The agreements require the vendors to receive collected materials intended for recycling and to operate a materials recovery facility for the purposes of accepting, sorting, processing, and marketing the City’s collected material. Under the terms of the current agreements, Balcones receives 60% of the City’s collected material on an annual basis while Texas Disposal Systems receives 40%. Processing cost per ton is established during the recycling contract reset period that occurs every five years. The City receives revenue and pays processing costs to both vendors. The basis for revenue is the composition percentage of each class of recyclable material. This is determined during semi-annual composition studies that occur at each vendor’s facility. Prior to the latest contract reset that occurred in October 2021 both vendors had the same revenue share formula. However, during that reset period Balcones Resources agreed to a new revenue share formula. This processing cost is assessed by the vendors and paid by the City per ton of recyclables delivered. The gross amount above is recognized as "Collection Costs" expense within Austin Resource Recovery's operating fund. Net Value to the City per Ton by Vendor Vendors compensate the City for an estimated portion of the resale value of recyclable material collected via revenue sharing. The gross amount above is recognized as "Recycling Sales" revenue within Austin Resource Recovery's operating fund. The graph below divides the net monthly revenue from each vendor by the tonnages delivered to each vendor in a given month, compensating for the difference in value generated from the amount of recyclables delivered. The differences in net value to the city per ton in a given month (below) are the result of contractual differences in processing rates and revenue sharing terms.
