Notes/Other The City has been removing debris, trash, and unsafe items from the homeless encampments under bridge overpasses over the last year. The primary goal is to ensure the public right-of- way is clean and safe for all residents and not to remove any individuals who may be camping at the underpass locations. The contract will allow the City to continue these important clean- up services at locations underneath Interstate 35, US 183, Loop 1, and US 290, but also at other areas in the public right-of-way as they are identified. Austin Resource Recovery contributes $330,000 annually to this contract. Public Works will work with the contractor to provide removal of debris and cleanup services under bridge overpasses and in the transportation right of way throughout the City. For the services required for this procurement, there were no subcontracting opportunities; therefore, no subcontracting goals were established. BOARD AND COMMISSION ACTION: June 9, 2021 – To be reviewed by the Zero Waste Advisory Commission ADDITIONAL BACKUP INFORMATION (RCA BODY) In July 2020, the original Request for Council Action was brought to Council and only the initial term of the contract was approved. Council requested staff report back what the trajectory looks like for the balance of the year in terms of processes and procedures and to use savings for other sources of clean-up services that are either outsourced or internal. The contract extension will provide the removal of debris and cleanup services under bridge overpasses and in the transportation right of way throughout the City. The primary goal is to ensure the public right of way is clean and safe for all residents and not to remove any individuals who may be camping at the underpass locations. The contract extension will allow the City to continue these important cleanup services at locations underneath Interstate 35, US 183, Loop 1, and US 290, as well as at other areas in the public right of way as they are identified. Public Works will work with the contractor to provide removal of debris and cleanup services under bridge overpasses and in the transportation right of way throughout the City. The contract extension will allow the City to continue these critical cleanup services to provide a clean and safe environment for residents experiencing homelessness. Austin Resource Recovery recommends Public Works move forward with the contract extension with Relief Enterprises. An analysis conducted by ARR revealed that the existing Public Works contract is a more cost-effective way to deliver encampment cleaning services. Additionally, Relief Enterprises provides employment opportunities for persons experiencing or exiting homelessness, further supporting this community where the City may not be able to.
