UM, OUR, OUR CONCERN IS THE OPENING OF WAYNE RYEDALE LOOP AND THE INCREASED TRAFFIC THAT'S GOING TO COME FROM THAT. OUR STREET, UH, NO, NO DRIVEWAYS BACK OUT ONTO WAYNE RYEDALE LOOP. AND FOR THAT REASON, UH, THE SPEED LIMIT IS 35 OR 45 IF YOU CAN DO IT. AND MOST OF THE PEOPLE, ALMOST ALL THE ONES THAT LIVE IN THE NEIGHBORHOOD DON'T DRIVE THE 35, BUT THAT'S, THAT'S EVEN TOO FAST. BUT THAT'S NOT THE CASE HERE. IF, IF WE HAVE A CUT THROUGH, IT'S GOING TO BE TERRIBLE. AND I KNOW THAT BECAUSE EVERY NEIGHBORHOOD THAT HAS THEM ENDS UP COMPLAINING JUST LIKE THE MEADOWS DEAD. WE ALSO HAVE A SCHOOL HIGH SCHOOL AND A MIDDLE SCHOOL THAT ARE ALREADY OVERCROWDED. AND, AND, UH, THE THAT THEY DEVELOPED FOR THIS, UH, 750 UNITS, UH, INSTALLATION, UH, DIDN'T INCLUDE ANY OF THE NEW ONES THAT ARE GOING TO BE ON. SO THE EAST OF, OF, UH, THIS COMMUNITY ON 1626, UH, ALL THAT TRAFFIC IS GOING TO END UP CUTTING THROUGH OUR NEIGHBORHOODS SO THEY CAN GET ONTO 16, 26 AND GO EAST FAST. AND WHAT WE DON'T NEED IS, IS THE LINES BACKED UP HALFWAY DOWN, WAYNE, RIGHT OUT LOOP LIKE THE ARE BACKED UP HALFWAY DOWN SOUTH FIRST AT NIGHT. WE, WE'VE WHAT WE NEED OUR SINGLE FAMILY HOME WHEN I IMAGINE, I IMAGINE AUSTIN HAVE BEING HOUSES AND COMMUNITIES RATHER THAN APARTMENT STUFFED INTO PLACES WHERE THEY CAN FIT, BUT WHETHER OR NOT NEEDED, WE DON'T HAVE ENOUGH SINGLE FAMILY HOUSES NOW IN THE AREA. UH, AND, AND AS FAR AS THE CREEK GOES, UH, IT'S ALREADY FLOODING MORE THAN WHAT IT USED TO. AND THAT'S ALL BECAUSE OF ALL THIS DENSIFICATION. AND SO IN THIS SPREADSHEET THAT I PUT UP, UM, THAT I SENT IN THE FIRST 21 ENTRIES ARE APARTMENTS THAT ARE APARTMENT COMPLEXES THAT ARE WITHIN TWO MODELS OF THE PROPERTY THAT WE'RE TALKING ABOUT, THE ZONING OFF. UM, [00:55:01] OKAY. UM, SO IF YOU GO THROUGH, AND I GOT MY STUFF FROM APARTMENT.COM IF YOU COUNT HOW MANY UNITS THAT PEO, THERE'S, UH, 6,000, 459 UNITS. IT HAS GONE IN AND THE BETTER AROUND THE AREA OF THE, THE PLACE WE'RE TALKING ABOUT. AND UM, SO IT'S ALSO PROBABLY, I'M NOT SURE ABOUT THE NUMBER HERE. I HAVE EIGHT 53 UNITS THAT ARE UNDER CONSTRUCTION, THE LAST THROUGH ENTRIES. APARTMENT COMPLEX THAT ARE CURRENTLY UNDER CONSTRUCTION. AND WHEN THEY FINISH, WHEN THEY SHARE ABOUT THE ONE THAT UH, 68, 26 THE LAST MONTH AND DON'T SAY THAT TONY WROTE, I HAVE THREE 72 LISTED THERE, BUT I THINK IT MAY BE GREATER NUMBER OF UNITS THAT ARE GOING IN THERE. UM, AND OTHER UNITS THAT ARE THERE FEED THOUSAND 655 OF THEM HAVE BEEN BUILT AFTER 2013 SO THERE'S ALREADY IN THE AREA, A LOT OF APARTMENT COMPLEXES. AND I ALSO INCLUDED, UH, EXISTING VACANCIES THAT WERE ON A SPECIFIC DATE BECAUSE THAT CHANGES AS TIME GOES ON. SO WE HAVE A LOT OF APARTMENT COMPLEXES IN THE AREA ALREADY. THESE AREAS ARE THE ONES SO CLOSE TO THE PROPOSED PASS THROUGH STREETS THAT WE'RE ALL DISCUSSING. OUR COMMUNITY USES THIS LOCATION TO MEET AND CELEBRATE EVENTS THAT BRING US ALL CLOSER TOGETHER AND THIS MAIN THOROUGHFARE IS OFTEN LOCATION FOR EVENTS LIKE NATIONAL NIGHT OUT 4TH OF JULY PARADE IN MANY OTHER CELEBRATIONS. AFTER HEARING THE ITEMS SET FORTH AS MAJOR CONCERNS REGARDING THE SAFETY OF NEIGHBORHOOD CHILDREN, PRESERVATION OF HOME VALUES AND OVERALL QUALITY OF LIFE, I WANT TO PRESENT A SEEMINGLY STRAIGHTFORWARD SOLUTION. I CAN GLADLY FORWARD REFERENCE PHOTOS OF THE PAST THROUGH AREA WE WISH TO REMAIN CLOSED TO THROUGH TRAFFIC. WE WOULD LIKE TO REQUEST THAT THE DEVELOPER OF THIS