To: Zero Waste Advisory Commission From: Ken Snipes, Director Austin Resource Recovery Date: May 15, 2020 Dumpsters in the Central Business District Subject: Director’s Monthly Report to the Zero Waste Advisory Commission Austin Resource Recovery has received requests from businesses located in the Central Business District (CBD) requesting some relief of their monthly garbage fees related to the statewide business closures. In late March, an audit of trash volume was performed in the CBD and found that a majority of the containers within the CBD were empty. By removing containers in the CBD, ARR would be able to reduce CBD customer volume charge which will help customers in that area save money during this crisis; ARR would pay less to the vendor, with a near break-even fiscal impact. ARR Fleet Purchases FY 20 Under the current Fleet Master Agreement, ARR is scheduled to purchase the following types of equipment for FY 20. ARR is replacing 47 units and adding 13 additional pieces of equipment, including multi-packs for the final phase of the Curbside Compost program expansion. Four finalists pitched business ideas that use one or more of the by-product, surplus or otherwise underutilized materials streams that were pitched in February. Over 250 attendees attended the online final pitch event on April 27. The two top pitches were awarded $10,000 Innovation Prizes to start their companies: 1. Recyclable Planters by Lofi Recycling Systems This concept will create plastic planters made out of PVC from Gold Rush Vinyl, a local record shop. In the first year, they anticipate diverting 2.7 tons of PVC from Austin landfills and preventing 5.32 GHG emissions. The company aspires to implement a take-back program for their planters, as well. 2. Collapsible Helmets by Terra Helmets This concept will create collapsible helmets out of 3 different scrap materials: PVC sandals from the Travis County jail, PVC from Gold Rush Vinyl and fabric samples from the International Interior Designers Association Austin group. They aim to have both an environmental and safety impact by making these helmets shareable and linking up with electric scooter companies to include these as part of rentals. They anticipate diverting 10,000 pounds of PVC from sandals, 8,000 pounds of PVC from vinyl records, and 8,000 pounds of fabric samples. Terra Helmets also won the “People’s Choice Award,” voted on by audience participants. Austin Recycles App On April 1, 2020, ARR launched the Austin Recycles App available on the Apple App Store and Google Play. The app allows customers to receive reminders about their regular trash, recycling, compost and other curbside collections, as well as alerts about collection delays or service interruptions. The Austin Recycles App also allows customers to search for items they are unsure of what to do with and learn how to dispose of them properly and play a waste sorting game. The first such study was published in 2015 and is titled Austin’s 2015 Community Diversion Study. The study focused on estimating diversion from both ARR-serviced properties and commercial properties. Commercial properties include retail businesses, food service establishments, professional offices, industrial properties, institutional facilities, government facilities, and multifamily properties five units and larger. According to Austin's 2015 Community Diversion Study, Residential Waste Diversion Rate (city serviced accounts) represents approximately 15% and the Community Diversion Rate (accounts serviced by private waste haulers) represents approximately 85% of the total citywide wastage. These numbers reflect data from 100-200 licensed haulers (number of haulers varies over time), and include haulers servicing dumpsters, roll-offs, construction and demolition debris, landscaping debris, and metal scrap. Post-Disaster Debris Removal Services: RFP – Contractor to provide emergency debris removal services in accordance with Federal Emergency Management Administration (FEMA) guidelines. No existing contract. 2. Post-Disaster Debris Monitoring Services: RFP – Contractor to provide emergency field debris monitoring services to include management and accounting services for monitoring the recovery efforts of the City’s Post Disaster Debris Removal Contractor. No existing contract. Solicitations Expected to be Posted Within the Next 90 Days: 1. Daily Drop-Off of Material Collected Through Dumpster or Roll-Off Service: IFB – Contractor to receive daily collections of bulk materials from the City at their disposal facility or landfill. No existing contract. 2. Recycling Processing for Non-Curbside Collections: IFB – Contractor to provide single-stream recyclable material processing and marketing services to sort, process, store, market, and sell single-stream recyclable material. The Contractor shall be responsible for picking up the recyclable material collected at the Recycle and Reuse Drop-off Center and receiving the recyclable material collected by ARR from City facilities. This is replacing two contracts: In-House Recycling and RRDOC Recycling. 3. Truck Scale Inspection, Maintenance, and Repair Services: IFB – Contractor to complete quarterly full-service, diagnostics, inspections, preventative maintenance, servicing, authorized part replacements, and repairs of truck and floor scales located at City facilities. Link to current contract Published Solicitations: 1. Mattress Collection and Recycling Services:– RFI 1500 SLW6011 (second RFI) – This posted on April 7, 2020 and closes on April 28, 2020. This RFI includes the SOW that was solicited on the RFP below and questions for potential bidders and stakeholders on how to improve the SOW. This is a new service needed as mattresses are currently collected through bulky collection and landfilled. RFP 1500 SLW3005 – this solicitation was issued on January 6, 2020 and closed on March 3, 2020. There were no responses. RFI 1500 SLW6000 (first RFI) was issued in July 2018, asking stakeholders and potential bidders questions relating to these services. No existing contract. Solicitations in Evaluation or Negotiation: (None) 1. Purchase of Foam Densifier: IFB 1500 SLW1041 – Contractor to provide new foam densifier to include delivery, installation, training, and warranty. Solicitation posted March 2, 2020 and closed April 7, 2020. No existing contract. 2. Routine Non-Residential (City facilities) Dumpster Collection Services: IFB 7400 SLW1035 – Contractor to collect trash, recycling, brush, bulk, and compostable Materials from City of Austin facilities. Scope may also include special event and emergency service needs at City facilities on an as-needed basis. RFI 1500 SLW6005 was issued in July 2019 related to these services. Solicitation posted March 9, 2020 and closed April 7, 2020.
