CITY OF AUSTIN RECOMMENDATION FOR COUNCIL ACTION CONTRACTOR: MULTIPLE COUNCIL DATE: February 26, 2026 SUBJECT: Authorize negotiation and execution of contracts for consulting services for Austin Resource Recovery with Baer Engineering & Environmental Consulting, Inc., Intera Inc., TRC Environmental Corporation d/b/a Trc, and Zara Environmental, LLC., for a term of five years in an amount not to exceed $1,000,000. Funding: $150,000 is available through the Operating Budget, and $50,000 is available through the Capital Budget of Austin Resource Recovery. Funding for the remaining contract term is contingent upon available funding in future budgets. PROCUREMENT: Austin Financial Services issued a Request for Proposals solicitation RFP 1500 MLJ3010REBID for these services. The solicitation was published on October 13, 2025, and closed on November 18, 2025. Of the 6 offers received, the proposals submitted by the recommended contractors represented best value to the city based on the solicitation’s evaluation criteria. For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. However, the recommended contractors identified subcontracting opportunities. BOARD AND COMMISSION ACTION: February 11, 2026 – To be reviewed by the Zero Waste Advisory Committee ADDITIONAL BACKUP INFORMATION (RCA BODY) These contracts will provide environmental consulting services to address known and unknown environmental concerns at City facilities, City-interested properties, and grant-eligible Austin Brownfields Revitalization Office (ABRO) projects. The city engages the services of environmental firms to perform analysis, design and support services associated with construction or improvement of City capital assets and community projects. These contracts allow the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City. Revised 4/2025 1 CITY OF AUSTIN RECOMMENDATION FOR COUNCIL ACTION CONTRACTOR: MULTIPLE COUNCIL DATE: February 26, 2026 Austin Resource Recovery has received a $500,000 grant funded by the Environmental Protection Agency to address existing environmental concerns for properties in Austin. The grant funds are allocated in ARR’s operating budget. The ABRO facilitates redeveloping properties by providing support for site assessments and remediation assistance. The selected firms will provide all environmental services related to studies, sampling, testing, analyses, recommendations, designs, regulatory review and/or construction management for projects. An evaluation team with expertise in this area evaluated the offers and scored Baer Engineering & Environmental Consulting, Inc., Intera Inc., TRC Environmental Corporation d/b/a Trc, and Zara Environmental, LLC as the best to provide these services based on price, personnel, relevant company experience, firms’ history and presence, project experience, project concert and solutions proposed, and project management structure. Establishing a contract for Brownfields services is an efficient method to ensure there are pre-qualified vendors available to perform the work required or oversight of the work required to meet the Environmental Protection Agency grant requirements. If these contracts are not secured, ABRO will fail to meet grant requirements, resulting in reduced ability of the ABRO to remediate environmental concerns. Notes/Other The contract will provide environmental assessments, studies, sampling, testing, analyses, designs, regulatory review, consultation, and/or remediation oversight for projects to address environmental concerns. This service will be provided for City facilities, City- interested properties, and grant-eligible Austin Brownfields Revitalization Office (“ABRO”) projects, on an as-needed basis. An evaluation team with expertise in this area reviewed and scored all proposals based on cost, experience, system concept, and proposed solutions, and determined that awarding contracts to four vendors would best meet the needs of these services. ABRO receives grants from the Environmental Protection Agency (“EPA”) to perform environmental assessments for community-oriented redevelopment projects. ABRO performs these services on behalf of community organizations to address potential environmental concerns, revitalize distressed properties, and return them to the community. Compensation for individual project assignments will vary depending on the scope of services required. The City anticipates a total maximum funding authorization of $500,000 for the entire rotation list. Failure to execute this contract may result in forfeiture of the associated federal grant funding of $500,000 and could delay or prevent completion of the planned project(s). Such failure may also impact compliance with grant requirements and adversely affect the City’s eligibility for future funding opportunities.