PROJECT MODIFY BUILDING ORIENTATION TO PERMANENTLY BLOCKED THIS PASS THROUGH AS A POSSIBILITY BUT AT THE VERY LEAST INSTALL A NON PASSABLE GATE IF WE CAN HAVE THIS AGREE TO ALONG WITH DOWN ZONING OF THE CLOSEST NEIGHBORING BUILDINGS TO MS THREE HAVE OUR DRAINAGE CONCERNS ADDRESSED AS WELL AS THE ISSUE OF DARK SKIES DOWN LIGHTING. AGREEABLE, I FEEL AS THE NOLS HAVE SLOTTED CRE WITHDRAWALS AND FURTHER DISPUTES WITH THE DEVELOPMENT AND ULTIMATELY ENCOURAGE OVERALL COMMUNITY CONNECTIVITY. THANK YOU FOR YOUR TIME. UH, FIRST OF ALL, THE ENVIRONMENTAL IMPACT, THE CITY OF AUSTIN HAS A STUDY FOR THE FLOOD PLAIN STUDY THAT, UH, INCLUDED ONION CREEK. BEAR CREEK, LITTLE BEAR CREEK and NORTH CREEK. FOR SOME REASON. SLAUGHTER CREEK WAS NOT INCLUDED IN THAT STUDY. OBVIOUSLY THIS, THIS DEVELOPMENT IS GOING TO HAVE A DIRECT IMPACT ON THAT AND I THINK THAT THAT NEEDS TO BE LOOKED AT AGAIN WITH THE INCLUSION OF SLAUGHTER CREEK UH, THE SECOND ITEM OF CONCERN IS THE OVERCROWDING AT THE MIDDLE SCHOOL AND HIGH SCHOOL AND IN OUR AREA BECAUSE THE SCHOOL WAS BUILT LAST YEAR, THIRD LANE FROM THE CITY OF AUSTIN GUIDE THE ZONING THAT WAS DATED IN 2016. THERE WERE SOME ZONING PRINCIPLES THAT RELATION, UM, THE SIXTH OF WHICH SHOULD NOT RESULT IN DETRIMENTAL IMPACTS TO THE NEIGHBORHOOD CHARACTER, WHICH I THINK EVERY ONE OF THE PREVIOUS MAKERS HAS ADDRESSED. UH, PRIMARILY ARE SF ZONING DESIGNATIONS AND ALL THE SURROUNDING AREAS AND ACROSS FIRST STREET UH, AND THE DEVELOPER IS PROPOSING DROPPING MF FOUR IN THE MIDDLE OF ALL OF THIS OTHER PROMOTES ZONING DIVERGENCE INSTEAD OF COMPATIBILITY. UM, I WOULD APPRECIATE THE COMMISSIONERS TAKING ANOTHER LOOK AT THIS AND SAYING, IF WE CAN'T COME TO SOME MUTUAL CONSENT THE DEVELOPMENT. THANK YOU FOR TIME. UM, WE BOUGHT OUR HOME IN JANUARY OF 2015. UM, WE FELL IN LOVE WITH THE NOLS BECAUSE OF THE SAFETY OF THE NEIGHBORHOOD AND THE SENSE OF COMMUNITY THAT IT HAS. UM, I AM OPPOSED TO THE DEVELOPMENT OF THE LARGE APARTMENT COMPLEX AND ESPECIALLY THE OPENING OF WAYNE RIDELL LOOP TO SOUTH FIRST. UM, THIS PROJECT WILL CAUSE AN EXTREME INFLUX IN TRAFFIC TO UM, TO THIS ROAD AND WILL SEVERELY TEAMS THE QUALITY OF LIFE FOR ALL OF OUR, FOR OUR ENTIRE NEIGHBORHOOD. UM, AS MANY HAVE MENTIONED, WE'VE BUILT A BEAUTIFUL, WONDERFUL COMMUNITY HERE IN THE KNOWLES AND WITH THIS ROAD BEING OPENED UP, WE WILL BECOME A NEIGHBORHOOD DIVIDED. UM, WE WILL HAVE PEOPLE CUTTING THROUGH OUR NEIGHBORHOOD THAT WILL NOT HAVE ANY CONCERN FOR THEN. WE'LL SIMPLY BE A CONVENIENCE COPIER FOR THAT. IF YOU GUYS COULD MUTE THAT WOULD BE HELPFUL. UM, THERE WILL BE AN INCREASE IN OVERALL CONGESTION AND AN INCREASED CONCERN FOR SAFETY, A HIGHER RISK OF A CRIME RATE AND ADDITIONAL ENVIRONMENTAL POLLUTION. I RECOMMEND REZONING B TO A SINGLE FAMILY HOMES AND NOT THE ABSURD 750 APARTMENT COMPLEX THAT HAS BEEN PROPOSED. I ESPECIALLY ASK THAT YOU HELP US KEEP WAYNE RIDELL CLOSE TO OUR NEIGHBORHOOD. UM, WE DON'T THINK THAT THERE'S BEEN ENOUGH, UM, EMPHASIS ON THE STUDY FOR STORM WATER IMPACTS AND THAT IT WON'T BE COMPLETED BEFORE YOU GET TO VOTE ON THIS AND BEFORE COUNCIL GETS TO VOTE. YES. AND WE'RE VERY CONCERNED ABOUT THAT. WE'VE HAD A SITUATION, THIS CREEK FEEDS INTO ONION CREEK AND I'M A CREEK IS FLOODED SO BADLY IN THE PAST THAT THE CITY HAD THE BUYOUT 956 HOMES AND THAT COSTS CITY $45 MILLION. SO ANYTHING WE DO THAT CONTRIBUTES TO THAT FLOODING IN THE FUTURE HAS POTENTIAL TO