 ½ & 8301 Johnny Morris Rd. 03/21/2025 Owner: City of Austin Director Jorge Morales Department of Environmental Protection City of Austin P.O. Box 1088 Austin, Texas 78767-1088 The site does not comply with the Landscape Regulations 2.4.2.B and 2.4.2.C that dictate parking lot island and tree placement due to the large amount of parking required on site for different vehicular types of City of Austin Fleet Mobility Services and Austin Resource Recovery. The alternative compliance proposal includes the use of overhead parking structures, a rainwater reuse system on site, and shaded seating areas on site for public use. The proposal is ‘as good or better” than the required code because the overhead parking structures will provide consistent year round shade for such a large parking lot. Shaded seating areas are provided for the locations that will highly be trafficked with pedestrians that will use amenities outside of the parking lot for rest. In addition, the site is laid out purposefully so that the majority of the parking that is not in compliance with landscape regulations are designated for the larger trucks which pose a high risk of damage to parking lot trees and planting if they were placed there. Alternative compliance chart is provided on Sheet 144 for reference. The EV 07 Sheet 15 does not show an LOC and a match line. U1: LOC line matches the contour lines in color and line weight. Please make the LOC line a unique line type that can be easily seen. There are also areas around the CWQZ and Johnny Morris Rd. the LOC line disappears. The LOC must clearly enclose the entire area of construction. In addition, sheet 16 shows J-hooks to be installed on the 3:1 fill slopes, which will not work well. The SF and J-hooks should be shifted off the fill slope to allow a flat catchment area, that will also require bumping the LOC about 6-10’ from the edge of the fill slope to give room for the ESCs. U2: The sidewalk crossing the creek to connect the north and south site has been relocated in this update but ESCs are missing for its construction. For example; for 2000gpm of required fire flow, the most hydraulically remote hydrant onsite shall provide the first 1250gpm of the fire flow, the second most remote hydrant shall provide the remaining 750gpm for a total of 2000gpm fire flow. The calculations/documentation must show all the variables/components used to perform the calculations (pipe size, bends, valves, start nodes, stop nodes, element id’s, network schematic if software is used, etc…) and the following results must be shown; the flow in gpm as the calculations progress up to each of the most hydraulically remote hydrants used to meet fire flow, the RESIDUAL system pressure (not velocity or flow pressure) as the calculations progress along the system up to the hydrants and the velocity of the flows throughout the piping as the calculations progress up to the hydrants. 12 SPC-2024-0456C - FSD - NE Service Center; District 125 of 40 UPDATE 2: NOT RESOLVED. To clear this comment: o Seeding should only be used for areas within the CEF and CEF setback that is proposed to be disturbed. Update the seeding areas accordingly. o Please include the scientific names of the tree species in the CEF wetland mitigation table. o Please evenly disperse the plantings throughout the highlighted area in the screenshot below. U2: Comment partially addressed. To clear this comment: 12 SPC-2024-0456C - FSD - NE Service Center; District 130 of 40o Utilize the entire Table 4. Upland Species, Full Sun Areas for seeding at the rate of 35lbs./ac within the CEF mitigation. o Plantings cannot be cultivars, "nativars", or species not native to Texas Blackland Prairie. Please replace the following plantings with compliant selections – Texas Sage (Leucophyllum frutescens ‘Silverado’) and Mexican Bush Sage (Salvia leucantha). o Disperse the wetland CEF mitigation plantings evenly throughout the additional CEF setback area (see U2 comment of WB5). U1: Repeat comment. Please provide all details for planting and seeding, meeting the minimum criteria of 609S (use the Table 4. Upland Species, Full Sun Areas) to include the seed specification (species, total pounds, etc.) and the tree/shrub specifications (species, quantity, size, and planting location). Planting and seeding cannot be done on the paved areas. Please provide the seeding and planting mitigation enhancements along the proposed crossing where construction occurs and plantings within the proposed CEF setback additional areas. Plantings required for wetland mitigation are independent of wetland plantings otherwise required for biofiltration plantings and CWQZ restoration plantings for disturbance within the CWQZ. U0: The current proposed development is located within the wetland CEFs and associated CEF setbacks; thus, 1:1 mitigation (ECM 1.10.4) in the CEF setback is required. Mitigation for CEFs and CEF setbacks disturbance should not overlap with any required CWQZ mitigation. o Please provide mitigation on separate plan sheet entitled “Wetland Mitigation”. This sheet should encompass all proposed wetland CEF setback mitigation including a balance table specifying the total acreage of proposed wetland CEF/CEF setback area encroached upon/impacted/reduced as well as the total acreage for each of the proposed mitigation methods. o Please provide all details for planting and seeding meeting the minimum criteria of 609S (use the Table 4. Upland Species, Full Sun Areas) to include the seed specification (species, total pounds, etc.) and the tree/shrub specifications (species, quantity, size, and planting location). It appears a proposed path along Johnny Morris Road is not included in the LOC and sections of the LOC are still within the CEF setback (See screenshots below). Please ensure all proposed work is shown in the LOC and remove the LOC from the CEF setback where practical. U0: Per the meeting with the applicant, the setback should be reduced only as needed to facilitate construction and the LOC should be pulled back as far as practical from the wetland CEFs. Please update and ensure that this is reflected on the mitigation sheet described in WB3. Reference: LDC 25-8-281, LDC 25-8-282, ECM 1.10.4 12 SPC-2024-0456C - FSD - NE Service Center; District 131 of 40 WB5 – Current Status: Pending U3: Comment partially addressed. Only the golf cart path will be the permanent disturbance in the creek crossing. Therefore, include all areas of the LOC proposed to be temporarily disturbed within the proposed creek crossing in the disturbance calculations and seeding plan. U2: Comment partially addressed. Areas outside of the critical water quality zone (CWQZ) can be counted as additions to the CEF setback. The difference between the newly proposed CEF setback and the proposed reduced CEF setback total areas can be made up by restoration of poorly vegetated areas within the total CEF setback. The blue polygon in the screenshot below is an example of a poorly vegetated area that could be utilized as a planting location. Plantings are not allowed within the electrical easement. Include the proposed cart path in the total reduction of CEF and CEF setback since this area cannot be self-mitigated. U1: Comment partially addressed. The CEF setback shown on Johnny Morris Road and outside of the proposed project does not need to be mitigated for. Please remove those sections from the CEF setback reduction and include the proposed path as mentioned in WB4. o In regard to the restoration plan, please provide 1:1 mitigation plantings meeting the minimum criteria of 609S within the additional setback areas. U0: For the reduction of the standard 150-ft. CEF setback, mitigation is required. Please show alternative protection/mitigation strategies compliant with and pursuant to ECM 1.10.4 for the setbacks on the wetland mitigation sheet. Alternative strategies must be appropriate and approved by this reviewer. Guidance can be found in ECM 1.10.4. These are the mitigation strategies that we are looking to include: o Increase the size of the setback downstream of the CEFs to demonstrate 1:1 mitigation for reduction of the CEF setback. o Provide a restoration plan for construction disturbance in the remaining setback.
