ZERO WASTE ADVISORY COMMISSION C&D ORDINANCE REFORM COMMITTEE MEETING MINUTES WEDNESDAY, MARCH 04, 2026 The Construction and Demolition Ordinance Reform Committee convened in a regular meeting on Wednesday, March 4th, 2026, at University Hills Branch Library at 4721 Loyola Ln in Austin, Texas. Chair Steyaert called the Committee Meeting to order at 11:03 a.m. Commission Members in Attendance: Ian Steyaert, Gerard Acuna, Seth Whaland PUBLIC COMMUNICATION: GENERAL None present. APPROVAL OF MINUTES 1. Approve the minutes of the Zero Waste Advisory Commission’s Construction and Demolition Ordinance Reform Committee Meeting on March 4, 2026. The minutes from the Zero Waste Advisory Commission’s Construction and Demolition Ordinance Reform Committee meeting on March 4, 2026, were approved on Commissioner Steyaert’s motion, Commissioner Acuna’s second on a 3-0 vote. STAFF BRIEFINGS 2. Staff briefing regarding construction and demolition recycling and processing facility municipal case studies. The presentation was made by Elizabeth Nelson, Planner Principal, Austin Resource Recovery. DISCUSSION 3. The following topics were discussed by Commissioners, stakeholders, and Austin Resource Recovery Staff. The committee discussed possible changes to Austin’s C&D Recycling Ordinance, including requiring qualified processors and new audit processes, and considered how local site constraints, cost impacts, and how enforcement affects implementation. FUTURE AGENDA ITEMS 4. Review staff proposed changes to code and the department’s rules for the construction and demolition ordinance. ADJOURNMENT Commissioner Steyaert adjourned the meeting at 11:59 a.m. without objection. The minutes were approved at the 6/24/2026 meeting on Commissioner Steyaert’s motion, Commissioner Acuna second on a 2-0 vote. 1