IMPACT THE CITY ONCE AGAIN IN A WAY. FINANCIALLY. THERE WAS A STUDY COMMISSIONED BY THE CITY OF AUSTIN BY DR KATHARINE HAYHOE ABOUT CLIMATE IMPACTS AND SHE FOUND THAT HEAVY PRECIPITATION IS INSPECT IS EXPECTED TO INCREASE, UM, MORE THAN TWO INCHES OF RAIN. AND THE AMOUNT OF RAINFALL DOING FIVE CONSECUTIVE WEATHER STAYS OF THE YEAR IS EXPECTED TO INCREASE IN THAT COMING IN. THE APPLICANT IS RIGHT NOW LOOKING AT, UM, THE ATLAS 14 STUDIES AND THEN AN UPDATED VERSION, UM, WHICH IS GOOD, BUT THAT SAYS THAT THERE COULD BE A 14 FOOT RISE IN THE CREEK HERE CREEK, BUT THERE HAS ACTUALLY BEEN ALREADY AT, UM, AN EXCEEDANCE OF THAT. THERE'S ALREADY BEEN A 16 FOOT, UM, FLOOD RISE, UM, IN THE 2013 FLOOD. SO THIS IS NOT ADEQUATE. UM, THE CUMULATIVE IMPACTS OF THE TWO DOZEN NEWLY BUILT AND PLANNED PROJECTS ABSOLUTELY NEED TO BE INCLUDED IN THIS ANALYSIS AND BY CYNTHIA AND TODAY A CHART THAT SHOWS THAT THE FLOW OF SLAUGHTER CREEK CAN INCREASE GOING FROM ONE TO THE FOR THE SECOND UP TO 40 CUBIC FEET A SECOND IN MINUTES WITH JUST A FOUR INCH RAIN. SO THIS IS REALLY, REALLY IMPORTANT. SO HERE'S WHAT WE'D LIKE TO ASK OF YOU, UM, IS THAT YOU REDUCE THE ZONING FIRST OF ALL, TO MAKE IT NOT SO DENSE TO MF 4 OR MF THREE THAT WOULD HELP REDUCE RUNOFF THAT YOU USE PERVIOUS PAVERS THAT HELPS, UM, THE SINK INTO THE SOILS, BUT RAINWATER COLLECTION BE UTILIZED. AND THAT A SERIES OF SEWERS AND BERMS TO USE TO RUNOFF. UM, IT SHOULD BE A GOAL TO CONSIDER CLIMATE CHANGE, ESPECIALLY SINCE THE CITY HAS AN EMERGENCY CLIMATE RESOLUTION FOR ALL DEPARTMENTS THAT, UH, IT'S TIME TO GET SERIOUS ABOUT THIS. UM, AND SO THAT RUNOFF SHOULD BE ON TO BEACH PROJECTED 2100 LEVELS OF FLOODING. AND LASTLY, UM, IN THE WORLD OF CARBON EMISSIONS, THE PROJECT SHOULD INCLUDE, UM, PLENTY OF SPACES FOR ELECTRIC VEHICLES BECAUSE ONE WAY THAT WE CAN IN FACT DEAL WITH CLIMATE CHANGE. I'D LIKE TO SAY THAT, UM, I AGREE WITH THE SPEAKERS ABOUT KEEPING WAYNE RIDELL CLOSED. CURRENTLY THE SITE IS FULL OF WILD FLOWERS AND IT'S REAL DIVERSE. IT'S A VERY RICH HABITAT RIGHT NOW. I am the City Administrator for the Village of San Leanna - a Type B General Law municipality south of Austin and just west of the Knolls at Slaughter Creek. Today I am addressing the Commission on behalf of not only myself, but the Board of Aldermen and the general population of the Village of San Leanna, in opposing the moderate-high density zoning classification and the extension of Wayne Riddell Loop to meet South 1st street. The addition of 750 new family dwelling units to the area surrounding our neighborhood presents many problems including traffic and safety concerns that have gone unaddressed for years despite public outcry for infrastructure and safety improvements. This development is directly across the street from a school whose students are already contending with heavy traffic and unsafe walking routes around their campus. I will not be going deeply into this side of the topic as I only have 3 minutes and I am sure that many other callers will be touching on these issues. Suffice to say that their concerns and our concerns on traffic, infrastructure, and safety are one in the same. C-01Commissioner Evans Exhibit10 of 15 The Village of San Leanna’s Resolution Number 20-002 opposing, specifically, the extension of Wayne Riddell Loop to meet South 1st Street was passed unanimously by our board and has been provided in your