Council Committee, Boards and Commission Action: November 10, 2026 – To be reviewed by the Water and Wastewater Commission. Additional Backup Information: Austin Water’s collection system is fundamental for conveyance of wastewater to Austin Water’s treatment plants. Austin Water’s collection system is a large and complex system that consists of approximately 3,000 miles of wastewater mains, which serve approximately one million customers. Due to harsh conditions that cause material degradation over time, collection system assets require ongoing repairs and replacement to prevent sanitary sewer overflows. The Pino Lane Wastewater Improvements project will include the installation of approximately 1,650 linear feet of wastewater lines along Pino Lane from Dove Springs Drive to mid-point between the cross streets of Dove Drive and Encinal Cove. In addition, this project includes approximately 1,150 linear feet of cured-in- place pipelining on an existing 10” concrete wastewater line along Pino Lane. This project will relieve a capacity bottleneck in the existing wastewater collection system by providing additional capacity to accommodate existing flows and future growth, ultimately reducing the risk of sanitary sewer overflows and increasing system resiliency. Item 12 Water & Wastewater Commission: November 10, 2026 Council: November 19, 2026 Due to the potential for unexpected conditions, a 10% contingency in funding has been included to allow for expeditious processing of any change orders required to cover unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. This project includes traffic closures and detours in the public right of way. The contractor will ensure that residents and businesses always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary wastewater service interruptions during pipeline tie-ins and service reconnections. Residents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time sensitive and is a critical component of improving the infrastructure stability of Austin’s wastewater collection systems. Delay of this contract will require additional time and cost for City construction crews to conduct maintenance and repairs and may increase the risk of sanitary sewer overflows. The contract allows 180 calendar days for completion of this project. This project is located within zip code 78744 (District 2).
