ZERO WASTE ADVISORY COMMISSION (ZWAC) UNIVERSAL RECYCLING ORDINANCE (URO) COMMITTEE MEETING MINUTES AUGUST 7, 2019 1 The ZWAC URO Committee convened on August 7, 2019 at Austin Public Library Terrazas Branch; 1105 E. Cesar Chavez St.; Austin, TX; 78702 Committee members in attendance: Cathy Gattuso (Chair), Jonathan Barona, and Kaiba White City staff in attendance: Jason McCombs, Selene Castillo, Elizabeth Nelson, Andrea Snow 1. CALL TO ORDER a. Committee Chair Cathy Gattuso called the committee meeting to order at 11:00 a.m. b. Committee Chair Cathy Gattuso facilitated introductions of committee members, City of Austin staff, and meeting attendees. 2. CITIZEN COMMUNICATION Zero (0) citizens spoke during the opportunity for citizen communication. 3. MEETING MINUTES a. A motion to approve the June 4, 2019 meeting minutes with no amendments or revisions was made by Commissioner Gattuso and seconded by Commissioner Barona. The minutes were approved with a 3-0 vote. 4. NEW BUSINESS a. Commissioner Gattuso opened the meeting for discussion of the proposed revision of the Administrative Rules regarding the multifamily capacity requirements of the Universal Recycling Ordinance. Stakeholders discussed issues related to multifamily recycling including contamination, space constraints, and illegal dumping. Stakeholders discussed the need for education for residents and the need to continue the use of waivers in some cases. Commissioner Barona made a motion to support adoption of the staff proposed amendments to the administrative rules. Seconded by Commissioner White. Committee members voted in favor of the motion 3-0. 5. FUTURE AGENDA ITEMS: a. Commissioner Gattuso requested an update on the multifamily organics pilot. b. Commissioner Gattuso requested more information about URO enforcement. c. Commissioner Barona required more information about the Land Development Code update. 6. ADJOURNMENT Commissioner White motions to adjourn the meeting at 11:58 a.m. without objection.