back up materials. Wayne Riddell Loop currently serves as a main thoroughfare for the Knolls at Slaughter Creek, providing access to FM 1626 from their neighborhood. Due to traffic conditions and the lack of a middle turning lane at Wayne Riddell Loop, many residents of the Knolls currently exit their neighborhood by traveling down Race Track Ln to San Leanna Dr and over to Circle Dr or Sombrero Dr where a middle turning lane is present on FM 1626. We have a neighborly relationship with the Knolls residents but even that amount of added traffic has caused problems over the years for residents of San Leanna who live and travel along those roads. Even a fraction of the traffic created by a 750 unit complex would be a substantial burden on our roads and have a substantial impact on the safety of our residents – not to mention additional traffic cutting across to avoid lights at FM 1626 and 1st St. Our roads may not look like a likely route choice but they are actually, as evidenced by current driving habits of Knolls residents, the MOST likely route during certain times of the day - and yet, they have not been addressed on any of the traffic study reports that we have seen to date. On page 3 of the Zoning Change Review Sheet provided in back up materials, the report reads: “… A benefit of connecting streets is dispersing vehicular traffic among multiple streets in the area...” It is important to be clear that, while connectivity is often considered progress and improvement, the connection of these streets is NOT beneficial to those most directly impacted by disbursement of this traffic. These are residential streets where children play and people walk their pets. The Village of San Leanna is a purely residential municipality and exercises exclusive control over its roads – which are built and maintained using primarily property tax revenue. Our resources are limited and this connection stands to disperse traffic directly on to our streets, maintained by our taxpayers, without any benefit whatsoever to our residents. If all requests are granted to the applicant and we are faced with a moderate-high density development at the mouth of a connection to a high traffic road feeding onto our city’s streets- our officials will, as they should be, obligated to look into the best course of action for protecting our residents with regard to their safety and their tax dollar investments, as it pertains to the accessibility of our roads. Thank you so much for your time and consideration. C-01Commissioner Evans Exhibit11 of 15 Motion: Recommend MF-3 Base Zoning with a Conditional Overlay that limits: 1. Limit units per acre to 24 2. Limit impervious cover to 50% of gross site area, 3. Requires the use of pervious pavers for all parking areas and driveways, 4. Requires on-site water retention for all rainfall events equal to or less than the 95th percentile*, adjusting for climate change, which methods may include rainwater harvesting and rain gardens. 5. Prohibit vehicular access to Wayne Riddell Loop. 6. Require 5% of vehicular parking to be equipped with electric charging stations and require an additional 5% to be electric-ready. 7. Request that the City Council eliminate the extension of Wayne Riddell Loop from the Austin Strategic Mobility Plan (ASMP) and/or add zoning restrictions that would prevent vehicular cut through traffic (e.g., crash gates).
