To: Zero Waste Advisory Commission From: Ron Romero, Assistant Director, Austin Resource Recovery Date: May 13, 2026 Subject: Director’s Monthly Report to the Zero Waste Advisory Commission Qualified Processor for Construction & Demolition Debris Processing Austin Resource Recovery (ARR) has approved the application of Texas Landfill Management, LLC or Texas Disposal Systems (TDS) to become a City of Austin Construction and Demolition Qualified Processor. TDS’s status as a Qualified Processor is effective from April 2026 to April 2028, contingent upon the Processor maintaining requirements in City code during that timeframe. The facility was audited by City approved third party Registered Evaluator: Zero Waste Strategies. They found that the average material diversion rate from the landfill at this facility was 67%. The Qualified Processor designation allows general contractors developing construction projects across Austin to reduce required documentation to report to the City by being able to report to the Qualified Processors facility diversion rate in lieu of documenting hauling a tipping receipt throughout the project. Fix-It Clinic at Carver Branch Library A Fix-It Clinic will be held on May 2 at the Carver Library from 10:00 a.m. to 2:00 p.m. Residents can bring broken household items and learn to fix them with guidance from skilled coaches. There will be a drop-off period the week leading up to the clinic, for those who need something fixed but are unable to attend the event. Learn more, volunteer or register at austintexas.gov/fixit Circular Showcase at The Cathedral The annual Circular Showcase will take place on May 14, from 5:30-8 p.m. at The Cathedral. Attendees can discover how local entrepreneurs are creating a circular economy in Austin! Four small businesses will pitch to judges for a chance to win $10,000 in prize money. Plus, additional entrepreneurs emerging from the Circular Accelerator will compete for $2,000. Register to attend at austintexas.gov/circularshowcase Fix-it Clothing Swap and Mending Event at Southeast Library Community members can bring clean, gently used clothing to swap with the community. If they have an item that needs a little love, they can get help with hems, buttons, small tears or patches. The next one is on May 16 at Southeast Library from 2-4:30. ARR Solicitation Updates As of May 7, 2026 ZWAC Meeting May 13, 2026  Preparing for Council:  Recycling Processing Services for Non-Curbside Collections: The Contractor shall provide processing and marketing services for single-stream recyclable materials received from customers at the RRDOC and those collected by City crews from approximately 160 City facilities. Link to the current contract.  Published:  Stationary Equipment: The Contractor shall provide preventative maintenance, servicing, repairs, and replacement parts for stationary recycling-related equipment. Link to the current contract.  Expected to be Published Within 90 days:  N/A Definitions: CCO CO-OP (Capital Contracting Office): Administers the procurement of professional and construction services. (Cooperative Contract): A contract that has been competitively bid and issued by another government or purchasing alliance with the intention of sharing it with other governmental entities. (Interlocal Agreement): A collaborative contract between local government entities (for example, ARR and a county, state, or school district) to provide more efficient and less costly services, where any payments are made from current revenues. (Invitation for Bid): Formal bidding documents inviting suppliers to submit pricing for goods or services. (Request for Information): Used to obtain industry input, feedback, or reactions from potential suppliers prior to issuing a solicitation. RFQ (Request for Quotation): Informal request to suppliers to provide quotes on specific goods or services. (Request for Qualifications): Formal solicitation used when qualifications are the main criteria for professional services. (Request for Proposals): Formal request for a supplier to provide a solution and cost estimate to a complex need. This plan is an update to the (2) 2011 Master Plan (see link below).The first such study was published in (3) 2015, titled Austin’s 2015 Community Diversion Study (see link below). The study focused on estimating diversion from both ARR-serviced properties and commercial properties. Commercial properties include retail businesses, food service establishments, professional offices, industrial properties, institutional facilities, government facilities and multifamily properties five units and larger. According to Austin's 2015 Community Diversion Study, Residential Waste Diversion Rate (City-serviced accounts) represents approximately 15% and the Community Diversion Rate (accounts serviced by private waste haulers) represents approximately 85% of the total citywide. These numbers reflect data from 100-200 licensed haulers (number of haulers varies over time), and include haulers servicing dumpsters, roll-offs, construction and demolition debris, landscaping debris, and metal scrap. These numbers do not reflect all data sources included in Austin's 2015 Community Diversion Study.
