It is in Round Rock ISD and Williamson County at the border of City of Austin Full Purpose and ETJ. The proposed 10.45-acre site is currently used as a park with some existing trails. The site will be improved with an 8-ft wide shared use trail loop, a water line serving a water fountain, a playscape, and seating areas. The sidewalk along Lakeline Blvd will also be improved. The limits of construction are 1.53 acres and the impervious cover will be increased from 0.6% to 4.9%. The project site is located on a tributary of Buttercup Creek and is upstream of Cedar Park’s Rosemary Denny Park. The contributing watershed is upstream of the Upper Brushy Creek WCID Dam #6. There is a small secondary tributary entering the main creek from the south, with the confluence located just upstream of the culverts under Lakeline Blvd. There are no increases in flow between the Pre-Project and Post-Project flows for the 2-, 10-, 25- and 100-year flows. This site is zoned P (Public) and is greater than one acre in size; therefore, a Conditional Use Permit is required, according to the Land Development Code {Section 25-2-625}. Roig City of Austin Development Services Department 505 Barton Springs Road Austin, Texas 78704 RE: On behalf of our client, we are proposing park improvements to the 10.45-acre tract located at 2701 Lakeline Blvd. The intent of this letter is to provide City staff an overview of the site and proposed improvements. The site is in the City of Austin city limits in Williamson County, Texas. It is located southwest of the intersection of S Lakeline Boulevard and Ridgeline Boulevard. The lot is bound to the north by S Lakeline Boulevard, to the west and south by Lakeline Crossing Apartments, and to the east by an existing gas station. The subject lot has a legal description of 10.45 acres out of the Rachel Saul Survey, Abstract No. 551, Williamson County, Texas, as described in Vol. 1590, Pg. 111 of the Williamson County Deed Records. The site currently has a couple of existing trail improvements and some culverts. There is an existing unpaved trail running through the site. The site is proposed to be improved with partial demo, and construction of new trail and sidewalk. A water line is being proposed to support a water fountain, and seating areas are proposed along the trail. Additional concrete is being proposed for trail and creek crossings. Note that in the City of Austin Land Development code, Section 25-8-63 states that impervious cover calculations should not include sidewalks in the public ROW or public easement as well as multi-use trails open to the public and located on public land. This item excludes our project from water quality improvements. The site is zoned as Public with an existing use as a Public Park; and will be continued to be used for that purpose. The utility providers are Austin Water Utility for water service. The site is located in the Buttercup Creek Watershed, which is classified as a suburban watershed by the City of Austin and allows a maximum 60% impervious cover. Under existing conditions, the stormwater on-site drains into on- site streams and then into wetlands that drain off-site to the north via box culverts running under S Lakeline Boulevard. The site is located in the Edward’s Aquifer Recharge Zone as defined by the Texas Commission on Environmental Quality. Water Quality measures compliant with city and TCEQ requirements are proposed on site. The subject property has been determined to be inside the 100- year floodplain. A flood study analysis engineering report has been performed to observe negligible increases in flows and changes in flood elevations. That report is included in the documents submitted with this application. Per the flood study attached with this submittal, flows running off our site increased 0.01% in the 2-year and 0.003% in the 100-year storm event, when compared to as multi-use trails open to the public and locate Austin required water quality improvements. Ridgeline Park June 2, 2023 Page 2 of 2 the existing conditions of the site. The increase is negligible and would not have a negative impact to downstream sites. Erosion and sedimentation control (ESC) practices will be incorporated during the construction process following the criteria as established in the City of Austin Environmental Criteria Manual.
