To: From: Zero Waste Advisory Commission Ken Snipes Director Austin Resource Recovery Date: June 12, 2020 Subject: Director’s Monthly Report to the Zero Waste Advisory Commission Landfill Criteria Matrix In March 2017, Council approved Resolution No. 20170323-055 to form a Waste Management Policy Working Group (“Working Group”) to examine waste management and biosolids policy issues, and contracts. The Working Group recommended the development of criteria in the form of a matrix to help identify Landfill Operators eligible for City contracts involving City-controlled waste. From March through May of 2018, ARR hosted five public meetings for stakeholders led by an independent facilitator, and an additional technical meeting focused on landfill gas emissions. In November 2018 the City Manager informed Council that Staff would proceed with issuing request for information (RFI) using a matrix developed by Staff and Stakeholders. Staff issued an RFI in January 2019, inviting submissions from landfill operators to evaluate their facilities for future inclusion in City solicitations. At the conclusion of this first application of the Matrix, staff determined that three (3) landfills were eligible to receive City-controlled waste. On February 20, 2020, staff brought Item no. 37, to Council to authorize a short-term contract for waste collection at City facilities. Because this item dealt with the collection of waste, staff applied the Matrix requirement to the recommended contract. When considering this item, Council clarified that the Matrix was not consistent with their policy direction, stating specifically that the Austin Community Landfill (ACL), one of the eligible landfills according to the Matrix, was not to be used. As a result, staff excluded any reference to the Matrix or the use of the Austin Community Landfill from the subsequent short-term contracts, as well as the eventual solicitation seeking a longer-term contract for waste collection at City facilities. Staff will not apply the Landfill Criteria Matrix to future contracts involving City-controlled waste without further direction from City Council. Recycle Reuse Drop Off Center Re-Opening As the Recycling and Reuse Drop Off Center (RRDOC) moves towards full operations, there are some concerns about employee and customer exposure to CoVid-19. In preparation for this, the RRDOC has started scheduling no contact home pickups and appointments for dropping off material. As customers call the facility to inquire about the re-opening date, we offer a “no contact” home pick up option if they have Household Hazardous Waste. We have multiple trucks running small routes to pick up as many of the requests as possible, in a safe, timely fashion. The first pickups took place May 28. The staff will also set appointments for customers to be able to utilize the RRDOC. With social distancing and overall safety in mind, the appointments are set in one hour blocks with no more than 20 customers per hour. The first drop-off appointments at the RRDOC took place Monday, June 1. When making the appointment, we ask them to bring a mask, and we ask them a few questions approved by APH. Customers and staff will be required to wear masks until COA officials state it is no longer required. The schedule for this soft opening is 9:00am – 4:00pm, Monday through Friday. We hope to keep this schedule throughout the month of June, and plan for a full reopening beginning the week of July 6, when we will move back to the Monday through Saturday schedule. Plastics in Waterways Austin Resource Recovery is working with Watershed Protection Department and other City Departments to address increasing trash in waterways, including a quantitative study of trash in local creeks. As a result of the study, staff will provide recommendations for enhanced public-private partnership, improved programmatic and structural solutions, and identify available funding sources to reduce trash in waterways. Current tasks include: • A review and compilation of all active programs and policies related to litter and trash in Austin’s waterways (including funding and resources currently or potentially available) • An analysis of all available data related to spatial and temporal patterns of litter and trash • Writing a background report with an inventory of current City and external partner efforts with respect to litter and trash in Austin’s watersheds and a high-level summary of available data, trends and maps A March 3, 2020 memo from the Watershed Protection Department outlines the project work plan and timeline. ARR Solicitations Update As of May 28, 2020 ZWAC Meeting June 10, 2020 Upcoming Solicitations Under Development (in alphabetical order): 1. Post-Disaster Debris Removal Services: RFP – Contractor to provide emergency debris removal services in accordance with Federal Emergency Management Administration (FEMA) guidelines. No existing contract. 2. Post-Disaster Debris Monitoring Services: RFP – Contractor to provide emergency field debris monitoring services to include management and accounting services for monitoring the recovery efforts of the City’s Post Disaster Debris Removal Contractor. No existing contract. Solicitations Expected to be Posted Within the Next 90 Days: 1. Daily Drop-Off of Material Collected Through Dumpster or Roll-Off Service: IFB – Contractor to receive daily collections of bulk materials from the City at their disposal facility or landfill. No existing contract. 2. Recycling Processing for Non-Curbside Collections: IFB – Contractor to provide single-stream recyclable material processing and marketing services to sort, process, store, market, and sell single-stream recyclable material. The Contractor shall be responsible for picking up the recyclable material collected at the Recycle and Reuse Drop-off Center and receiving the recyclable material collected by ARR from City facilities. This is replacing two contracts: In-House Recycling and RRDOC Recycling. Published Solicitations: 1. Truck Scale Inspection, Maintenance, and Repair Services: IFB 1500 MMO1018 – This posted on May 25, 2020 and closes on June 16, 2020. Contractor to complete quarterly full-service, diagnostics, inspections, preventative maintenance, servicing, authorized part replacements, and repairs of truck and floor scales located at City facilities. Purchase of Foam Densifier: IFB 1500 SLW1041 – Contractor to provide new foam densifier to include delivery, installation, training, and warranty. Solicitation posted March 2, 2020 and closed April 7, 2020. No existing contract. 2. Routine Non-Residential (City facilities) Dumpster Collection Services: IFB 7400 SLW1035 – Contractor to collect trash, recycling, brush, bulk, and compostable Materials from City of Austin facilities. Scope may also include special event and emergency service needs at City facilities on an as-needed basis. RFI 1500 SLW6005 was issued in July 2019 related to these services. Solicitation posted March 9, 2020 and closed April 7, 2020. CO-OP (Cooperative Contract): A contract that has been competitively bid and issued by another government or purchasing alliance with the intention of sharing it with other governmental entities. IFB (Invitation for Bid): Formal bidding documents inviting suppliers to submit pricing for goods or services. RFI (Request for Information): Used to obtain industry input, feedback, or reactions from potential suppliers prior to issuing a solicitation. RFQ (Request for Quotation): Informal request to suppliers to provide quotes on specific goods or services. RFQS (Request for Qualifications): Formal solicitation used when qualifications are the main criteria for professional services. The first such study was published in 2015 and is titled Austin’s 2015 Community Diversion Study. The study focused on estimating diversion from both ARR-serviced properties and commercial properties. Commercial properties include retail businesses, food service establishments, professional offices, industrial properties, institutional facilities, government facilities, and multifamily properties five units and larger. According to Austin's 2015 Community Diversion Study, Residential Waste Diversion Rate (city serviced accounts) represents approximately 15% and the Community Diversion Rate (accounts serviced by private waste haulers) represents approximately 85% of the total citywide wastage.
