ZERO WASTE ADVISORY COMMISSION C&D ORDINANCE REFORM COMMITTEE MEETING MINUTES WEDNESDAY, JUNE 24, 2026 The Construction and Demolition Ordinance Reform Committee convened in a regular meeting on Wednesday, June 24th, 2026, at Cepeda Branch Library at 651 N Pleasant Valley Rd in Austin, Texas. Chair Steyaert called the Committee Meeting to order at 11:00 a.m. Commission Members in Attendance: Ian Steyaert, Gerard Acuna PUBLIC COMMUNICATION: GENERAL None present. APPROVAL OF MINUTES 1. Approve the minutes of the Zero Waste Advisory Commission’s Construction and Demolition Ordinance Reform Committee Meeting on March 4, 2026. The minutes from the Zero Waste Advisory Commission’s Construction and Demolition Ordinance Reform Committee meeting on March 4, 2026, were approved on Commissioner Acuna’s motion, Commissioner Steyaert’s second on a 2-0 vote. Commissioner Whaland was absent. STAFF BRIEFINGS 2. Staff briefing regarding potential options for changes to the Qualified Processor and Construction and Demolition Recycling Ordinance requirements. The presentation was made by Elizabeth Nelson, Planner Principal; Cahill Ordones, Planner Senior; and Natalie Regennitter, Planner III, Austin Resource Recovery. DISCUSSION 3. The following topics were discussed by Commissioners, stakeholders, and Austin Resource Recovery Staff. The committee discussed potential changes to Austin’s C&D Recycling Ordinance, including Qualified Processor requirements, ending the Registered Evaluator program, the potential for a processing residuals threshold or not requiring a processing facility diversion rate threshold to become a Qualified Processor. FUTURE AGENDA ITEMS 4. Review staff proposed changes to code and the department’s rules for the construction and demolition ordinance. ADJOURNMENT Commissioner Steyaert adjourned the meeting at 12:04 p.m. without objection. The minutes were approved at the 10.07.26 meeting on Commissioner Steyaert’s motion, Commissioner Acuna second on a 2-0 vote. 1
